1918-02-05 Regular CC Minutes 490 REGULAR MITNTING OF TIC COUNCIL OF THE CITY OF ALAL DA, TUESDAY EVENING, FEBRUARY 5, 1918. The meeting convened a:t 5:O5 P. M. with Council-president Majors presiding. The roll was called and Councilmen Noy, Otis, Probst and President Majors, (4) were noted present . Absent: Councilman Dillman, (1) . The Minutes of the previous meeting were approved, as read. The following were received: The Auditor's semi-annual report ending December 31st, 1917. Ordered filed. 1. The oath of office and bond of W. 0. Jacoby as Chief of Police. Ordered filed. 2. The oath of office and bond of George A. Daly as Clerk of the Police Court. Ordered filed. The report of the Municipal Electric Light Plant for the month of December, 1917. Ordered filed. The Affidavit of publication and of posting of Resolution of Intention No. 42, New Series. Ordered filed. The following cu rirnunic ati ons were received: 3. From George L. Dillman resigning as a member and vice-president of the Council. Mr. Otis moved that a recess be taken to consider the resignation, seconded by Mr. Probst and carried. 4. Upon reconvening the following were noted present:- Councilmen Noy, Otis , Probst and President Majors, (4) . Absent: Councilman Dillman, W . The Clerk then read the resignation of Mr. Diliman and Mr. Probst moved that it be accented, seconded by Mr. - Noy and carried by the following vote:- Ayes : Councilmen Noy, Otis and Probst, (3) . Noes: President Majors, (1) . A petition endorsing the candidacy of Mr. H. F. Schlichting for the vacancy caused by Mr. Diilman's resignation was presented. Said petition bore forty-five names. It was ordered filed. 5. ' Mr, Otis placed in nomination the name of Alfred Latham to fill the vacancy, seconded by Mr. Noy. President Majors asked if there were any other nominations. ' Mr. Otis moved that the nominations be closed, seconded by Mr. Noy. and carried. The Clerk then called the foil on the nomination of Mr. Latham which resulted as follows: Ayes : Councilmen Noy, Otis and Probst, (3)'. Noes: President Majors, (1) . In voting No- President Majors explained that it was not to the disparagement of Mr. Latham but that he feit no action should be taken as yet on the resignation of Mr. Diliman. Mr. Latham thereupon took the oath of office and was seated as a member of the Council. Allan, resigning as a member of the City Planning Commission and from Ethel E. Stein. and Flora G. Burnger resigning as members of the City Planning Commission. Mr. Probst moved that the res g nations be accepted, seconded by Mr. Otis and on roll call carried unani- mously. 8. From the Pacific Tel. & Tel . Company submitting a statement of the gross revenue of the Alameda Exchange in the amount of 4390.986.12 cover- ing the year 1917. Ordered filed. . From George W. Christensen resigning as Deputy City Clerk, r. V From Bernard Ransome petitioning to be relieved from a, contract for doing the street work under Resolution of Intention No. 41, New Series, which had been awarded to him on January 15th, 1918,e on the grounds of alleged irregularities in the proceedings. The matter was referred to City; .Attorney St. Sure. 1 . Mr. Probst introduced the following Resolution and moved its e . adoption: Fes, "Resolution No, 108, Directing the Clerk of the City of Alameda to Re-Advertise for Proposals and Bids to do- Certain Street Work under Resolution of Intention No. 41, N.S. " Mr. Otis seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously`. 14. '° lr. Otis introduced the following Resolution and moved its adoption: "Resolution No, 109, being also Resolution of Intention No. 43, New Series* " TP Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. l . No. New Series, Amending Ordinance No. 104, New Series, Regulating the Sale of Bread in the City of Alameda, Prescrib- ing the Standard Weight of loaves thereof and pro- viding for a ,penalty for the violation thereof," was introduced and laid. over under a provision of the charter. 16. r A. Bill entitled "A Bill For Ordinance No. ..•..�.. New Series, 192 February 5th, 1918. City of Alameda by Adding Thereto a new Section to be known as Section 77U-a Relating to Gambling." came up for passage and was read by the Clerk. Mr. Otis moved that the Ordinance as read be adopted, seconded by Mr. Probst and on roll call carried unanimously. Probst moved that the claims as listed be paid , seconded by Mr. Noy and on roil call carried unanimously. 17. 4 City Manager Hewes reported that he had taken up the matter with the Southern Pacific Company relative to the erection of a waiting room at High Street and F€rnside Boulevard. He stated that Superintendent McPherson was ready to erect the building as soon as a lot for the same could be secured. 18. / Relative to the election for ceding Alameda's interest of the tidelands to the government , for use of a Naval Base, Mr. Hewes stated that no decision had been arrived at and asked for more time which was granted. 9. / With respect to the odors which have been more or less prevalent at the east end of the City, City Manager Hewes stated that he finds that there is an outfall sewer in° the Tidal Canal east of High Street and that when the tide is low these odors come from this source. As the United States Government is planning to dredge the Canal at this point it is inadvisable at the present time to make any change, but as soon as the dredging is completed, the sewer will be extended to deeper water. , 20. I City Manager Hewes made a report for the City Planning Commission relative i',1!.1t1;,' 4 1 76 '49 February 5th, 191 * the land after the closing has been effected. It is believed that the owners are willing to do so. 21. Regarding the Industrial Highway an the north side, City Manager Hewes reported that Clement Avenue should be widened to a uniform width of one hundred feet and that a single track should be placed at once in the street for the convenience of manufacturing establishments,. It was agreed that the Council should meet at a, convenient date with the Board of Public gaR Utilities with a view of construction a nd ma .ntaining this railroad by the municipality, 22. Mr. Probst brought u ► the matter of having the Southern Pacific Company paint its poles at street crossings white, so that they ten be easily notic- ed at night time and thus avoid danger to automobi .fists. The City Manager Na was instructed to take up this matter with the Southern. Pacific Company. 23. ,, Mr. Latham requested that the City Manager procure estimates of the cost of correcting the lighting system in the Council Chamber to an indirect system.
