1918-05-21Regular CC Minutes REGULAR MEETING OF THE, COUNCIL OP THE CITY OF ALAMEDA, TUES . Y EVENING, MAY 21ST, 1918. The meeting convened at 8:25 p. m. with COuncil-president Majors presiding. The roll was called end Councilmen Latham, Noy, Otis, Probst and President Majors, (5) were noted present . Absent :None. The minutes of the regular meeting of May 7th,1918 were approved as read. The minutes of the adjourned regular meeting of May 14th were approved with the following exception: That paragraph 7 be made to read that Mr. Otis made the motion to accept the bid of the Pacific Hog Company instead of Mr . Probst. The following were received: Apportionment of taxes for 1917-1918 made by the Auditor. Ordered filed. 1. The oath of office of George H. Mastick as a member of the Board of Free Library Trustees. Ordered filed. The following communications were received: 2. From E. Howard Baxter, by A. D. Goldsworthy, requesting a sixty day extension on his leave of absence. Mr. Latham moved that the request be granted, seconded by Mr. Noy and carried. 3. From Walter H. Cramer requesting a renewal of his contract for the audit- ing of the books and accounts of the City of Alameda at a remuneration of $65.00 per month. Mr. Latham moved that the matter be taken under advisement, seconded by Mr. Probst and carried. 4. From R. M. F. Soto, Attorney for Clement Avenue Property Owners Association, protesting against the further prosecution of the construction of the railroad on Clement Avenue. Ordered filed. 5. From Powell Bros. Construction Company, asking that restrictions be removed on Webster Street so as to permit the construction of frame buildings. Referred to the City Manager and City Attorney to report back at the next meeting of the Council. 6. From the Board of Education requesting that the Auditor be authorized to pay May salaries of teachers, principals and janitors on June 1st out of the School General Fund. Mr. Probst moved that the Auditor be so instructed, seconded by Mr. Noy and on roll call carried unanimously. 7. From Wm. Hammond, Jr. , Agent for Emily G. Cohen, offering to sell to the City of Alameda for the sum of $25,000.00, the property situated et the northwest corner of Eighth Street and Central Avenue. The proposition was laid over for further consideration. 8. From the Alameda Scavengers Association making application for permit under Ordinance No. 124, New Series , for the collection of garbage in the City of Alameda. City Manager Hewes recommended that the permit be granted, whereupon Mr. Probst moved that the permit be granted, seconded by Mr . Otis and carried. 9. From the Emergency Fleet Corporation to the City Manager and to the Fire Chief relative to the installation of adequate fire protection along the waterfront of Alameda from Park Street west. It was referred to the City Manager to report back at the next meeting of the Council. 10. From W. L. Bohannon, stating that he would withdraw all conditions which were made with his bid for the purchase of garbage and making an additional offer It , ) v May 21 s t, 1918. 11. Mr. Otis introduced the following Resolution and moved its adoption: "Resolution No. 134, Resolution of Intention No. 44, New Series. Providing for the Closing of Brush Street Between Bryant Street and the State Tide Land Shore Line." Mr . Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 12. A Bill entitled "A Bill For Ordinance No. New Series. Providing for the Acquiring by the City of Alameda of Certain Real Property for the Use and Benefit of the Public Schools of said City. " came up for passage and was laid over for further consideration. 13. A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Authorizing and Directing the Making, Execution and Delivery of a Lease of Certain Real Estate of the City of Alameda and Certain Salt Marsh Tide and Submerged Lands, Held by said City, for a Term of Twenty-five Years From and After its Date, and Authorizing and Expowering the City Manager of the City of Alameda to Make, Execute and Deliver said Lease." was introduced and laid over under a provision of the Charter. Claims against the General Fund amounting to $13,465,98; against the Police Fund amounting to $110.53; against the Fire Fund amounting to $108.35; against the Health Fund amounting to $64.20; against the Street Fund amounting to $2196.97; against the Relief Fund amounting to $38.75; against the Recreation Fund amounting to $109.89; against the Park Fund amounting to $47.08; against the Store Fund amounting to $78.34 and against the School General Fund amounting to $1343.60, having been approved and audited by the proper officials were listed by the Clerk as follows: GENERAL FUND. Probst moved that the claims as listed be paid, seconded by Mr. Noy and on roll call carried unanimously. 14. City Manager Hewes brought up the matter of determining the best bid for the sale of garbage and stated that the City Attorney had advised him that there was only one bid which could be accepted, and that was the Pacific Hog Company's bid. Those from W. L. Bohannon and D. O. Lively Company head conditions that could not be accepted. i10nn May 21st, 1918. Manager be instructed to enter into a proper contract with the bidder on the terms given, seconded by Mr . Noy and on roll call carried unanimously. Mr. Probst moved that a recess of ten minutes be taken, seconded by Mr. Noy and carried. Upon reconvening Councilmen Latham, Noy, Otis, Probst and President Majors„ (5) were noted present . Absent:None . 15. Mr. Latham moved that the two park propositions be referred to the City Manager and the City Attorney to report back at the next meeting of the Council, seconded by Mr. Noy and carried. 16. City Manager Hewes stated that he had looked into the matter of widening the sidewalk on Webster Street, between Santa Clara and Central Avenues and felt that it was unnecessary but that proper concrete curbs should be installed. The matter was left in his hands. There being no further business to transact, the Council adjourned to meet in regular session Tuesday evening, June 4th, 1918 , at 8 o'clock.
