The meeting convened at 8:45 P. M. with Council-president Majors presiding.
The roll was called and Councilmen Latham, Noy, Otis, Probst and President
Majors, (5) were noted present. Absent:None.
The Minutes of the previous meeting were approved as read.
1. M . Agnes Hauch,at the request of President Majors addressed the Council
and asked that if action were to be taken on the Dresent water situation. Mr.
Probst moved that the Council protest against the extra charge that has been
levied and that the City Manager file such protest before the State Railroad
Commission in an endeavor to procure relief, seconded by IVIr. Latham and carried.
2. Er. Otis introduced the following Resolution and moved its adoption:
"Resolution No. 159.
Transferring 043.75 From the Electric Light
Fund to the Interest and Redemption Fund."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
The following communications were received:
3. From the San Francisco, Oakland Terminal Railways asking for permission to
do the necessary work and to lay all the necessary rails, ties , switches , etc .,
for the purpose of connecting the exisitng double track railway on Webster Street,
seventy-two feet north of the intersection by said railway track of a line known
as marsh or segregation line , by a double-track, two-way "Ytt branch off from
,eebster Street with a double track railway to be constructed by said Company
easterly across Webster Street and thence easterly across certain rights of way lying
to the east of Webster Street and north or said marsh or segregation line. City
Manager Hewes reported that he had already given the Company a tentative permit
as it was necessary in order to facilitate the work. Mr . Otis moved that permission
be granted the Company, seconded by Mr. Probst and on roll call carried unanimously.
4. From B. F. Welch, protesting against the increase in water rated. Ordered
filed.
, 5• From the League of California Municipalities announcing the Cohvention to
be held in Riverside, October 15th to 18th. Ordered filed.
V 6. From the California State Board of Health asking that the Health Officer
be sent to the League meeting in Riverside. Ordered filed.
" From sixteen citizens req uesting pay for services account of the special
municipal election held Tuesday, August 27th, 1918. Mr . Probst moved, seconded by
Mr . Latham and carried that the requests be filed.
v 8. The Clerk then stated that the hour for canvassing the returns of the
special municipal election held August 27th, 1918 had arrived, whereupon the Couhcil
proceeded with such canvass which showed the vote, as follows:

be adopted, seconded by Mr. Latham and on roll call it was adopted and passed unanimously.
Claims against the General Fund amounting to 01699.55; against the Police Fund
amounting to 0111.14; against the Fire Fund amounting to 0379.41; against the Health
Fund amounting to $33.98; against the Street Fund amounting to $2147.13 ; against the
Relief Fund amounting to $3.25; against the Recreation Fund amounting to 169.35; against
;the Electric Light Fund amounting to $6345.42; against the Store Fund amounting to 059 .44;
and against Municipal Improvement Fund No. 11 amounting to $35.00 having been approved and

MR. Probst moved that the claims as listed be paid, seconded by M,r. Latham
and carried unanimously.
City Manager Hewes reported that some 17.66 acres of streets were being
used as vegetable gardans and suggested that 525.00 per acre be charged as a
rental. Mr. Latham moved that the City M:__nager be em»owered to lease the land
at 025.00 per acre per year with the reserv. Lion_ that the lease be annulled when the

13. Mr. Latham brought up the bad condition of the approaches to the bridges
on the Oakland side and moved that the City Manager take up the matter with the
Commissioners of Oakl_end.

14. Mr. Probst called attention to the lack of proper transportation in Alameda
and that the employees of the shipping plants were riding on the tops of cars .
City Manager Hewes suggested that an Ordinance be adopted making it a misdemeanor
to ride on the top of the cars, whereupon a Bill entitled
"A Bill
For Ordinance No. New Series .
Making it a Misdemeanor to Ride Upon the Top of
Street Cars."
was introduced and laid over under a provision of the Charter.
There being no farther business to transact, the Council adjourned to meet in
regular session, Tuesday evening, September 17th, 1918, at 8 o s clock.
