1918-07-02 Regular CC Minutes REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, JULY 2ND, 1918.
The meeting convened at 8:10 p. m. with Council-president Majors presiding.
The roll was called and Councilmen Latham, Noy, Probst and President Majors (4)
were noted present.
Councilman Otis arrived during the reading of the minutes and was noted
present,
The minutes of the previous meeting were approved as read with the exception
that the figure of 47,000 as a price offered for Palm Beach be changed to 046 ,500.
The following were received:
The Auditor 's balance sheet for the month of June, 1918. Ordered filed.
The report of the Municipal Electric Light Plant for the month of April, 1918 .
Ordered filed .
1. The deed to the City of Alameda for the purpose of the property of J. L. and
Marie Faust for the use of the Longfellow School. Ordered filed.
The following communications were received:
\,l 2. From the Municipal Electric Light Plant acknowledging receipt of Resolution
No. 138, which placed the municipal industrial railroad under their direction. Ordered
filed.
.J 3. From Barrett Camp No. 29 , U. S. W. V. thanking the Council for the use of the
court room as an assembly hall. Ordered filed.

`!-. From the Southern Pacific Company to City Manager Hewes saying that it was im-
possible for them to secure sufficient labor to improve their rights of way and inter-
sections in Alameda. Ordered filed.
5 . From the Southern Pacific Company to City Manager Hewes stating that they were
endeavoring to remove the high tension wires along Lincoln Avenue. Ordered filed.
The matter was re-referred to City Manager Hewes with power to act.
6 . From the Southern Pacific Company to City Manager Hewes stating that they
deemed it inadvisable to paint their poles white. Ifix. Latham moved that the City
Manager proceed to paintthe pole at Central Avenue and Sherman Street with a white
band, seconded by Mr. Probst and carried .
7 . From the De Luxe Transportation Company making application for license to
operate a freight, baggage and express service through the City of Alameda. Referred to
the City Manager and City Attorney.
8. From W. W. Hopkins making application for a liquor license Permit at 1525
Park Street . Referred to the City Manager and City Attorney.
9 . Mr. Otis moved that the Clerk be instructed to advertise for bids for the city's
advertising for the year 1918-1919, seconded by Mr. Probst and carried.
10. Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 140.
Fixing Salary of City Manager. ►►
Mr . Latham seconded the motion to adopt the Resolution and on roll call it was adopted and
passed unanimously.
11. A Resolution of Intention providing for the closing of Eagle Avenue and Paru
Street as requested by the Alaska Packers Association was presented but not action was

12. Mr. c tis introduced the following Resolution and moved its adoption:
"Resolution No . 141.
Closing Brush Street between Bryant Street and the
State Tide Land Shore Line."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
le . Mr. Otis introduced the following Resolution and moved its adoption:
"Resolution No. 142.
Resolution of Intention No, 45, New Series.
Providing for the Closing Atlantic Avenue from
Willow Street to Mulberry Street, and Mulberry
Street from Clemeht Avenue to Atlantic Avenue. "
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
14. A Bill entitled

Repealing Section 1 of Ordinance No. 94, New Series. "
was introduced and laid over under a provision of the Charter .
15. A Bill entitled
"A Bill
For Ordinance No, New Series.
An Ordinance Authorizing and Directing the Making,
Execution and Delivery of a Lease of Certain Real
Estate of the City of Alameda and Certain Salt
Marsh Tide and Submerged. Lands, Held by said City,
for a Term of Twenty-five Years from and after its
Date, and Authorizing and Empowering the City IZana.ger
of the City of Alameda to Make, Execute and Deliver
said Lease. "
came up for passage® Mr. Latham moved that the Ordinance be adopted, seconded by
Mr . Noy and on roll call it was adopted and passed unanimously.
16 . A Bill entitled
"A Bill
For Ordinance No. New Series.
Prohibiting the Solicitation without a Permit of
Money, Goods or other Property for the Purpose of
War Relief, and Providing for the Arrest and
Punishment of Persons Violating the Provisions
Thereof."
came up for passage. Mr. Otis moved that Section 1 be amended by adding the following:
"Provided, that nothing herein contained shall be construed as a prohibition against
any war relief work authorized and conducted by the United States Government, or its
agents, or the American Red Cross, or against the sale of tickets for theatre parties
or entertainments for such purpose. ", and that the Orr'.inance as amended be adopted ,
seconded by Mr. Probst and on roll call carried unanimously.
17. City Clerk Bosshard reported that he had canvassed the petitions presented by
the Public Utility District League and found sufficient names thereon to call the
election. City Attorney St. Sere stated that it was advisable to defer presentation
of the petitions by the Clerk to the Connell until the next meeting . He called attention
to the fact that the Board of Supervisors- would only pay half the election expenses
in the event that it was held with the Primary election on August 28th.
18. Mr. Probst called attention to the peddler selling shirts at the Union Iron
Works and suggested that there be some change made to protect owners engaged in a
similar business. The matter was referred to the City Attorney to prepare the necessary
ordinance.

20. ; Mr. Latham called attention to the irregular train service between Alameda and
San Francisco and moved that the City Manager take up with the Company and ascertain
if the hours of leaving San Francisco could not be changed so as to conform with the
train service on this side of the Bay.

amounting to $72.29 ; against the Fire Fund amounting to 0420.98 ; against the
Health Fund amounting to 54.68; against the Street Fund amounting to $2692.44; against
the Relief Fund amounting to 017.32; against the Recreation Fund amounting to $6.63;
against the Park Fund amounting to 061.42; against the Electric Light Fund amounting
to $$5218.67; against the Police Pension Fund amounting to 0862.50 and against the
Store Fund amounting to $50 .08 having been approved and audited by the proper officials
were listed by the Clerk as follows :
