1918-05-03 Regular CC Minutes It rlJ ADJOURNED REGULAR MP t T IITG OF THE COUNCIL, FRIDAY E LTING, I4'TAY 3RD, 1918 . The meeting convened at 8:09 p. m. with Council-president Majors presiding. The roll was called and Councilmen Latham, Noy, Otis , Probst and President Majors (5) were noted present . Absent :None . 1. °' An Affidavit showing due publication of a Notice of Public Hearing on the matter of the establishment of a residence and an industrial zone was presented and ordered filed. The Clerk then read a comrnunic::_tion from City Manager Hewes giving the reasons for the proposed new industrial zone ordinance. Ordered filed. The Notice provided that persons residing east of the center line of Grand Street be heard at 8 o 'clock and those residing west of Grand Street to be heard at 8 :30 o'clock. In response to the op o ortunity givin to those residing east of Grand Street to be heard, Messrs. Carlos de Berna, A. Kist, P. E. Russell, Marshall Woodworth, C. J. Jude, W. S. Kellette, and. R. W. "Dyer spoke. Explanations were also made by City Manager Hewes, City Attorney St . Sure and Mayor Majors . In respect to the opportunity given persons residing west of Grand 'Street, no one responded. 2. t, Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 131. Overruling Protests Against Ordinance Creating a Residence and an Industrial Zone. " Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted -� and passed unanimously. 3. V, A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Establishing a Residence District and Also an Industrial Zone in the City of Alameda and Providing Regulations for Both. " came up for passage. Mr. Probst moved that the Ordinance be adopted, seconded by Mr. Latham and on roll call it •.was adopted . and passed unanimously. The following communications were received: 4. °` From Mayor Majors announcing the re-appointment of Mrs . Helen A. Cross as a member of the Board of Educ:t ion and of George H. Mastick as a member of the Board of Free Library Trustees. Ordered filed. 5. y�" From the Rolph Shipbuilding Company, requesting the closing of a portion of Atlantic Avenue , Mulberry and Walnut Streets which will come within their property. Referred to the City Manager, to report back at the next meeting of the Council. Mr . Otis moved that a recess of five minutes be taken for the purpose of discussing the garbage ordinance, seconded by Mr. Latham and carried. Upon reconvening Councilman Latham, Noy, Otis , Probst and President Maj or s were noted present . Absent:None. 6. A Bill entitled "A BIll For Ordinance No. New Series. Prohibiting the Destruction of Garbage; Providing for the Defining of Refuse and the Segregation Thereof; .,.4-, tt G May 3rd, 1918. came u for passage. Mr. Otis moved thatthe Ordinance be adopted, seconded by Hr. Probst and on roll call it was adopted and passed unanimously. 7. " Mr . Otis moved that all bids received April llth, 1918, for the food refuse be rejected and that the checks be returned to the bidders and that the City Manager be instructed to readvertise for bids, seconded by Mr. Probst and carried.
