1918-09-17 Regular CC Minutes REGULI:R MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, SEPTEMBER 17TH, 1918. The meeting convened at 8:12 p. m. with Councilmen Latham, Noy, Probst and President Majors , (4) . Absent: Councilman Otis , (1) . The Minutes of the previous meeting were approved as read. The following was received: 1. A statement from the State Compensation Insurance Fund showing the amount of premium refund that the City was entitled to and the Auditor's receipt for the sum of $223.69, covering the amount of the refund. Ordered filed. The following communications were received: 2. From C. A. Boyle, on behalf of A. T. Gay, requesting permission to alter the latters building at the corner of Lincoln Avenue and Oak Street for stable purposes. Referred to the City Manager. 3. From the Trustees of Gospel Hall asking to be relieved of the taxes for the year 1918-1919. Referred to the City Attorney. 4. ✓ From the Alameda Scavengers Company, asking for permission to charge forty- five cents per month for one collection per week of garbage and seventy cents for two collections per week. The communication was ordered filed. A Bill entitled "A Bill For Ordinance No, New Series. Fixing the Rate of Garbage Collection in the City of Alameda." was introduced and laid over under a provision of the Charter . 5. From the Southern Pacific Company making application for a franchise to maintain a high tension power line commencing at the intersection of Clement Avenue and Hibbard Street, thence southerly along Hibbard Street to its intersection with Buena Vista Avenue, thence westerly along Buena Vista Avenue to the right of way • of the Central Pacific Railroad. After some discussion Mr. Latham moved that the request be laid on the table, seconded by Mr. Probst and carried. 6. / From George D. Baird, offering a suggestion to improve the car service in Alameda. Ordered filed. 7 . y From Councilman Frank 0�. is protesting the increase in the payroll of the Fire Department. Ordered filed. 8. Mr . Probst introduced the following Resolution and moved its adoption: "Resolution No. 161. Fixing Tax Levy for the Year 1918-1919." Mr . Noy seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 9 . The Clerk announced that the Schedule of printing for 1918-19 had been pre- pared. Mr. Probst moved that Schedule as prepared be adopted and that tha Clerk advertise for bids, seconded by Mr. Latham and carried. 10. President Majors called attention to the broken pipes of the East Bay Water Company that lie in Eagle Avenue and Mr. Latham also mentioned leaking fire hydrants . The latter moved that the City Manager present to the Railroad Commission specific instances of leakages in the City which had been reported t.o the Company and which has not been repaired, ,seconded by Mr. Noy and carried. Seootember 17th, 1918 . A Bill entitled "A Bill For Ordinance No. New 'Series." Making It a MisDemeanor to Ride on Top of Street Cars." was laid over for further consideration. Claims against the General Fund amounting to $397.46; against the Police Fund amounting to 60.17; against the Fire Fund amounting to $4.30; against the Health Fund amounting to $63.61; against the Street Fund amounting to $1898.69 ; against the Relief Fund amounting to $129.56; against the Recreation Fund amounting to 108.42; against the Store Fund amounting to $93.91 and against Municipal Improvement Fund No. 11 amounting to 218.30 having been approved and audited by the proper officials were listed by the Clerk as follows : GE:TERAL FUND. The Equipment p 218.30 Mr. Latham moved that the bills as listed be paid, seconded by Mr. Noy and on roll call carried unanimously. A recess of five minutes wgs taken, and upon reassembling Councilmen Latham, Noy, Probst and President Majors, (4) . were noted present. Absent:Councilman Otis, (1) . 11. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 162. Fixing Salaries of City Clerk; Members of the Police Department and Members of the Fire Department. " Mr . Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 12. City Manager Hewes stated that he had received a number of applications for permits to build restaurants in the vicinity of the Liberty Plant . Mr. Tulloh was presented- and desired such a permit. After some discussion the matter was referred-to the City Planning Commission for recommendation to the Council. There being no further business to transact the Council adjourned to meet in regular session Tuesday evening, October 1st , 1918, at 8 o'clock. M. with Council-president Majors presiding The roll was called and Councilmen Latham, Noy, Otis, Probst and President Majors, (5) were noted present. Absent:None . The Minutes of the previous meeting were read and approved. 1. Mr. Probst in1 od.uced the following Resolution and moved its adoption: "Resolution No. 163. Transferring 983.30 from the General Fund to the School Fund. " Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. i 2. • Mr . Probst introduced the following Resolution and moved its adoption: "Resolution No. 164. Transferring $7031.25 From the Electric Light Fund to the Interest and Redemption Fund. " Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 3. An Affidavit showing due -publication of Notice to Printers (Other then - Advertising) req uired by or for the use of the City of Alameda for the year 1918-1919 was presented and ordered filed. In response to said Notice the Clerk stated that he was in receipt of two bids. Mr. Latham moved that the bids be received and opened, seconded by Mr. Otis and carried. Thereupon the Clerk opened and read the bids as follows: From the Times Star Company offering to do the work at cost, plus twenty-five per cent profit . From N. C. Hawks offering to do a certain q uantity of the work at stipulated prices. A bond in the sum of 0500.00 accompanied the bid. Mr. Probst moved, seconded by Mr. Latham and carried that the bids be referred to the City Manager and City Attorney to report back at the next meeting of the Council. The following communications were received: •4. From A. F. Pillsbury, District Manager of the Emergency Fleet Corporation urging the Council to grant permission to the Southern Pacific Company to construct a high power tension line on certain streets in the City. Mr. Latham moved that the City Manager take up the matter with Captain Pillsbury and suggest to him that the Council was ready to grant the permission provided the wires were placed uhdergrounc seconded by Mr. Probst and carried. 