1918-05-14 Regular CC Minutes ADJOURNED REGUIJ R MEETING OF THE COUNCIL OF THE CITY OF !LAMER. , TUESDAY EVENING, MAY 14TH, 1918. THe meeting convened at 8:14 p. m. with Council-president Majors presiding. The roll was called and Councilmen Latham, Noy, Otis, Probst and President Majors, (5) were noted present . Absent:None. 1. An affidavit showing due publication of "Notice of Sale of Garbage" was presented and ordered filed. In response to said notice the Clerk stated he was in receipt of three sealed bids. Mr. Latham moved that the bids be opened, seconded by Mr. Probst and carried. Thereupon the Clerk opened and read the bids as follows: From the Pacific Hog Company, offering two prices, 2.50 per ton for contract term of 5 years, and 03,25 per ton for contract term of 10 years . The bid was accompanied by a certified check in the sum of $500.00. From W. L. Bohannon, offering ;3.80 per ton and attaching certain conditions to the bid. A certified check in the sum of $500.00 accompanied the bid. From the D. 0. Lively Company, offering to pay $6.30 per ton or the lump sum of y 49 ,205. Certain conditions accompanied the bid. A cashier's check in the sum of p500.00 was submitted with the bid. Mr . Probst moved that the bids be referred to the City Manager to report back later in the evening, seconded by Mr. Otis and carried. The following communications were received: 2. From E. M. Shaw requesting permission to establish and maintain a lumber yard on property at the northwest corner of Webster Street and Eagle Avenue. The matter was brought up later in the evening. 3. From Samuel Hillman, an honorably discharged soldier requesting a gratuitous license to peddle and sell junk. As the same bore the endorsement of the Chief of Police and the City Manager, Mr. Probst moved that the request be granted, seconded by Mr. Noy and Carried. 4. Mr. Lochiel M. King addressed the Council and called attention to the fact that an appropriation of fifty million dollars had been made by Congress for the purpose of constructing concrete ships and that the Emergency Fleet Corporation was seeking available sites and, suggested that a Resolution be adopted urging the establishment of one of the sites on Government Island in the Estuary. He offered a Resolution which he had prepared and which was submitted to City Attorney St. Sure. Mr. Otis moved that the Council take a recess seconded by Mr. Probst and. carried. Upon reconvening Councilmen Latham, Noy, Otis, Probst and President Majors , (5) were noted present. 5. City Attorney St. Sure reported that the Resolution submitted by Mr. King was in good form with the exception of one sentence which he had stricken out, whereupon Mr. Otis introduced it and moved its adoption: "Resolution No. 133 . Urging the Selection of Government Island in the Estuary as a Site for the Construction of Concrete Ships by the Emergency Fleet Corporation." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. p fi May 14th, 1918. Mr. Noy and carried. 7. Mr. Otis stated that the only bid not coupled with conditions for the sale of garbage was that of the Pacific Hog Company and that this Company would haul away the garbage, thus relieving the City of any offensive odors that might arise and that it was the sense of the Council to be opposed to the maintenance of a hog ranch on Bay Farm Island. Mr. Probst moved that the bid of the Pacific 2/, / '/ Hog Company be accepted at the rate of $3. 50 per ton for a term of five years, subject to the conditions in the advertisement, seconded by Mr . Noy. A. discussion followed in which Mr. F. P. Smith addressed the Council and stated that there was evidently some misunderstanding about the bid of the D. 0, Lively Company, He explained that it was not their desire to maintain a hog ranch in Alameda, but to establish an evaporating plant for the conversion of food refuse into dry stock food. Mr . E. B. Taugher spoke on behalf of W. L. Bohannon and stated that the later was willing to withdraw all the conditions in his bid and to make an open and unconditional bid. The motion made by Mr. Probst and seconded VJ, /9/Y by Mr. Noy was withdrawn by consent and Mr. Latham moved that the bids be referred to the City Manager and the City Attorney to report back at the next meeting of the Council, seconded by Mr. Probst and carried. 8. c " Messrs. A. T. Spence and G. W. Fulton addressed the Council and urged that some action be taken to fill in the parking spaces along Webster Street, between Santa Clara Avenue and Central Avenue as the increased use by pedestrians patronizing Neptune Beach rendered the present sidewalk inadequate, The matter was referred to City Manager Hewes . There being no further business to transact, the Council adjourned to meet in regular session, Tuesday evening, May 21st, 1918, at 8 o 'clock. Respectfully submitted, 21/6) City Clerk.
