REGULAR MEETING OF THE COUNCIL OF THE. CITY OF ALAMEDA,
TUESDAY EVENING, JUNE 18TH, 1918 .
THe meeting convened at 8:15 p. m. with Council-president Greene Majors presiding,
The roll was called and Councilmen Latham, Noy, Otis, Probst and President Majors,
(5) were noted present. Absent:None.
The Minutes of the previous meeting were approved as read.
The following were received:
1. The oath of office of George T. Morris as member of the Board of Education.
Ordered filed.
2. / The continuation certificate on the bond of Edward J. Simon. Ordered filed.
3. The statement of the return premiums for the year 1917-1918 from the State
Compensation Insurance Fund. Ordered filed.
The Auditor's Balance Sheet for the month of May 1918. Ordered filed.
Report of the Municipal Electric Light Plant for the month of March, 1918.
Ordered filed.
The following communications were received:
4. From the Public Ownership League filing petitions signed by one thousand
seven hundred and twenty-seven electors of the City of Alameda, praying for the forma-
tion of a Public Utility District, to be composed of the cities of Oakland, Berkeley,
Alameda, Emeryville, Albany, Piedmont and San Leandro, with the alternative proposi-
tion of creating a district including only Oakland, Berkeley and Alameda. Also,
one addressed to the City Clerk covering the same subject. Ordered filed,
5. Mr. Otis introduced the following Resolution and moved its adoption:
"Resolution NO. 138.
Directing the City Clerk to Immediately Proceed to
the Verification of the Signatures to the Petition
for the Formation of the East Bay Public Utility
District. "
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
6. '� Mr. Probst moved that the City Attorney be instructed to look into the legal
questions that might arise through the creation of the Public Utility District as
the same would affect our local electric light plant and industrial railroad, second-
ed by Mr. Latham and carried.
7. Mr . Otis moved that the Clerk be allowed to procure two persons to check the
petitions, seconded by Mr. Noy and on roll call carried unanimously.

8. From Mayor Greene Majors announcing the appointment of Goerge T. Morris
as a member of the Board of Education, vice, Brainard C. Brown, resigned. Ordered
filed.
9. From the Mayor, Auditor and City Manager stating that they had counted the
money in the city treasury on the 6th day of June , 1918. Ordered filed.
10. / From the Alameda Improvement Club asking that the sum of $5,000,00 be appro-
priated for a survey of the water situation in Alameda. Referred to the City
Manager.
From Joseph Koenig, asking for a gratuitous license to conduct a cleaning
June 18th, 1918.
11. From Dr. W. B. Stephens, on behalf of the Boy Scouts, thanking the Council
for donating free electric service in the Armory on Park Street. Ordered filed.
12. From City Attorney A. F. St. Sure, stating that the applications and
bonds for liquor licenses of the following named persons and firms were in proper
form :

Mr. Probst moved that the liq uor licenses be granted, seconded by Mr. Noy and on
roll call carried unanimously.
13. An Affidavit showing due publication of Public Notice of the Filing of the
Report of the Commissioners in the matter of the Opening and Extending of Lincoln
Avenue, was presented and ordered filed. The Clerk stated that this was the time
when protests against the adoption of the report could be made and that there had
been no oral or written protests received. Mr . Probst thereupon introduced the
following Resolution and moved its adoption:

Confirming Report of Commissioners for the Opening
and Extending of Lincoln Avenue between Fourth and
Fifth Streets."
Mr. Latham seconded t;y-e motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
14. , A Bill entitled
"A Bill
For Ordinance No. New Series.
Providing for the Exchange of Certain Real Property
by the City of Alameda with Barnes & Tibbitts, a
Corporation, and Reserving in the City Certain Ease-
ments for Sewer Purposes."
came up for passage. Mr. Probst moved that the Ordinance be adopted, provided that
Barnes & Tibbitts pay the cost of the publication of the same, seconded by Mr.
Latham and on roll carried unanimously.
15. A Bill entitled
"A Bill
For Ordinance No. New Series.
Providing for the Execution and Delivery of a Quit
Claim Deed by the City of Alameda to Barnes & Tibbitts,
a Corporation, of Certain Real Property heretofore
Contained in Public Streets and Abandoned and Closed up
for Street Purposes by the City. "
came up for passage. Mr. Probst moved that the Ordinance be adopted, provided that
Barnes & Tibbitts pay the cost of the publication of the same, seconded by Mr. Latham
and on roll call carried unanimously.
16. A Bill entitled

Providing for the Acquiring biThe City of Alameda
of Certain Real Property for the Use and Benefit
of the Public Schools of said City."
came up for passage . Mr. Probst moved that the Ordinance be adopted, seconded by
Mr. Latham and on roll call it was adopted and passed unanimously.

