1918-04-16 Regular CC Minutes REGULAR METING OF THE COUNCIL OP THE CITY OF ALLI.H'DA, TUESDAY EMIT ING , APR IL. 16TH, 1918. The meeting convened at 8 :17 p. m. with Council-president Majors presiding. The roll was called and Councilmen Latham, Noy, Otis, Probst and President Majors, (5) , were noted present.• Absent :None . The minutes of the regular meeting of April 2nd were approved as read. The minutes of the adjourned regular meeting of. April 9th;. were approved as re ad. • The minutes of the adjourned regular meeting of April llth, were approved as re ad. The following were received: • The Auditor 's Balance Sheet for the month of March, 1918. Ordered filed. The report of the Municipal Electric Light Plant for the month of February, 1918. Ordered filed. - - The following communications were received: 1. '1 From Mary Bierma requesting a gratuitous license to sell toilet preparations from house to house. As the same bore the endorsement of V. 0. Jacoby, Chief of Police, and the City Manager, Mr. Probst moved that the request be granted, seconded by Mr. Noy and carried. 2. / From City Manager Charles E. Hewes, submitting a report on the proposed new Industrial Zone ordinance. Ordered filed. 3. / Mr. . Probst introduced the following resolution and moved its adoption: "Resolution No. 128. Fixing time of Public Hearing Upon Report of City Manager of the- Establishment of an Industrial Zone in the City of Alameda." Mr . Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Further communications : 4. From the City Manager, City Attorney, Auditor and City Clerk submitting their report on the opening, extending and widening of Clement Avenue. Mr. Probst moved that the report be adopted, that the City Attorney prepare the necessary papers, seconded by Mr. Latham and carried. 5. / Mr . Otis introduced the following resolution, and moved its adoption: "Resolution To. 129 . Requesting Honorable William A. McAdoo., Director General of Railroads, to Order the Early Com- pletion of the New Bridge Across the Estuary." Mr . Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 6. A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Establishing a Residence District ••zn a s o a Industrial Zone in.the E ty -of: Alameda and •providing. regulations botch.." • was introduced and- laid over under a provision of the Charter . 7. A Bill entitled "A Bill For Ord-ina.nnp ran_ Unw A April 16th, 191E . was introduced and laid over under a provision of the Charter. 8. A Bill entitled 'TA Bill For Ordinance No. New Series. Providing for the Acquiring by the City of Alameda of Certain Real Property for the Use and Benefit of the Public Schools of said City." came up for passage and wasLaid over to the next meeting of the Council. 9. A Bill entitled "A Bill For Ordinance No. New Series. Prohibiting the Utterance or Use of Seditious Language or of .'cords Tending to Disturb the Peace and Providing Punishment for Same. " came up for passage . Mr. Probst moved that the Ordinance be adopted, seconded by Mr. Latham and on roll call adopted unanimously. 10. / City Manager Hewes brought up the matter of a card system for the use of the Liberty Loan, Red Cross and other drives. The matter was explained also by the City Clerk, with request that the sum of $100.00 be appropriated to purchase such a card system. Mr. Latham moved that a sum not to exceed $100.00 be allowed, seconded by Mx. Probst and on roll call carried unanimously. 11. r' I;Ir. Latham called attention to the appearance of mud on the beaches as a result of the dredging operations. No action, however, was taken. 12. }, Announcement was made by Mayor Majors that the Committee on Resettlement Franchises would meet in Oakland, Friday, April 19th, 1918. It eras agreed among the Councilmen that those who could would be present. Mr. Latham moved that when the Council adjourn it adjourn to meet in adjourned regular session, Tuesday evening April 23rd, 1918, at 8 o ' clock, seconded by Mr. Probst and carried. Claims against the General Fund amounting to 527.37; against the Police Fund amounting to $147.84; against the Fire Fund amounting to $450.13 ; against the Heathl Fund amounting to $92.94; against the Street Fund amounting to 03842.92; against the Relief Fund amounting to 2 .06; against the Recreation Fund amounting to $50.07 ; against the Park Fund amounting to $31.98; against the Electric Light Fund amounting to 05035.29; and against the Store Fund amounting to $9432 having been approved and audited by the proper officials were listed by the Clerk as follows :— ., GENERAL FUND.
