1918-08-20 Regular CC Minutes b REGULAR MEETING OF THL COUNCIL OF THE CITY OF ALAi:1 DA, TUESD.'Y EVENING, AUGUST 20TH, 1918. The meeting convened at 8 :08 P.M. with Council President Majors presiding. The Roll was called and Councilmen Latham, Noy, Otis, Probst and President Majors were noted present. Absent, none. The minutes of the regular meeting of Tuesday evening, August 6th, were approved as read . 1. Mr. Probst introduced the following Resolution and moved its adoption: Resolution No. 153 Transferring 0352.52 from Local Improvement Fund No. 20 to the General Fund. Mr. Otis seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Ij 2. Mr. Probst introduced the following Resolution and moved its adoption: Resolution No. 154 Transferring 0289 .41 from the Library Fund to tide General Fund. Mr. Otis seconded the motion to adopt the Resolution and on roll call it was adopted. and passed unanimously. 3. NIr. Otis introduced the following Resolution and moved its adoption: Resolution No. 155 Transferring 0234.88 from the School Fund to the General Fund. Mr. 2robst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were received: ," Report of the Municipal Electric Light Plant for the year ending June 30th, 1918. Ordered filed. j 4. State Compensation Insurance Fund .zolicy for the reinsurance of the City employees for the period beginning August 4,1918 and ending August 4,1919. Ordered filed. The following communications were receive;; : ,; 5. From City Attorney St. Sure, giving his opinion of the effect upon the municipally owned public utilities in the event that a Public Utility District is organized under the act of 1915. Ordered filed. 6. From the United states Shipping Board stating that arrangements had been made whereby only two morning and two evening trains would be diverted from the usual line of traffic. Ordered filed. \I 7 . From Senator'Hiram V. Johnson suggesting that the matter of the construction of the new bascule bridge be taken up with the Emergency Fleet Corporation. Ordered filed. 8. From O. Pucci requesting a gratuitous license to peddle fruits and vegetables. As the same bore the endorsement of the Chief of :olice and the City Manager, Mr. Probst moved that the request be granted; seconded by Mr. Otis and carried. \J 9 . Mr. 2robst introduced the following Resolution and moved its adoption: Resolution No. 156. resolution consolidating a special election called August 20th, 1918 . Organization of a public utility district to be known as East Bay Public Utility District and an alternative proposition therefor, with the State ?rimary Election to be held on Tuesday, August 27th,1918, and providing for the apportionment of the expense of such consolidated elections. Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted and passed inanimously. 10. Mr. .Probst introduced the following Resolution and moved its adoption: Resolution No. 157. Resolution requesting the Board of Supervisors of the County of Alameda to order the consolidation of certain elections. Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 11. City Manager Hewes reported that the bid of the Times-Star Company for the advertising for the ensuing year was in good form; whereupon, Mr. Latham moved that the Times 6tar Company be awarded the contract, seconded by Mr. Noy and on roll call carried unanimously. 12. Mr. Otis thereupon introduced the following Resolution and moved its adoption: Resolution No. 158 Designating the official newspaper of the City of Alameda. Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 13. A Bill entitled "A Bill For Ordinance No. New Series Amending Section 528 of Article 2, of Cha,-ruter VIII of the Municipal Code came up for passage. After some discussion, Mr. Otis moved that the matter go over to the next meeting of the Council and that the City Manager ascertain if some modifications cannot be made whereby the license fee will not be so stringent. Seconded by Mr. Probst and carried. Claims against the General Fund amounting to 0391.26; against the Police Fund amounting to 0477.65; against the Fire Fund amounting to : 112.45; against the Health Fund amounting to 00.73; against the Street Fund amounting to y 3832.42; against the Recreation Fund amounting to 031.63; against the Store Fund amounting to 0802.67 and against the Relief Fund amounting to 065.00 having been approved and audited by the proper officers were listed by the Clerk as follows : GENERAL FUND. Mr. Otis brought up the matter of the application of the DeLuxe Auto Transportation Company for permission to maintain an auto freight transportation line between here and San Jose. City Manager Hewes recommended that the permis- sion be granted. Mr. Otis thereupon moved that it be the judgment of the Council that the application be granted; and that the City Attorney be instructed to prepare the necessary franchise. Seconded by Mr. Latham and carried. ✓ 15. Mr. Latham moved that the reports which the City Manager and the City Attorney are to make to the Council be presented after the reading of the minutes in order to aid the members of the Council on matters that are to be discussed. Seconded by Mr. Otis and carried. 16. Mr. Probst brought up the matter of the inadequate transportation to Alameda. V City Manager Hewes reported that he had consulted with the officers of the San Francisco-Oakland Terminal Railways Co. as well as the Shipping Board and had been told that the latter Board has under construction for the Traction Company addition- al cars to properly handle the transportation. 17. Mr. Hewes submitted the Housing Code which had been prepared, whereupon Mr. Probst introduced the following, entitled: LEA Bill For Ordinance No. New Series. To regulate the erection, construction, use, control, maintenance and repair of buildings used for human occupancy or habitation, the number of occupants, and the mode and manner of occupancy, for the purpose of securing the healthful, safe and sanitary environment of the occupants thereof, and to compel the owners of such buildings to alter, reconstruct and modify the same, or any part thereof, for the purposes aforesaid, and to prohibit the unlawful use or occupancy of such building or buildings, provide penalties for the violation hereof and repealing conflicting ordinances." which was laid over under the provision of the Charter. 18. Mr. Noy broua;•ht up the matter of the improvement of Clement Avenue. City Manager Hewes reported that owing to the difficulties over the agreements between the East Bay Water Company and the Shipbuilding Corporations nothing definite could be reported. / 19 . Members of the Board of Education and Superintendent of Schools, C. J.DuFour were present. The latter was called upon by Mayor Majors, whereupon Mr. DuFour addressed the Council on behalf of the Board to ask that some effort be made 71 August 20th, 1918. up with the proper authorities; seconded by I dIr. Irobst and carried. There being no further business to transact, the Council adjourned to meet in regular session Tuesday evening, September 3rd,1918, at 8 o ' clock P.M. City Clerk.
