1918-12-17 Regular CC Minutes 1 ti EGUL. R MEETING OF TEE COUNCIL OF THE CITY Y OF ALAMEDA, TUESDAY EVENING, DECEMBER 17TH,1918. The meeting convened at 8:17 p. m. with Council-president Majors presiding. The roll was called and Councilmen Latham, Noy, Otis, Probst and President Majors ( 5) were noted present . Absent :None . The Minutes of the regular meeting of December 3rd, 1918 were approved as read. The Minutes of the adjourned regular meeting of December 10th were approved as read. 1. e Mr.. A. W. Pattiani addressed the Council relative to the plan which he had submitted for a memorial monument to the soldiers from Alameda. After some dis- cussion Mr. Latham moved that the Mayor invite citizens of Alameda to submit voluntarily plans for a monument , and also that the Mayor procure a German cannon as a souvenir of the war, seconded by Mr. Probst and carried. 2. / Mr. Otis introduced the following Resolution and moved its adoption: "Resolution No. 177. Transferring $4., 336.69 from the Electric Light Fund to the General Fund." Mr. Probst seconded the Resolution and on roll call it was adopted and passed unanimously. 3. ' Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 178. Authorizing the Auditor and the Treasurer to Pay Salaries of Officials and Employees, December 23,1918." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following communications were received: 4. ✓ From the City Manager submitting a preliminary report on the General zone ordinance for the city of Alameda . Mr. Probst moved that the report be adopt- ed , seconded by Mr. Latham and carried. 5. ✓" Mr. Probst moved that Tuesday evening, January 7th, 1919 at 8 o'clock be fixed as the hour and the Council chamber as the place for the public hearing to be held, wherein all persons interested may be heard, seconded by Mr. Latham and carried. 6. From the United States Railroad Administration relative to the station at Fernside Boulevard and High Street. Ordered filed. 7. / From D. J. Clark, and T. C . West making application for the position of City Attorney. Ordered filed. 8 . ✓ From A. F. St. Sure resigning the position of City Attorney to take effect immediately. Mr. Otis moved that the reignation be accepted, with expression of regret because of the good services rendered by Mr. St. Sure, seconded by Mr. Latham and carried . 9. ✓ The office of City Attorney being now vacant , Mr. Latham asked that the names of Messrs. D. J. Clark, Wm. J. Locke, Judge L. R. Weinmann and T. C . West be placed in nomination for the position, and the 0.air so ordered. Mr . Otis [ 06 December 17th, 1918. plained his vote by saying that he felt satisfied that there were no legal objections to an assemblyman acting as City Attorney. Mr. Probst explained his vote that he favored Mr. Weinmann, but would vote for Mr. Locke in order to make his appointment unanimous. President Majors explained his vote to the effect that all three candi- dates were fully qualified, but that he was opposed to any person now holding office holding a second position and therefor cast his vote for Mr. West. 10. ✓ Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 17.9. Appointing Wm. J. Locke , City Attorney. " Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote: Ayes:Councilmen Latham Noy, Otis, and Probst, (4) . Noes:Council-president Majors, (1) . Absent :None . 11. Mr. Latham submitted a communication on behalf of Mr. Locke in which the latter stated during the months of January and March 1919 while in Sacramento, he would not accept any compensation from the City. Ordered filed. 12. / Mr. St. Sure addressed the Council and felicitated them on the excellent work that had been done and the harmony that existed and expressed his everlasting interest in the affairs of the City of Alameda . 13. / A Bill entitled "A Bill For Ordinance No. New Series. Requiring Wearing of Mask During Epidemic of Influenza and Providing Penalty for Violation. " carve up for passage. Mr. Otis moved that Section 2 be amended to read as follows: "Section 2. When the Health Officer sha. 11 determine that the said epidemic of Spanish influenza is increasing or has ceased to exist in the City of Alameda, said Health Officer shall communicate his determination to the Mayor of the City of Alameda, who thereupon shall issue a proclamation to the people of the City of Alameda proclaiming the fact that the Health Officer has determined that said epidemic is increasing and that this ordinance shall be strictly enforced or that said epidemic has ceased to exist . " and that Section 4 be amended to read as follows:. "Section 4. This ordinance declared to be one for the preserva- tion of the public peace , health enc', safety and one of urgency, and shall take effect and be in force from and after and shall remain in force and ef-'ect as provided for in section 2 hereof, but in no case shall this ordinance remain in effect for a longer period than one year from date hereof." and that the Ordinance as amended be adopted, seconded by Mr. Latham and on roll call carried unanimously. __-> Claims against the General Fund amounting to '5307.70; against the Police Fund amounting to $395.81; against the Fire Fund amounting to $578.68; against the Street Fund amounting to $2065.94; a gainst the Health Fund amounting to 26.93; against the Recreation Fund amounting to $24.06 ; against the Store Fund amounting to u364.9 5�$ 2; against the Relief Fund amounting to y` 93.25; against the Electric Light Fund amounting to 8209.16; and against Municipal Improvement Fund No. 11 amounting to $376.40 having been approved and audited by the proper officials were listed by the Clerk as follows: 1U GENERAL FUND.
