CITY OF ALAMEDA RESOLUTION NO. 16379
DETERMINING THAT THE PUBLIC INTEREST AND NECESSITY
DEMAND THE ADOPTION AND IMPLEMENTATION OF THE 2026
EMERGENCY OPERATIONS PLAN (EOP) TO ENHANCE THE CITY OF
ALAMEDA’S EMERGENCY AND DISASTER PREPAREDNESS,
RESPONSE, AND RECOVERY CAPABILITIES
WHEREAS, the preservation of life, property, and the environment is an inherent
responsibility of local government; and
WHEREAS, the City of Alameda may be subjected to emergencies and disasters
of all types; and
WHEREAS, the California Emergency Services Act, Government Code Sections
8610 et seq., requires cities to have an Emergency Operations Plan to ensure effective
and efficient operations in the event of an emergency or disaster; and
WHEREAS, the Federal National Incident Management System (NIMS) and
California’s Standardized Emergency Management System (SEMS) legislation
(Government Code Section 8607(e)(1)) require the creation, maintenance, training, and
exercising of emergency response protocols by every local government; and
WHEREAS, the State Legislature mandated that all such plans be written using
the SEMS structure; and
WHEREAS, the State Legislature has adopted legislation in the last few years
requiring cities and counties to address topics like evacuation and access and functional
needs within the Emergency Operations Plan; and
WHEREAS, the updated City of Alameda Emergency Operations Plan describes
how the City of Alameda will manage and respond to major emergency incidents including
implementation of an Incident Command System, the Standardized Emergency
Management System, and the National Incident Management System; and
WHEREAS, all City department heads have had the opportunity to review and
comment on the plan as written.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda
determines the following:
SECTION 1. Accepts and adopts the Emergency Operations Plan attached hereto
and incorporated herein by reference.
SECTION 2. The Emergency Operations Plan will be reviewed, revised, and re-
promulgated every five years or whenever substantial changes occur.
SECTION 3. Changes to the annexes and appendices, and non-substantive
changes to the Basic Plan, may be made without formal City Council approval.

I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular meeting
assembled on the 7th day of April 2026, by the following vote to wit:
AYES: Councilmembers Boller, Daysog, Jensen, Pryor and Mayor
Ezzy Ashcraft – 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