Date, and Authorizing and Empowering the City Msnager
of the City of Alameda to Make, Execute and Deliver
said Lease,"
was introduced and laid over under a provision of the Charter.

Prohibiting the Solicitation Without a Permit of
Money, Goods or Ohter Property for the Purpose of War
Relief, and Providing for the Arrest and Punishment
of Persons Violating the Provisions Thereof."
was laid over for further consideration.
18. / City Clerk R. E. Bosshard requested permission to take his annual vacation
of two weeks, beginning either the first of July or the 7th of July. Mr. Latham
moved that the request be granted, seconded by Mr. Probst and carried.
Claims against the General Fund amounting to $3676,89; against the Police
Fund amounting to $272.09; against the Fire Fund amounting to $289,67; against
the Health Fund amounting to $58.26; against the Street Fund amounting to
$3014.65; against the Relief Fund amounting to $129 .00; against the Recreation
Fund amounting to $42.25; against the Park Fund amounting to $33,15; against the
Store Fund amounting to $130.90 and againt Municipal Improvement Fund No.ail,
amounting to $3750.00 having been approved and audited by the proper officials
were listed by the Clerk as follows:

Faust, J. L. Purchase price of property $3750.00
Mr. Lathan moved that the claims as listed be paid, seconded by Mr. Noy and
on roll call carried unanimously.
19. `'/ Mr. Latham brought up the matter of providing fire protection along Clement
g
Avenue. City Manager Hewes stated that the Alaska Packers Association and Barnes &
Tibbitts had each agreed to donate $4,000 toward the construction of a pipe line and
that he expected a similar sum from the Rolph Shipbuilding Company. He stated
also that the Dow Pump Works would not contribute anything and that the East Bay
Water Company would pay half the difference to make up a total of 16,000.00, -.3ro-
viding the City would pay the other half, Mr. Latham moved that the matter be left
with the City Manager with full power to act, seconded by Mr. Otis and on roll call
carried unanimously,
20. / Mr. Latham brought up the matter of painting the pole at Sherman Street and
Encinal Avenue wh*te in order that it may be observed at night by automobilists.
Mr. Probst moved that the City Manager take the matter up with the Southern Pacific
Company and endeavor to have all dangerous poles at crossings so painted, seconded
by Mr. Latham and carried.
21. / Mr. Noy brought up the matter of the high tension wires along Lincoln Avenue
and stated that they constitute a menace to public safety. Mr. Hewes recommended that
the Southern Pacific Company be instructed to remove the high power wires and the:
matter was left in his hands.
22. / Mr. Latham moved that the Company also be instructed to put into proper
shape the streets along which its reailroads lie and which now are in bad
condition, seconded by I,r. Probst and carried.
23. l� Mr. Hewes stated that he had taken up the matter of the purchase of Palm
Beach with W. H. Robinson, that he had made an offer of $47,000 but that
the offer as yet was unaccepted, No further action on the part of the Council was
taken.
24. Mr. Hewes asked for an extension of time on the preparation of the budget, where-
upon Mr. Otis moved that he be given until the 16th day of July, inclusive, to pre-
pare the budget, seconded by Mr. Latham and on roll call carried unanimously.
25. Mr. Latham moved that the contract for the auditing for the city's books, in-
eluding the Board of Public Utilities, for the fiscal year 1918-191-/, be given to
Mr. W. H. Cramer at the figures of the current year, to wit: $65.00 per month,
$20.00 of which will be paid by the Board of Public Utilities, seconded by Mr. Noy
and on roll call carried unanimously.
There being no further business to transact the Council adjourned to meet in
regular session Tuesday evening, July 2nd, 1918, at 8 o 'clock,
