1918-11-06 Regular CC Minutes Hp REGULAR MEETING ING OP THE COURC I'L OF THE CITY OF ALLiv DA, HELD WEDRESDAY EVENING, NOVELiBER 6th, 1918. The meeting convened at 8:12 P.M. , with Council President Majors presiding. The roll was called and Councilmen Latham, Noy, Otis, Probst and President Majors were noted present . Absent, None. The minutes of the regular meeting of October 15th were approved as read. The minutes of the special meeting of October 28th were approved as read. The following were received: The Auditor' s Balance Sheet for the month of October. Ordered filed. The apportionment . of the personal property taxes of 1918-1919 . Ordered filed. 1. An affidavit showing due publication of Notice to Printers, inviting bids for the city's printing for the year 1918-1919, was received and ordered filed. In response to said Notice , the Clerk stated that no bids had been received. City Attorney St . Sure advised that in as much as no bids had been received, the City Manager could be instructed to buy in the open market, such printing as would be required by the City. Whereupon, Mr. Latham moved that the City Il_.nager be so authorized; seconded by Mr. Roy and on roll call carried unanimously. The following communication was received: 2. ' / From Mr. E. K. Taylor, Chairman Alameda Chapter, American Red Cross, re- -- questing the donation of 01000.00 to aid the local Chapter in carrying on the Hos- pital work to combat the influenza epidemic. City Attorney St . Sure advised that such a payment could be made, whereupon, Mr. Latham introduced the following reso- lution and moved its adoption: Resolution No.168 Appropriating One Thousand Dollars for the Use of the _�lameda Chapter of the American Red Cross. Mr. Noy seconded the motion to adopt the resolution and on roll call it vas adopted and passed unanimously. 3. '� Mr. William M. Rank addressed the Council relative to the application of the DeLuxe Transportation Company for a permit to operate a freight carrying motor bus service in the City of Alameda. City Manager Hewes reported that he saw no objection to the same; whereupon _,Ir. Otis moved that the City Attorney prepare the necessary pa-3ers with a view of granting the petition, providing that the company pay all advertising expenses. Seconded by Mr. Latham and carried. 4. /7 City Manager Hewes presented his First Annual Report for the year 1918- 1919 , which was ordered filed. Mr. Latham moved that pro)ces be procured to ascertain the cost of printing the same ; seconded by Mr. Otis and carried. 5. ✓ A Bill entitled: A Bill For Ordinance No. New Series. Providing for the. Acquiring by the City of Alameda of certain new Property to be used for Park and Recreation Purposes. was introduced and laid over under provision of the Charter. 6. // A Bill entitled 9] • Epidemic of Influenza and Providing Penalty for Violation thereof. was introduced ^.nd laid over under provision of the Charter. Sir. Otis moved that when the Council adjourn, it adjourn to meet in adjourned regular session, Tuesday evening, November 12th, at 8 o ' clock, seconded by Ur. Latham and carried. Cross arms, etc. 149 .31 Total, l 6,234.88 Mr. Probst moved that the claims as listed be ,.aid, seconded by Mr. Latham and on roll call carried unanimously. 7. ✓ City Manager Hewes reported on the cost of the construction of a board walk along Webster Streetm between Atlantic Avenue and Tynan Avenue. He est- imated the same at about 01800. An oil macadam walk he figured would cost about 800. Mr. Probst moved that the City Manager ask the g property owners to construct a suit- able 'walk .I Seconded by Mr. Latham end carried. 8. / City Manager Hewes brought up the matter of the permits granted to the Oakland Waterfront Company for dredging and stated that the Company had ceased operations and desired the cancellation of their bonds. Mr. Latham moved that the permits here- tofore granted to the Oakland Water Front Co. for dredging purposes be revaked and the bonds cancelled- Seconded by Mr. Probst and carried.
