TUESDAY- -MARCH 19, 2002- -7:20 P.M.
Chair Appezzato convened the Special Meeting at 8:06 p.m.
Commissioner DeWitt led the Pledge of Allegiance.
ROLL CALL - Present: Commissioners Daysog, DeWitt, Johnson,
Kerr, and Chair Appezzato - 5.
Absent: None.

Minutes of the Special Community Improvement Commission Meeting of
February 19, 2002. Approved.
Commissioner Johnson moved approval of the minutes.
Commissioner Kerr seconded the motion, which carried by unanimous
voice vote - 5.
AGENDA ITEM
(02 -007) Recommendation to endorse an Application to the
Metropolitan Transportation Commission for a Capital Grant in the
amount of $2,000,000 for the Park Street Streetscape and Town
Center Project and authorize City Matching Funds in the amount of
$500,000 from the Business and Waterfront Improvement Project.
Robb Ratto, Park Street Business Association (PSBR), stated the
PSBR has gone through an extensive Streetscape process; MTC funding
for Park Street should go forward; urged Council to endorse staff
recommendation.
Jon Spangler, Alameda, stated that he supports the Grant
Application; urged the Council to support it and consider finishing
both Webster Street and Park Street when the grants are received.
Commissioner Johnson moved approval of the staff recommendation.
Commissioner Kerr seconded the motion, which carried by unanimous
voice vote - 5.
(02 -008) Recommendation to approve the transfer of Inclusionary
Housing Obligations from KB Home South Bay Inc., to the Alameda
Development Corporation, per the Owner Participation Agreement with
KB Home for the Marina Cove Residential Development Project in the
Business and Waterfront Improvement Project.

Robert Kemp, Alameda Development Corporation (ADC), stated that he
is in favor of transferring inclusionary housing; ADC's mission is
to develop low to moderate income housing; ADC has a project at 626
Buena Vista to develop 9 units of low to moderate income housing
and is in negotiation with KB home for 12 -14 homes at Marina Cove.
Commissioner Johnson inquired if inclusionary housing remains
inclusionary housing, to which Mr. Kemp responded in the
affirmative.
Commissioner Kerr inquired if inclusionary housing will remain on
the KB site, to which Mr. Kemp responded in the affirmative.
Mayor Appezzato thanked ADC for doing a tremendous job.
Commissioner Kerr stated a group in Oakland just finished a Work/
Live project, which was very imaginative; they used various funding
sources not available to cities; Alameda should reach outside to
access funding which other groups are using.
Commissioner Johnson moved approval of the staff recommendation.
Commissioner DeWitt seconded the motion, which carried by unanimous
voice vote - 5.
ADJOURNMENT
There being no further business, Chair Appezzato adjourned the
Special Meeting at 8:15 p.m.
