Resolution 16248 CITY OF ALAMEDA RESOLUTION NO. 16248 APPROVING A 24-MONTH EXCLUSIVE NEGOTIATING AGREEMENT WITH PACIFIC FUSION, WITH OPTIONS TO EXTEND FOR A TOTAL OF 33 MONTHS, FOR POTENTIAL DEVELOPMENT OF A 12- TO 18-ACRE PROPERTY ALONG ORION STREET BETWEEN WEST PACIFIC AVENUE AND WEST TICONDEROGA AVENUE AT ALAMEDA POINT, FOR A RESEARCH AND DEVELOPMENT FACILITY WHEREAS, the City is the owner of certain real property located within the City of Alameda, State of California commonly referred to as the former Alameda Naval Air Station, now known as Alameda Point, which includes approximately 23.9 acres property identified Site B and located in the Enterprise District zones of the Alameda Point Zoning Ordinance; and WHEREAS, in 2014, the Alameda City Council approved a Master Infrastructure Plan, General Plan Amendment, and Zoning Ordinance Amendment, and certified an Environmental Impact Report; and WHEREAS, in 2024, City Council held a study session where Council supported the recommendation to advance development of this 23.9-acre area in early 2025; and WHEREAS, Pacific Fusion ("Developer") submitted a letter of interest to the City in December 2024, proposing to develop a portion of this property with a research and development facility focused on innovations in the clean energy sector, generating an estimated 200 jobs in the region; and WHEREAS, City and Developer seek to advance negotiations on a possible sale of property and development. NOW, THEREFORE, BE IT RESOLVED, that the Alameda City Council authorizes the City Manager to execute a 24-month Exclusive Negotiation Agreement with options to extend for a total of up to 33 months with Pacific Fusion in substantial conformance with Exhibit 3 to Staff Report 2025-4757. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in regular meeting assembled on the 18th day of February 2025, by the following vote to wit: AYES: Councilmembers Boller, Jensen, Pryor and Mayor Ezzy Ashcraft—4.
