4196 REGULAR MEETING OF THE COUNCIL OE Tiff CITY OF 'AL Lt AJDA, TUESDAY EVENING, FEBRUARY 19TH, 1918. r' The meeting convened at 8:10 p. m. with President Majors presiding. The roil was called and Councilmen Latham, Noy, Otis, Probst and President Majors were noted present. Absent:. None. The Minutes of the previous meeting were approved as read. Mr. Noy moved that Councilman Probst be made Vice-President of the Council, second by Mr. Otis. Mr. Otis moved that nominations be closed; , seconded by Mr. Latham and carried. On roll call. Mr. Probst was elected by the following vote:- Ayes: Councilmen Latham, Noy, Otis and President Majors, (4) . Noes :None . Excused from voting: Councilman Probst, (1) . The following were received; The Affidavit of Posting and the Affidavit of Publication of Resolution of Intention Ho. 43, New Series. Ordered filed. 1. ✓ The Oath of Office of Agnes S. Hauch as member of the Board of Library Trustees, Ordered filed. The Auditor 's Balance Sheet for the month ending January 31st, .L L8. Ordered filed. 2. An Affidavit showing due publication and due posting of Notice Inviting Sealed Proposals for Construction of sidewalks and curbing under Resolution of Intention No. 41, New Series. was presented and ordered Tiled. In response to said notice, the Clerk stated he was in receipt of three bids. Mr. Probst moved that the bids be opened, seconded by Mr . Otis and carried . Thereupon the Clerk opened and read the bids as follows : From P. Mathiesen, Curbing. . . . . .. . . . . . . 5U cts, per linear foot. Cement sidewalk. . . . . .12 cts. per sq. foot. The bid was accompanied by a certified check in the sum of n30O.UO. From Fred. H. Austin. Curbing. . . . " '75 cts. per linear foot. Cement Sidewalks. . . . 17 cts. per square loot. The bid was accompanied 1 a bond in the sum of 5375,00 . From J. Catucci. Curbing. . . . . . . . . . . . . 46 cts. per linear foot. Cement sidewalk. . . .. 13.9 cts, per square foot . The bid was accompanied by a certified checl of ;270.0O The bids were referred to the City Manager and City Engineer who reported that the bid of P. Mathiesen was the lowest submitted. Mr, Probst thereupon introduced the following resolution and moved its adoption: "Resolution No. 110. Resolution of Award, under Resolution of Intention No. 41, New Series ." Mr. Latham seconded the motion to adopt the Resolution and on roll call it, was adopted and passed unanimously. ('M 3. -% From E. R. Hill& Co. req nesting a gratuitous license to sell a ` glove and cloth cleaner. As the same bore no endorsement Mr. Probst moved that the �f request be denied, seconded by Mr. Latham and carried . 4. From the Oakland Water Front Company making application for permission to deposit dredged materials upon Tracts 39, 40, 42, and 45 of Alameda Marsh T.nrnt _ A rnmmiiiti r +i nn •Frnrn rnr,r Al .i 4178 February 19th, 1918. 497 States Shipping Board , Emergency Fleet Corporation, was presented urging that .this permit be granted, as it would be of material assistance in carry- ing out the ship construction program of the Bethlehem Steel Corporation, Ltd. rF Messrs. Harrison S. Robinson, on behalf of the later corporation, George Sessions, Earl H. Pier and J. Beamont , on behalf of the Oakland Water Front • Company, explained the matter to the Council. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No . 111. Amending That Certain Permit to Dredge , Granted to the Oakland Water Front Company on May 1, 1917 , by Resolution No. 41." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 5. v The Oakland pater Front, Company submitted a second application for permission to dump dredged materials upon the city' s tide land lying south vp of the Southern Pacific Company's Alameda Mole, and now being enclosed by a- levee. Mr. Otis moved, seconded by Mr. Probst and: carried, that the Coun- cil meet in adjourned regular session Tuesday evening, February 26th, 1918, for the purpose of considering this application. Further communications: 6. ` From F. Howard Baxter requesting a sixty days leave of absence. Mr. qk Probst moved that the request be granted, seconded by Mr . Otis and carried. Satd leave will begin with February 19th, 1916. 7. v fr From A. F. Heuer submitting his resignation as a member of the City Planning Commission. Ordered filed. 8. Mr. Probst moved that the former members of the City Planning Commission RU who had recently resigned be thanked for the services they had given to the City, seconded by Mr. Otis and carried. 9. / Mr. Probst moved that the City Attorney be instructed to prepare an Ordinance repealing the Ordinance which had created the City Planning Com- mission, seconded by Mr. Otis and carried. 10. From Snook and Church protesting the action of the Council in adopt- ing their resolution which stated that Bernard Ransome had neglected and refused to enter into a contract . Ordered filed. 11. From the North Side Improvement Club endorsing the project of the Industrial Highway on the north side but that the cost of the improvement and damage that will arise omit of the widening of Clement Avenue should be borne by the entire city. Ordered filed. Mr. Otis introduced the following Resolution and moved its adoption: "Resolution No. 112. Aa Providing for the Establishing of an Industrial. Highwya." Mr. Probst seconded, the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 4.44 13. Mr. Probst .introduced the following Resolution and moved its adoption: "Resolution No. 113. Fixing the Bond of the Day Sergeant of Police." Mr, Latham seconded the motion to adopt the Resolution and on roil call it was adopted and passed unanimously. 15. A Bill entitled "A Bill For Ordinance No. New Series . Amending Section 521 of Ordinance No. 1, .:New Series , Known as the Municipal Code of the City of Alameda., Approved January 14, 1913." was introduced and laid over under a provision of the Charter . 16. ✓ A Bill entitled "Al. Bill. For Ordinance No. New Series. Amending Chapterlg, Section 554 and 555 of Ordinance No. 1, New Series , Known as The Municipal Code of the City of Alameda." was introduced and laid over under a provision of the Charter. 17 . ✓ A Bill entitled "A Bill For Ordinance No. New Series. Regulating the Sale of Bread in the City of Alameda, Prescribing the Standard Weight of Loaves Thereof, and Provising a Penalty for the Violation Thereof." came up for passage. Mr. Otis moved that the ordinance be adopted, seconded by Mr. Probst and on roll call it was adopted and passed unanimously. 18• I The Clerk stated that the efforts made by J. H. Wilbur and others to procure a Company which would represent the City of Alameda for the National Army had proved successful and that it was desired that the City recognize it and send a telegram to Governor Stephens and urge him to give it recogni— tion. Mr. Probst moved that the Clerk be instructed to send such a telegram to the Governor, seconded by Mr. Latham and carried. �y • 4 Mr. Otis moved that it be the sense of the Council that Harrison Avenue be cosed, provided that the owners of property adjacent to the zxresent street give to the city deed of whatever title and interest they may have in the sand now used as said street, seconded by Mr. Probst and carried. 2u. t: Mr. Latham moved, seconded by Mr. Probst and carried, that the Clerk procure from the Councilmen the addresses to which they want notices sent whenever a special meeting should be called as per the provisions of the Charter. Thereupon the following addresses were given by each Councilmen in answer to his name:— Alfred Latham 1131 Bay Street. W. H. Nay 1535 Bay Street. Greene Majors 2004 Clinton Avenue. Frank Otis 1609 Santa Clara Avenue. E. J. Probst 1445 Sixth Street. 21. \/ City Manager Hewes stated that the Street Department would need a new rA road roller and asked for permission to advertise in accordance with the Charter for the same .
