1918-10-05 Regular CC Minutes +t: REGULAR MEETING ET ING OF THE COUNCIL OF THE CITY OF ALAME,DA, TUESDAY, OCTOBER 15,1918. The meeting convened at 8:05 P.M. with Council President Majors presiding. In the absence of City Clerk R. E. Bosshard, A.F.St. Sure was appointed City Clerk pro tern. The roll was called and Councilmen Latham, Noy, Otis, Probst and President Majors (5 ) were noted present. Absent, None. The minutes of the previous meeting were approved as read. 1. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No.165 Transferring from the General Fund to the Police , Pension Fund the sum of 0161.75 as a Loan." Mr. Otis seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 2. ' Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No.166 Transferring 08,494.72 from the account of F.J.Croll, Assessor, to various Funds. " Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following was received: 3. / Copy of Corrected Budget for the year 1918-1919.. Ordered filed. The following communications were received: 4. From the Aberthaw Construction Co. submitting an agreement between them- selves, D.B.Hunter and the City of Alameda, regarding a spur track across Webster Street to Hunter' s Wharf. 5. / Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No.167 Confirming, Ratifying and Approving Agreement between the Aberthaw. Construction Company, D.B.Hunter and the City of Alameda. " Mr. Noy seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The agreement was thereupon ordered filed. 6. An Affidavit showing due publication of "Notice to Dealers in Motor Trucks". Ordered filed. In response to said notice, the Clerk stated that he was in receipt of five bids. Er. Probst moved that the bids be received and opened, seconded by Er. Latham and carried. Thereupon the Clerk opened the bids and read as follows : From the Haynes Motor Sales Company, offering a truck at the price of ., 3245o00. The bid was accompanied by a certified check for 0324.50. From, William L. Hughson Co. offering a truck at the price of ti 3587.00. Also a.`slightly used- car at �, 3387.00. The bid was accompanied by a certified check of $ 358.70. From the Autocar Sales and Service Company offering the following: Steel lined wood body, 02995.00 All steel body, N3000.00 The bid was accompanied by a certified check of 43O0.00 From the Moreland Motor Truck Company offering a truck at the price of 3720.25. The bid was accompanied by a certified check of ti 372.O3. From the International Mack Corporation offering a truck at the price of 3'716.25. The was accompanied by a certified check of 0371.62. Mr. Probst moved that the bids be referred to the City Manager and City Engineer, seconded Other communications : 7. From the Committee on Non-War Construction,submitting a schedule of conditions affecting the war. Ordered filed. 8. ' From the San Francisco-Oakland Terminal Railways relative to the complaints that had been made against the inadeq uate street car service in the City of Alameda. Mayor Majors submitted a letter received from Frank Miller giving instances of the poor service which the Company has been giving. Mr. Probst moved that the City Clerk be instructed to send a copy of the communication from Mr. Miller to the San Francisco-Oakland Terminal. Railways, together with the recommendation that cars be switched back at Webster Street Bridge and to run through to High Street at such times when traffic conditions do not permit of suitable service because of the interference by bridge openings; seconded by Mr. Otis and carried. 9 . From California Conference on City Planning. Ordered filed. 10. "/ From City Manager Charles E. Hewes, recommending that all bids for printing for the year 1918-1919 be rejected and that he be instructed to buy in the open market, if such procedure were legal and the Council deemed it ad- visable. Mr.Latham moved that all bids be rejected and that the Clerk be instructed to advertise a second time, seconded by Mr. Probst and on roll call carried unanimously. 11. From the United States Shipping Board relative to the request of the Southern Pacific Company for the placing of high tension wires on certain streets in this City. Messrs. Leavitt and Babcock were present and addressed the Council on the subject and argued that because of market and labor conditions the cost of placing same under ground was prohibitive. After some discussion Mr. Probst moved that , a permit be granted to place the wires on the following streets: Beginning at the corner of Grand Street and Clement Avenue, thence southerly on Grand Street to the north line of Buena Vista Avenue, thence westerly along the north line of Buena Vista Avenue to Sherman Street, thence northerly along Sherman ztreet to the private right of way, and that the City Attorney be instructed to prepare the necessary papers, seconded by Mr. Latham, and on roll call carried unanimously. 12. City Attorney St. Sure reported that at the request of City Manager Hewes he had attended a meeting of the Berkeley City Officials relative to the pur- chase of a municipally owned water project. He found that no definite plans had as yet been made by Berkeley, but that the matter was receiving some consideration. .;hat final disposition would be made is indefinite at the present time. 13. "Four or five collections per month, 40 cents" seconded by Mr. Otis and on roll call carried. Mr. • Otis moved that the ordinance as amended be adopted, seconded by Er. Lathamand on roll call carried unanimously. 14. ,// A Bill entitled "A Bill For Ordinance No. N.S. Establishing a Business Zone in the City of Alameda and Providing Regula- tions Therefor. " was laid over for further consideration. 8 " trians on Webster Street roadway, between Atlantic Avenue and Tynan Avenue . He moved that the City !,Tanager ascertain the cost of the construction of a temporary board walk between the two streets mentioned and report back to the Council, seconded by Mr. Latham and carried. Claims against the General Fund amounting to 084.00; against the Police Fund amounting to 0242.93; against the Fire Fund amounting to 0490.66 ; against the Street Department amounting to 02521.51; against the Health Department amounting to 053.72; against the Recreation Department amounting to 0292.81; against the Store Fund amounting to :3119 .46; against the Relief Fund amounting to 059.83; against the Municipal Electric Light Fund amounting to 03837.39 ; against the Police Pension Fund amounting to 0862.50 and against the School General Fund amounting to 0500.00 having been approved and audited by the proper officials were listed by the Clerk as follows: GENERAL FUND.
