1918-07-04 Regular CC Minutes REGULAR ',FETING OF THE COUTJCIL OF THE CITY OF ALAMEDA, TUESD:.Y EVENING, JUNE 4TH, 1918. The meeting convened at 8:06 p. m. with Council-president Majors, presiding. The roll was called and Councilmen Latham, Noy, Otis, Probst and President Majors , (5) were noted present. Absent :None . The Minutes of the previous meeting were approved as read. The following were received: The contract and bond. of the Pacific Hog Company for the purchase of the garbage of the City of Alameda. Ordered filed. 1. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 135. Transferring $7718.08 from the Electric Light Fund to the General Fund. " Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 2. v Mr. . J. E. H8 _L addressed the Council and called attention to the need of organized war relief work and that in times past too much had been done in a in a haphazard way and a little unauthorized. He felt that a Committee should be appointed to supervise all the war relief work and in accordance with his recommenda- tion, Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 136. Authorizing the Mayor to Appoint a Committee to Organize a War Relief Work Council, Supervise War Relief Activities and Recommend to the City Manager the Granting of Permits to Solicitors. " Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopt- ed and passed unanimously. A Bill entitled "A Bill For Ordinance No. New Series. Prohibiting the Solicitation Without a Permit of Money, Goods or Other Property for. the Purpose of War Relief, and providing for the Arrest and Punishment of Persons Violating the Provisions Thereof," was introduced and laid over under a provision of the Charter. The following communications were received: 3. '' From the Alameda Savings Bank requesting that Harrison Avenue be closed in accordance with the same procedure adopted for the closing of other streets in the City of Alameda. Referred to the City Manager. 4. / From CityManager, Charles E. Hewes, �ggiving his report on the construction and completion of the Municipal Industrial Railroad. Ordered filed. 5. Mr. Probst thereupon introduced the following Resolution and moved its adopt ion "Resolution No. 137. Adopting Report of City Manager on Completion of Municipal Industrial Railroad, Ratifying Acts of City Manager, Accepting said Railroad for the City and Placing Same under Jurisdiction of Board of Public Utilities . Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham moved that the reuested be granted and that the same be charged against the city lighting bill, seconded by Mr. Probst and carried. 7. From the Alameda Improvement Club urging the widening of sidewalks on Webster Street, between. Central and Santa Clara Avenues. As City Manager Hewes had made a recommendation upon the same at the previous meeting of the Council, the communication was ordered filed. 8. From the Alaska Packers Association, requesting the closing of Eagle Avenue, from Hibbard Street west, and Paru Street from Buena Vista Avenue, north. Referred to the City Manager. 9. a A Bill entitled "A Bill For Ordinance No, New Series . An Ordinance Authorizing and Directing the Making, Execution and Delivery of a Lease of Certain Real Estate of the City of Alameda and Certain Salt Marsh, Tide and Submerged Lands, Held by said City, for a Term of Twenty five Years from and After its Date, and Authorizing and Empowering the City Manager of the City of Alameda to make, execute and Deliver Said Lease." came up for passage and was read by the Clerk. Mr. A. T. Wright representing the United States Shipping Board, Emergency Fleet Corporation, addressed the Council and stated that he felt that it would be more advisable to incorporate in Paragraph 4, Section 1, that the Emergency Fleet Corporation could assign its interest in the lease to any private corporation. City Attorney St. Sure explained that while the original draft as submitted by him provided for this , he felt that it would be preferable to allow assignment of the lease only to the United States of America. Itr. Otis moved that the Ordinance as approved be a- dopted, seconded by Mr. Probst and on roll call carried unanimously. Mr. Otis moved that the action taken by the Council on passing the ordinance be re- scinded, seconded by Mr. Probst and carried. Mr. Otis then moved that the Ordi- nance be amended as read and as so amended be adopted, seconded by Mr. Probst and on roll call carried unanimously. Mr. Probst moved that the Council take a recess of fifteen minutes, seconded by Mr. Noy and carried. Upon reconvening Councilmen Latham, Noy, Otis, Probst and President Majors, (5) were noted present. Absent :None. A Bill entitled "A Bill For Ordinance No. New Series. Providing for the Exchange of Certain Real Property by the City of Alameda with Barnes & Tibbitts, a Corporation, and Reserving i:n >the City Certain Ease- ments for Sewer Purposes." was introduced and laid over under a provision of the Charter. A Bill entitled "A Bill For Ordinance Bo. New Series. He stated that the Palm Beach property originally offered at $52, 500 could be bought at $51,000, but that this price was excessive and that $45,000 were a better price. The Cohen property across the street was too small for suitable park purposes and that the advantage lies with Palm Beach because of its size and contiguity to Washington Park. Mr. Noy moved that the figure of $45Q00 be accepted as the proper price for the Palm Beach property and that the city offer to purchase the land at that figure , seconded by Mr. Noy and carried. Mr. Walter S. Robinson, on behalf of the owners of Palm Beach offered to sell to the city for $37, 500 the park site as it now stands but excepting therefrom a piece along Central Avenue to a depth of one hundred and fifty feet. William Hammond, Jr. , spoke on the advantages of the Cohen property. Er. L. W. Lovey asked that the matter lay over in an effort to effect a compromise on the Palm Beach property if such were possible. Mr. Robinson asked that a definite price of $48,000 be fixed by the Council but not action thereon was taken. The Council members agreed to visit the site on the following day. There being no further business to transcict the Council adjourned to meet in regul,ir session on the 18th day of June, 1918, at 8 o 'clock. Respectfully submitted, (g--/Y1 City Clerk.
