1918-01-15 Regular CC Minutes S 7, 41_7 REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JANUARY I5TH, 1918. The meeting convened at 8:05 with Council-president Majors presiding. The roll was called and Councilmen Otis, Probst and President Majors (3) were noted present. Councilman Noy arrived during the reading of the minutes and was noted present. Absent: Councilman Diliman. The Minutes of the previous meeting were read and approved. The following were received: .. r The Deed of George H. Noble to the property at the northwest corner of San Jose Avenue and Versailles Avenue. Ordered filed. The report of the Municipal Electric Light Plant for the month of November, 1917. Ordered filed. The Auditor's Balance Sheet for the month of December, 1917. Ordered filed. The following communications were received: 2. ` From the Alameda County Society for the Study and Prevention of Tuberculosis, inviting the members of the Council to attend the opening of Alameda County's new Tuberculosis hospital at Livermore. Ordered filed. 3. From the Alameda Improvement Club submitting Resolutions adopted by that organization urging the calling of an election to grant to the Unted States Government Alameda's interest in the western tidelands to be used as a Naval base. After some discussion the matter was referred to the City Manager with instructions to consult with United States Government officials as to the advisability of determining when an election should be called. 4. Mr. Jas. L. Bargones addressed the Council on behalf of residents living in the vicinity of High Street and Fernside Boulevard and requested that the Council take some action to procure from the Southern Pacific Company a• suitable waiting station at that corner. The matter was referred to the City Manager to consult at once with the Southern Pacific officials. 5. / Mr. Bargones also spoke of the foul odors that frequent this same vicinity and which constitute a menace and a; nuisance and asked that some steps be taken toward abating them. The matter was referred to the City Manager for investigation. Further communications: 6. d From United States District Attorney John W. Preston, requesting the Council to pass an ordinance prohibiting the sale of liquors in bottles,. flasks or packages after certain hours, similar to those adopted in Oakland and San Francisco. It was the concensus of opinion of the Council and City Manager that there was no need of such an ordinance and that if a letter to this effect were sent to each of the liquor dealers of Alameda their coopera- tion would be procured. 7. / From Auditor and Assessor F. J. Croll, requesting an appropriation of 025.00 per month for automobile upkeep of his machine for the period of January to July lst, 1918. Mr. Probst moved that the request be granted, I.86 January 15th, 1918. 8. / From Richard A. Houck, requesting a gratuitous license to solicit and demonstrate samples of his food products. As the same bore the endorse- ment of the Chiei of Police and the approval of the city manager, Mr. Probst moved that the requet be granted, seconded by Mr. Noy and carried. V. / From the Alameda Furniture Company requesting a gratuitous license to demonstrate electric apparatus in homes of Alameda. As the same was endorsed by the Chief of Police and approved by the City Manager, Mr. Probst moved that the license be granted, seconded by Mr. Noy and carried. 10. .City Manager Hewes resported that the bid of Bernard. Ransbme for the laying of curbs and sidewalks under Resolution of Intention No. 41, N. S. was the lowest responsbile bid received and recommended that he be awarded the contract. WhereuponMr. Probst introduced the following Resolution and .. moved its adoption: "RESOLUTION NO. 107. Resolution of Award, under Resolution No. 41, New Series, providing for the improvement of certain sidewalks and curbs in the City of Alameda." Mr. Otis seconded the motion to adopt the Resolution and on roll call it was adopted end passed. unanimously. 11. / A Bill entitled, "A Bill For Ordinance No.. New Series. Adding a New Section to be Know as Section 656A, Chapter IX, Article 2, of Ordinance No. 1, New Series , Municipal Code of the City of Alameda, Per- mitting the Use of Plaster Board." came up for passage. . Mr. Otis moved that the Ordinance be adopted seconded by Mr. Probst and on roll ,call it was adopted and passed unanimously. A Bill entitled "A Bill For Ordinance No. New Series. Repealing Ordinance No. 49, New Series, Section 1 of Ordinance No. 80 New Series; and Section 16, Article 1, Chapter II, of the Municipal, Code of the City of Alameda ." came up for passage. Mr . Probst moved that the Ordinance be adopted, second- ed by Mr. Otis and on roll call it was adopted and passed unanimously. l2. 1 A Bill entitled "A Bill • For Ordinance No. New Series. Providing for Work In and Upon Streets, Avenues , Lanes', Aliens, Courts, Placed and Sidewalks within the City of Alameda, and upon Property and Rights of Way Owned by the City of Alameda and for the Establishing of Liens for the Cost Thereof upon the Real Property Benefited thereby and Providing for the Enforcement of Liens Thus Created." came up for passage and was explained by City Manager Hewes . Mr. Otis moved to amend the same by the insertion of the following clause, "The street superintendent shall also at least fifteen days before the sale provided for herein cause to be mailed a. copy of said notice, directed to the owner of the property to be sold at .his place of residence or business, if known". Mr. Probst seconded the motlen to amend the Ordinance and on roll call the amendment was adopted unanimously. Mr. Otis then moved , that the ordinance as amended be adopted, seconded by Mr. Probst and on 4 1 76 January 15th, 1918. ' 4N roll call adopted and passed unanimously. 13. s A Bill entitled "A Bill For Ordinance No. New Series . A- mending Section 554 of the Municipal Code relating to Fire Limits - Their Extent ." came up for passage and was laid over for further consideration. { 14. / A Bill entitled "A Bill For Ordinance No. New Series. Amending Chapter X of the Municipal Code of the City of Alameda by Adding Thereto a New Section to be known as Section 770-a Relat- ing to Gambling." was introduced and laid over under a provision of the Charter. Claims against the General Fund amounting to 1210.50; against the Police Fund amounting to 68.20; against the Fire Fund amounting to $549.76; against the Health Fund amounting to 39 .15; against the Street Fund amounting to $1004.63; against the Recreation Fund amounting to $65.59; against the Park Fund amounting to 31.08; against the Electric Light Fund amounting to $2671.50; against the Store Fund amounting to $89.94; against the Police, Relief and Pension Fund amounting to "950 .00 ; against the Firemen's Relief and Pension Fund amounting to $150.00; against the School General Fund amounting to $204.00 and against Municipal Improvement Fund No. 13., amounting to $286.50 having been approved and audited by the proper officials were listed by the Clerk as follows:- GENERAL FUND.
