1918-08-06 Regular CC Minutes REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, AUGUST 6TH,1918.
The meeting convened at 8:08 P.M. with Council-President Majors presiding.
Otis,
The roll was called and Councilmen Latham, Noy, Probst and President Majors
were noted present . Absent, none.
The minutes of the regular meeting of July 16th were approved as read.
The minutes of the adjourned meeting of July 26th were approved as read.
1. Mr. Otis introduced the following Resolution and moved its adoption:
"Resolution No.150.
Transferring $4, 652.58 from the Electric
Light Fund to the General Fund."
Mr. Probst seconded the motion to adopt the resolution and on roll call it was adopted and
passed unanimously.
The following were received:

2. The 39th Annual Report of the Board of Library Trustees. Ordered filed.
V 3. The Affidavit of Publication of Notice of Filing Petition for the
Incorporation of a Public Utility District , etc. Ordered filed.
The Affidavit of Publication of the Street Superintendent's Notice
requiring the payment of the assessment in the matter of opening and extending
Lincoln (_venue, between 4th and 5th Streets. Ordered filed.
The Final Apportionment of Taxes of 1917 . Ordered filed.
The Reports of the Municipal Electric Light Plant for the months of
May and June, 1918. Ordered filed.

An Affidavit showing due publication of Notice to Publishers of News-
papers, was presented and ordered filed.
5. In response to said notice the Clerk stated that he vas in receipt of one
bid. Mr. Probst moved that the bid be opened; seconded by Mr. Latham and carried.
Thereupon the Clerk opened the bid and read as follows:
From the Times-Star Company offering to do the work at
the following prices:
For the first insertion of an advertisement per
sq uare of 234 ems nonpareil measurement, 1.25
For the second insertion of an advertisement per
square of 234 ems nonpareil measurement , .75
For the third and for each subsequent insertion
of an advertisement of 234 ems nonpareil measure-
ment, .50
The bid was accompanied by a bond in the sum of $500, which, however, had not been
sworn to. Mr. Probst moved that the matter be referred to the City Attorney and the
City Manager; Seconded by Mr. Latham and carried.
The following communications were received:
v/ 6. From Orvin Pike, requesting a pro 'rated return of the license fee
paid by him to peddle gloves, etc. Mr. Latham moved that the request be denied;
seconded by Mr. Probst and carried.
7 . From Mrs. J. Wagner, protesting against a bill of $17.00 for the re-
pair of the sidewalk on Haight Avenue in front of property owned by her; also objecting
to the construction of a 16 foot sidewalk on Webster Street in front of prop-
erty owned by her. Mr. Otis moved that Mrs. Wagner be notified that in the first

tl 8. From Walter H. Cramer stating that he had audited the books and accounts
of the City of Alameda for the fiscal year ending June 30th,1918 and suggesting
some modifications in the system of bookkeeping in the Board of Public Utilities
office. The matter was referred to the City Manager.
9. From Mrs. Adeline C. Moulthrop objecting to the weed cleaning charges
against property owned by her. Communication was ordered filed.
10. From Ferdinand Pederson requesting a gratuitous license to peddle
fruit and vegetables. As the same bore the endorsement of the Chief of Police
and the City Manager, Mr. Probst moved that the request be granted, seconded by
Mr. Noy and carried.
11. From R.S.Lovett relative to the construction of a new bascule bridge
and stating that the final conclusion had been reached as outlined in his
letter of July 7th to the Mayor of Alameda. Ordered filed.
I/ 12. From Hazel B. Dudgeon requesting her annual vacation of two weeks,
beginning August 15th,1918. Mr. Probst moved the request be granted, seconded
by Mr. Otis and carried.
V 13. From the United states Shipping Board submitting a copy of a communication
sent to the Southern Pacific Company ordering the changing of the routes of the
trains leaving San Francisco beginning at 6 :15 A.M. and continuing hourly until
11:30 P.M. Mr. Probst moved that the Council go on record opposing the new
schedule and that arrangements be made with the Company to provide additional
trains so that the employees of the Bethelehem Steel Corporation could reach their
work without the necessity of disarranging the present schedule, Seconded by
Mr. Latham and carried.

14. A Bill entitled
"A Bill
For Ordinance No. New Series.
Amending Section 528 of Article 2 of Chapter VIII
of the Municipal Code"
was introduced and laid over under a provision of the Charter.
15. Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 151
Specifying the purpose and time of a Special Election
and submitting to the qualified electors the proposi-
tion of the incorporation and organization of a
Public Utility District and establishing the Election
Precincts and designating the Polling Places therein
and the names of the Election Officers for each
Precinct."
Mr. Latham seconded the motion to adopt the Resolution and on roll call
it was adopted and passed unanimously.
V 16. A Bill for
"Ordinance No. New Series.
An Ordinance Calling and Providing for a Special
Election to be Held in the City of Alameda on
Tuesday, the 27th day of August, 1918, for the
Purpose of Submitting to the Qualified Electors of the
said City of Alameda, the proposition of the in-
corporation and organization of a Public Utility
District, under the provisions of the Public
Utility District Act of 1915"
came up for passage and was read by the Clerk. Mr. Latham moved that the
Ordinance be adopted, seconded by Mr. Noy and on roll call carried unanimously.
` 17. Mr. Probst introduced the following Resolution and moved its adoption:

Mr. Probst moved that the bills as listed be paid; seconded by Mr. Latham
and on roll call carried unanimously.
qI 17. City Manager Hewes brought up the matter of the closing of Harrison
Avenue and suggested that the matter be left as at present and until such time
as some industry would establish itself along the Avenue and it would be nec-
essary to start closing proceedings. The matter was left entirely in his
hands.

• 18. Mr. Hewes also brought up the garbage situation and stated that there was
some difficulty in getting co-operation from the Scavenger Association. Mr.
Latham moved that the City Manager prepare figures showing the cost of the
installation of a municipally owned garbage collection system and also to
estimate what would be reasonable charges for collection done under private
contract. Seconded by Mr. Probst and carried.
The members of the Council agreed to meet. Friday evening, August 9th,
for the purpose of considering the Budget.
There being no further business to transact, the Council adjourned to
meet in regular session Tuesday evening, August 20th,1918, at 8 o' clock P.M.
