1918-01-02 Regular CC Minutes 480 REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALiMEDA, S EDNESDAY EVENING, JANUARY 2nd, 1918. The meeting convened with Council-president Majors presiding. The roll was called and Councilmen Noy, Otis, Probst and president Majors, (4) . were noted present. Absent:Councilman Dillman. The Minutes of the previous meeting were approved as read. 1. L°J Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 103. Transferring 0255.40 from the Police Relief and Pension Fund to the General Fund." Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were received: 2. 9 f A copy of the Resolution adopted by the Chambers of Commerce Conference held in the Merchants' Exchange building, Thursday, December 20th, 1917, and end or sing the recommendation of the Naval Commission on Navy Yards and Naval Stations. Ordered filed. :�. The Deed of Powell Bros. Construction Coin a p nq' of land to be used as a sub-station by the Department of Electricity. Ordered- filed. 4. Affidavits showing due publication and due posting of a Notice Inviting Sealed Proposals for the laying of twenty pieces of sidewalk under Resolution of Intention No. 41, New Series, were presented and ordered filed. In response to said Notice, the Clerk stated that he was in receipt of three sealed bids. Mr. Probst moved that the Clerk open the bids , seconded by ' Mr. Otis and carried. City Engineer seconded by Mr. Probst and carried. The following communications were received: b. 1' From City Manager Charles E. Hewes giving his reasons for recommending an increase in the salary of the employees of various departments of the City. Ordered filed. Mr. Probst moved that a recess of ten minutes be taken for the purpose of considering the matter of the increase of salaries, seconded by Mr. voy and c arrie d. Upon reconvening Councilmen Noy, Otis, Frobet and President Majors, (4) were noted present. Absent: Councilman Dillman. I_ 76 January 2n d, 1918 . 6. / Mr. rrobst introduced the following Resolution and moved its adoption:- "Resolution No. 104. Fixing Salaries of Mmembers of the Fire Department, Police Department , Park Department and Street De- partment ; City Hall Janitor, Deputy Auditor, Deputy Assessor, Deputy Treasurer, and the Stenographer in the Health Department." Messrs. Otis , Boy and President Majors spoke to the Resolution heartily endorsing its provisions. Mr. Noy seconded the motion -to.aadopt the Resolution and on roll call it was adopted and passed unanimously. 7. / Mr. Probst introduced the following resolution and moved its adoption:- "Resolution No. 10b. In Respect to the memory of Ezra b. Bullock." Mr. Otis and rresident majors spoke to the Resolution, each commending in the highest terms the services that had been rendered by the deceased to the City and of his high standing in the community and his integrity. Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 8. / A .dommunication was received from the Union Iron Works Company requesting that for the purpose of providing a main entrance street to the enlarged plant of that firm, a public street one hundred feet wide be opened from Webster Street to the property line of the Union Iron Works. The matter was referredto the City Manager. 9. v Mr. Probst introduced the following Resolution and moved its adoption:- "Resolution No. 106 . Authorizing the City Manager to Pay Premiums on Bonds of Certain City Officials." Mr. Noy seconded the Resolution and on roll call it was adopted and passed unanimously. 10. V' A Bill entitled "A Bill For Ordinance No. New Series. Adding A New Section to be mown as Section 656A, Chapter IX, Article 2, of Ordinance No. 1, New Series, Municipal Code of the City of Alameda, Permitting the Use of Plaster Board. " was introduced and laid over under a provision of the Charter. 11. ✓ A Bill entitled "A Bill For Ord inanc a No. New Series. Providing for Work in and Up©n Streets, Avenues, Lanes, Alleys, Courts, Places and Sidewalks within the City of Alameda, and Upon Property and Rights of Way Owned by the City of Alameda and, for the Establishing of Liens for the Cost Thereof upon the Real Property Benefited Thereby and Providing for the Enforcement of Liens. Thus Created." came up for passage. Mr. Probst moved that the matter lay over to the next meeting of the Council for further consideration, seconded by Mr. Noy and carried. 12. v A Bill entitled "A Bill For Ordinance No. New Series. Repealing Ordinance No. 49 , New Series, Section 1 of ordinance No. 80, New Series; and Section January 2 nd, 1918. was introduced and laid over under a provision of the Charter. 13 . / A. Bill entitled " .A Bill For Ordinance No. New Series. Amending Section 554 of the Municipal Code Relating to Fire Limits - Their Extent." was introduced and laid over under a provision of the Charter. 14, (.`, A Bill entitled " A Bill For Ordinance No. New Series. Amending Section 780, Chapter-T.-of Ordinance No. 1, N. S. , known as Municipal Code, Relating to Fireworks, Firearms and Shooting within City Limits." came up for passage. Mr. Probst moved that Section 1 be amended so as to per- mit shooting off, of Bay Farm Island in San Leandro Bay and west of Webster Street within not less than five hundred yards from the shore line, seconded by Mr. Noy and carried. Mr. Probst then moved that the Ordinance as amended be.adopted,. 'seconded by Mr. Noy and on roll call carried unanimously. 15. ✓ City Manager Hewes called attention to the necessity of completing the project of the Industrial Highways so that a spur track could be placed thereon for the convenience of the industries on the north shore. He stated that there were two ways of attacking the problem, (1) by municipal ownership of the proposed new spur,(2) , by granting a franchise for the same to the Southern Pacific Company. Owing to market conditions of steel, as well as to difficult;. economic situations it was deemed inadvisable for the city to undertake to lay the spur track and the matter was referred back to the City Manager to take uT) with the Southern Pacific Company. In order to further the project, Mr. Probst moved that the Council adjourn to meet in adjourned regular meeting Tuesday evening, January 8th, 1918, for the purpose of hearing the City Manager's report, seconded by Mr. Otis and carried. Claims againts the General Fund amounting to $2868.05; against the Police Fund amounting to $95.31; against the Fire Fund amounting to $194.22; against the Health Fund amounting to $9.03; against the Street Fund amounting to 0928.0)'1; against the Relief Fund amounting to $20.00; against the Recrea- tion Fund amounting to $61.58; against the Park Fund amounting to 02.80; against the Electric Light Fund amounting to 05103.52; against the Store Fund amounting to 095.48; and against Municipal Improvement Fund No. 11, amounting to $352.60 having been approved and audited by the proper officials were listed by the Clerk as follows:- GENERAL FUND. de Camarena, Miss M.
