1918-04-23 Regular CC Minutes ADJOURNED REGULAR MEETING OP THE COUNCIL TUESDAY EVENING, APRIL 23RI3, 1918. The meeting convened at 8:05 p. m. with Council—president Majors presiding. The roll was called and Councilmen Latham, Noy, Otis , Probst and President Mayors, (5) were noted present. ABsent :None. In the absence of City Clerk R. E. Bosshard, A. F. St. Sure was appointed City Clerk pro tem. The following communication were received: 1. Prom R. S. Lovett in the form of a telegram stating that the request for immediate construction of the bridge across the estuary would have careful consideration. Ordered filed. 2. From the Grand Army of the Republic notifying the members of the Council to attend the 51st Army Encampment at Berkeley, May 10th. The invitation was accepted. 3. / Mr. Otis introduced the following Resolution and moved its adoption: "Resolution No. 130. Fixing Time of Public Hearing upon Report of City Manager Of the Establishment of an Industrial Zone in the City of Alameda." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 4. '' A Resolution of Intention providing for the opening, widening and extending of Clement Avenue to a uniform width of one hundred feet,was presented and read to the Council. C. P. Jude addressed the Council and spoke against the assessment district as contained therein. Protests against the proposed assessment district were received from the Clement Avenue Property Owners Association, Laura B. Carlson and Mrs . B. A. Cusack, which were read and ordered filed. 5. '� Marshall B. \ oodworth,on behalf of the property owners,stated that there was no objection on their part to the railroad, provided that the Avenue were widened and extended and that the entire city be assessed to pay the expenses . Messrs. Vm. Hockings, P. F. Cavanaugh, J. W. Kirk, W. H. Carr, H. W. Clark, A. Kist, James E. Sutton, Charles Storey, and Elmer E. Luce also spoke to the subject , urging that the entire city be assessed for the damages. 6. A Bill entitled "TA Bill For Ordinance No. New Series. Amending Ordinance No. 117, New Series , Amending Chapter IX, Section 554 and 555 of Ordinance No. 1, New Series, known as The Municipal Code of the City of Alameda, Relating to Fire Limits. " came up for passage . Mr. Probst moved that the Ordinance be adopted, seconded by Mr. Latham and on roll call carried unanimously. 7. Mr . S. P . Smith brought up the proposed garbage contract. A recess was taken by the Council for ten minutes and upon reconvening Councilman Latham, Noy, Otis , Probst end President Majors, (5) were noted present. Absent :None. A Bill entitled "A Bill For Ordinance No . New Series . Prohibiting The Destruction of Grabage ; Providing for the Defining of Refuse and The Segregation 6 i April 23rd, 1918. was introduced and laid over under a provision of the Charter. 8. ✓ City Manager Hewes was directed to bring a report on the garbage question at the adjourned regular meeting to be held May 3rd, 1918. Mr. Latham moved that when the Council adjourn :it adjourn to meet in adjourned regular meeting Friday evening, May 3rd, 1918 , at 8 o 'clock. There being no further business to transact the Council adjourned to meet in adjourned regular meeting assembled on Friday evening, May 3rd, 1918, at 8 o ' clock.
