1918-10-28 Regular CC Minutes SPECIAL MEETING OF THE COUNCIL OP TIC CITY OF ALAMEDA,
MONDAY EVENING, OCTOBER 28TH, 1918.
The meeting convened at 8:05 o ' clock P.M. , with Council President Majors
presiding.
Roll was called and Councilmen Latham, Noy, Otis, Probst and President Majors
were noted present. Absent, None.
The Clerk read the call of the meeting as issued by President Majors, which
_provided for the passing of an Emergency Health Ordinance to meet the present
influenza epidemic situation; and also, to purchase a motor truck for the use of
the Street Department . Ordered filed.
1. / An ordinance requiring the wearing of masks was presented, but City Attorney
St. Sure advised that the same could be neither introduced nor passed at a special
meeting of the Council. The matter was therefore laid over until the next regular
meeting to be held November 6th.
2. V Mr. Otis moved in lieu of an ordinance compelling all persons to wear masks
that the Health Officer be instructed to make the necessary regulations applicable
to the circumstances, to prevent the spread of influenza. Seconded by Mr. Latham
and carried.
3. ✓ City Manager Hewes and City Engineer Hamilton reported on the auto truck to be
purchased for the Street Department and recommended that the bid of the Moreland Eotor
Truck Company be accepted. Mr. Philip S. Cole, agent for the Republic Truck was
present and addressed the Council. After some discussion, Mr. Otis moved that the
recommendations of the City Manager and the City Engineer be adopted, seconded by
Mr. Probst and carried by the following vote : Ayes : Councilmen Otis and Probst and
President Majors. Noes: Councilmen Latham and Noy.
There being no further business to transact, the Council adjourned to meet in
regular session, November 6th,1918.
