Resolution 16381 CITY OF ALAMEDA RESOLUTION NO. 16381 AMENDING THE FISCAL YEAR 2025-26 REVENUE AND EXPENDITURE BUDGETS OF GRANTS FUND (222) AND THE CAPITAL IMPROVEMENT PROJECT FUND (C71100) BY $2,640,000 AND TO INCREASE AUTHORIZED EXPENDITURES IN THE GENERAL FUND BY $50,000 AND INCREASE AUTHORIZED TRANSFER REVENUE AND EXPENDITURE BUDGET IN THE BAY FARM ISLAND ADAPTATION PROJECT (C71100) BY $50,000 WHEREAS, on June 17, 2025, the City Council adopted a budget representing the financial plan for conducting the affairs of the City of Alameda for the Fiscal Year beginning July 1, 2025 and ending June 30, 2027; and WHEREAS, the City of Alameda applied to and was awarded a state grant totaling $2,640,000 through the State Coastal Conservancy for the Bay Farm Island Adaptation Project after the aforementioned budget was adopted; and WHEREAS, the purpose of the grant is to continue the design to 60 percent, complete the environmental documentation, coordinate permitting and conduct community engagement; and WHEREAS, the City Council has considered the report and recommendations of the Interim City Manager on the budget amendments and has determined that the budget amendments are both fair and appropriate; and WHEREAS, the budget request is happening outside the regular budget cycle because this is a previously approved Council project, the grantor is seeking grant acceptance before May 2026 and the staff allocation is necessary to support implementation of the grant; and WHEREAS, this budget ensures that the City of Alameda has exercised prudent judgment in its fiduciary responsibility as guardian of the public tax dollars. NOW, THEREFORE, BE IT RESOLVED that the Alameda City Council amends the Fiscal Year 2025-26 Budget to increase authorized revenue and transfer expenditures budget in the Grants Fund (222) by $2,640,000, and the Alameda City Council amends the Fiscal Year 2025-26 Budget to increase authorized revenue and expenditure budgets in the Bay Farm Island Adaptation Project (C71100) by $2,640,000, and the Alameda City Council amends the Fiscal Year 2025-26 Budget to increase authorized transfer expenditure budget in General Fund (10062032) and increase authorized transfer revenue budget in the Bay Farm Island Adaptation Project (C71100) by $50,000.              * * * * * I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 7th day of April 2026, by the following vote to wit: AYES: Councilmembers Boller, Daysog, Jensen, Pryor and Mayor Ezzy Ashcraft – 5.
