1918-03-19 Regular CC Minutes REGULAR "TETING OF THE COUNCIL OF THE CITY OP ALAMEDA, TUESDAY EVENING, MARCH 19TH, 1918. The meeting convened at 8:05 p. m. with Council-president Majors presiding. The roll was called and Councilmen Latham, Noy, Otis, Probst and President Majors were noted present. Absent :None . The Minutes of the previous meeting were approved as read. The following 'was, received: Report of the Municipal Electric Light Plant for the month ending January 31,1918. Ordered filed. The following communications were received: 1. A petition from property owners on Clement Avenue opposing the laying of a railroad track along Clement Avenue until such time as it has been determined in what manner the expense of the widening of the avenue will be made. Ordered filed. Also a communication from the United States Shipping Board urging the laying of the track on Clement Avenue in order to supply the Barnes & Tibbitts Shipbuilding Company with materials necessary for the building of ships now con- tracted for with the Emergency Fleet Corporation. Ordered filed. 2. / Mr. Marshall Woodworth, Attorney for the petitioners appeared before the Council and re-iterated the stand of the property owners . Messrs. C. A. Borle, R. W. Dyer and C. F. Jude spoke to the subject . Mr. Otis moved that when the Council adjourn it adjourn t o meet in adjourned regular session Thursday evening, March 21 , 1918, at 8 p. m. for the purpose of discussing the subject, seconded by Mr. Latham and carried. 3. Mr. Probst moved, seconded by Mr. Latham and carried that the members of the Alameda. Improvement Club be invited to be present Thursday evening, to confer with the Council on the above matter. 4. 1 From the Alameda Improvement Club stating that a Committee from that organization would be present at the Council meeting March 19th, for the purpose of discussing the proposed increase of the license on Neptune Beach. Messrs . H. F. Schlichting, August Freese, J. W. Bingaman and A. T. Spence, addressed the Council and urged a reduction of the proposed license fees. Mr. Latham moved that the matter be referred back to the City Manager to ascertain as far as -possible what reasonable reductions can be made, seconded by Mr. Noy and carried. 5. u President Majors called attention to the proposed plan of circulating initiative petitions to provide for the calling of elections in east bay cities for the purpose of creating a public utilities district . Two alternative pro- positions are to be submitted, one creating a district comprising the seven municipalities of Berkeley, Alameda, Oakland, Piedmont, Albany, Emeryville and San Leandro, or a combination of two, three or four cities to be selected by the Public Ownership League to constitute the public utility district. I:Ir. Probst moved that the Clerk procure copies of the Act under which the pro- ceedings will be taken for the members of the Council, seconded by Mr . Otis and carried. March 19th, 1918 . 6. Mrs. John S. Wood, Messrs . W. E. Tucker, end J. Pfl Dowdle spoke on the subject of baseball playing on vacant lots and pouted their experiences with the boys who play at the corner of Benton Street and Encinal Avenue. They urged that some action be taken to prevent the continuanco of the practice. Mr. W. W. Dickinson spoke on behalf of the small boys and urged that if action be taken to prevent the ball playing, suitable provision be made whereby boys of immature years would be allowed to play. Further communications : 7. Prom the D. 0. Lively Company, offering to purchase the food refuse of the City at 3.00 per ton end asking for permission to establiti a herd of swine on Bay E ,rm Island, the same to be maintained under such sanitary conditions as the Health Department may prescribe. The City i.Ianager end City Attorney were instructed to prepare the necessary ordinance making possible the carrying out of this project. 8. From C. P. Pond, submitting an application for permission to fill by means of dredging, on the Cohen Tract, the work to be done by Harris Bros. of San Francisco. Mr. Probst moved that Dr. Pond submit complete plans to the City Manager before the permit is given, seconded by Mr. Otis and carried. 9. From P. Mathiesen, asking to be relieved from the contract of doing the work under Resolution of Intent. ion No. 41 , New Series , on account of alleged irregularities in the proceedings. The matter was referred to the City Manager and City Attorney. 10. Yr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 120. Authorizing the City iiam.ger to Advertise for Bids for the Construction of a Single Track Railroad on Clement Avenue." 0 Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 11. v' A Bill entitled "A Bill For Ordinance No. New Series . Repealing Ordinance ITo. 59 , New Series, "Es- tablishing A City Planning Commission, Pro- viding for the Appointment TThereof, and Pre- scribing its Powers and Duties." adopted and Passed on the 23rd day of February, 1916 and Approved on the 25th day of February, 1916." came up for passage. Mr. Probst moved that the Ordinance be adopted, 'seconded by Mr. Noy and on roll call adopted and passed unanimously. 12. / A Bill entitled TT Bill For Ordinance No. New Series. Providing for the Purchase of Certain Real Property in the City of Alameda to be Used for Public School Purposes." came up for passage. Mr. Probst moved that the Ordinance be adopted, seconded by Mr. Noy and on roll call it was adopted and passed unanimously. 13. / Mr. Latham called attention to the dangerous condition of the south end of Bay Street and moved that the City Manager prepare plans for the improvement of the end of said street by means of a bulkhead or other suitable device , so as to protect automobilists and to submit the cost of the same at the next regular meeting of the Council, seconded by Mr. Noy and carried. 14. City Manager Hewes stated that the bid of the Austin-Western Road Machinery March 19th, 1918. the purchase of the road roller from this firm. Mr. Otis moved that the City Manager's recommendation be adopted, seconded by Mr. Probst and on roll call adopted unanimously. 15. =f City Manager Hewes stated that a fire curtain for the new theater on 2ark Street could be procured and arrangements had been made to install the same. 16. / Mr. Latham called attention to the lack of a portion of the sidewalk on the east side of Caroline Street, between San Antonio Avenue and the Bay. City Manager Hewes stated that the matter would be taken care of in the near future. Claims against the General Fund amounting to 01819 .59 ; against the Police Fund in the sum of 0172.92; against the Fire Fund amounting to 0499.35; against the Health Fund amounting to 012.71; against the Street Fund amounting to 01325.26; against the Relief Fund amounting to 020.24; against the Recreation Fund amounting to 056.84; against the Park Fund amounting to 026.14; against the Electric Light Fund amounting to $437.70; against the Store Fund amounting to 0171.90 and against Municipal Im- provement Fund No. 11, amounting to 05829.45 having been approved and audited by the proper officials were listed by the Clerk as follows: GEJ ER_ L FUND.