5. • From Daniel H. Cox, Manager, Division of Steel Ship Construction of the • Emergency Fleet Corporation,stating that the Priorities Commission had decided against the bascule bridge across the Estuary. Ordered filed. 6. From Preston L. Higgins, Secretary to Mayor John L. Davie , of Oakland, asking that the City of Alameda co-operate with the City of Oakland toward the joint purchase and operation of a fire boat. City Manager Hewes stated- that he felt that the burden lay with the Emergency Fleet Corporation since the object of the boat was to protect its property, whereupon Mr. Probst moved that the Clerk answer the cormiuni cat ion as per the suggestion of the City Manager, carnn 'hcr 1:Tr_ ()i;ic sent r.arri ar9 _ October 1st, 1918 . that the Health Officer and Milk Inspector of Alameda be sent to the Convention at Riverside. Referred to the City Manager . 8. From the City Planning Connission recommending that a suitable sum of money be appropriated to test the wells in the various parks with a view of deter- mining whether or not there is a dependable water supply underneath the City. Mr. Latham moved that the City Manager bring in an estimate of the cost of the pumping as well as the digging of a well of sufficient depth in order to determine the water supply,seconded by Mr. Probst and- carried. 9. From City Attorney A. P. St. Sure, stating that under the law the assessment for the year 1918-1919 now standing against the Gospel Hall, Chapin Street and Lincoln Avenue , cannot be cancelled. Mr . Probst moved' that the recommenda- tion be adopted, seconded by Mr. Latham and carried. 10. ✓' A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Forbidding the Riding on the Top or on the Fenders of Street Cars and Providing a Penalty for Violation Thereof. " came up for passage. Mr . Probst moved that the Ordinance lie over undefinitely, seconded by Mr. IToy and on roll call lost by the following vote :-Ayes;Councilman Probst, Noes : Councilman Latham. Not voting: Councilmen Noy, Otis and President Majors, Mr. Otis moved that the Ordinance be adopted, seconded by Mr. Latham and carried by the following vote:- Ayes :Councilmen Latham, Otis and President Majors, (3) . Noes :Councilmen Probst and Noy, ( 2) . 11. ✓ Mr. Latham moved that the City Manager post suitable notices of the passage of the Ordinance in, conspicuous placed, seconded by Mr. Otis and carried by the following vote : - Ayes: Coun.ciln Latham, Otis and President TvIajors, (3) . City Manager Hewes reported relative to the use of the building at the corner of Oak Street and Lincoln Avenue owned by A. T. Gay, as a st'T.ble , and recommend- ed that the permission be denied as the building was not fire proof. Mr . Otis moved that the r. ec omnrendat ion be adopted , seconded by Mr. Latham and carried. 13. Mr. Hewes also stated that specifications for the p 'rchase of a Two-Ton Truck for the use of the Street Department had been prepared. Kr._ Latham moved that the City Clerk advertise for bids as per the s ^ecifications of the City Manager, seconded by Mr . Probst and carried. 14. Mr . Hewes, stated that an Ordinance creating various business districts of the City of Alameda had been prepared, whereupon a Bill entitled "A Bill For Ordinance No. New Series. Establishing a Business Zone in the City of Alameda and Provid.Lng Regulations Therefor. " was introduced and laid over under the provisions of the Charter. 15. Mr. Hewes also brought up the matter of the Ordinance on Garbage Rates and stated that some modifications would have to be made. He. Latham moved that the members of the Scavenger's Association be notified to be present at the next meeting of the Council to discuss the same , seconded by Mr. Probst and carried. 16. Mr. Henry Martine addressed the Council and protested against the inadequate service that .as being furnished to the residents of the City of Alameda and asked that some action be taken whereby an improvement could be made , either by urging • October 1st , 1918 . Oa'-land Terminal Railways, seconded by Mr. Probst and. carried. 17. Yr . Probst brought up the matter of sufficient light at the corner of Tynan Avenue and Webster Street for the accommodation of the workers of the Bethlehem Steel Corporation. He moved that the City Manager take up the matter and ascertain how much• it would cost to install lights , seconded by Mr. Latham and carried. 18. Mr . Probst also brought up the matter of the need of a station at the corner of High Street and Fernside Boulevard to accommodate passengers using the Southern Pacific electric lines. City Manager Hewes stated that ground for this Station had been promised and that the Company had agreed to build but that the promise had not been fulfilled. Yr. Probst moved that the City Clerk address a letter to the Southern Pacific Company stating that it was the sense • of the Council that this building should be erected at once, seconded by Mr. . Latham and carried. There being no further business to transact the Council adjourned to meet in regular session, Tuesday evening, October 15th, 1918 at 8 o'clock P. M.
