Acting Mayor DeWitt convened the Regular Meeting at 7:38 p.m. Girl
Scout Junior Troop No. 2775 Presented the Colors and led the Pledge
of Allegiance.
ROLL CALL - Present: Councilmembers Daysog, Kerr, Johnson and
Acting Mayor DeWitt - 4.
Absent: None.
Presentation
(02 -570) Presentation honoring Mayor Ralph J. Appezzato.
The City Council presented artwork to Marilyn Appezzato.
Recess /Refreshments
Acting Mayor DeWitt called a recess at 7:40 p.m. and reconvened the
Regular Meeting at 8:03 p.m.
Acting Mayor DeWitt recognized former Mayor Ray Kranelly; City
Auditor Kevin Kearney; Cecelia Cervantes, President of the Alameda
Community College; Mike McMahon and Tracy Jensen of the School
Board; Doug Siden, East Bay Regional Park District Representative;
Steve Schwartzberg, Executive Director Alameda County Lead
Poisoning Prevention; and Judge C. Richard Bartalini in the
audience.

Comments by New Citv Council
(02 -572) Mayor Johnson presented a plaque to Councilmember DeWitt
in recognition of his contributions as Acting Mayor.
Councilmember DeWitt stated that he is proud to have served the
City of Alameda as Acting Mayor.
Melody Marr, Alameda Chamber of Commerce, thanked Councilmember
DeWitt for attending Chamber events.
Michelle Frederick, West Alameda Business Association, thanked
Councilmember DeWitt for his support.
Rob Ratto, Park Street Business Association, thanked Councilmember
DeWitt for his leadership.
(02 -573) Councilmember Matarrese thanked his campaign manager,
family, and supporters.
(02 -574) Councilmember Daysog thanked his parents, friends, and
the citizens of Alameda for their support.
(02 -575) Mayor Johnson thanked former Mayor Appezzato, friends,
family, and supporters.
Consideration of Appointment of Vice Mayor
(02 -576) Mayor Johnson moved that Council appoint Councilmember
Tony Daysog as Vice Mayor.
Councilmember Kerr seconded the motion, which carried by unanimous
voice vote - 5.
Vice Mayor Daysog thanked Council for the appointment.
(02 -577) Minutes of the Special and Regular City Council Meetings
held on December 3, 2002. Approved.
Councilmember Daysog moved approval of the minutes.

Councilmember Kerr seconded the motion, which was carried by the
following voice vote: Ayes: Councilmembers Daysog, DeWitt, Kerr and
Mayor Johnson - 4. Abstentions: Councilmember Matarrese - 1.

PROCLAMATIONS, SPECIAL ORDERS OF THE DAY AND ANNOUNCEMENTS

CONSENT CALENDAR
Mayor Johnson announced that the Resolution Establishing Annual
Free All -Day Parking [paragraph no. 02 -586] was removed from the
Consent Calendar for discussion.
Councilmember Kerr moved approval of the remainder of the Consent
Calendar.
Councilmember DeWitt seconded the motion, which carried by
unanimous voice vote - 5.

( *02 -578) Recommendation to accept transmittal of the City of
Alameda Comprehensive Annual Finance Report (CAFR) for Fiscal Year
Ended June 30, 2002; the Auditor's Report on Agreed Upon Procedures
on Compliance with Vehicle Code Section 40200.3 Parking Citation
Processing; the Agreed Upon Procedures Report on Compliance with
the Proposition 111 2001 -02 Appropriations Limit Increment; the
Independent Auditor's Report on Measure B Compliance; the Police
and Fire Retirement System Pension Plans 1079 and 1082 Audit
Report; and the Metropolitan Transportation Commission Grant
Programs Financial Statements for Year Ending June 30, 2002.
Accepted.
( *02 -579) Recommendation to accept the Community Improvement
Commission's Annual Report. Accepted.
( *02 -580) Recommendation to accept Annual Review of the Affordable
Housing Ordinance. Accepted.
( *02 -581) Recommendation to adopt Plans and Specifications and
authorize Call for Bids for City Hall West Elevator Project, No.

P.W. 06- 01 -18. Accepted.
( *02 -582) Recommendation to award contract to San Francisco Dry
Dock, Inc. for Alameda Ferry Boat Encinal Refurbishment and Re-
powering Project, No. P.W. 04 -02 -05 and authorize staff to adjust
project scope to be within project budget. Accepted.
( *02 -583) Recommendation to approve Contractor Agreement with
Community Playgrounds, Inc. in the amount of $125,770 for the
Washington Park Playground Renovation Project and approve the
project budget appropriation of $150,000 for CIP Project #94 -25.
Accepted.
( *02 -584) Resolution No 13545, "Approving Salary and Benefit
Adjustments for the City Clerk, Assistant City Manager, Deputy City
Manager, Human Resources Director and the Executive Management
Team." Adopted.
( *02 -585) Resolution No. 13546, "Reappointing T. David Edwards as
Trustee to the Alameda County Mosquito Abatement District."
Adopted. Adopted.
(02 -586) Resolution No. 13547, "Establishing Annual Free All -Day
Parking, with a Three -Hour Maximum Per Car Per Space, for the
Webster Street and the Park Street Business Districts on the
Saturday before Christmas Day."
Jon Spangler, Alameda, suggested Council direct the City to provide
secure bike parking for the Webster Street and the Park Street
Business Districts.
Vice Mayor Daysog moved adoption of the resolution.
Councilmember Matarrese seconded the motion, which carried by
unanimous voice vote - 5.
(02 -587) Ratified Bills in the amount of $ 2,116,669.91.
REGULAR AGENDA ITEMS

ORAL COMMUNICATIONS, NON- AGENDA
(02 -588) Michael John Torrey, Alameda, congratulated the new
Mayor, Vice Mayor and Councilmember and wished everyone a happy
holiday.

(02 -589) Lucille Cannata, Alameda, submitted a letter to Council
and urged Council to rescind changing the name of Atlantic Avenue
to Ralph J. Appezzato Memorial Parkway.
COUNCIL COMMUNICATIONS
(02 -590) Councilmember Kerr recognized Alameda Power and Telecom
for being prepared for stormy weather; noted Alameda did not
experience power outages.
The City Manager recognized the Public Works Department for its
effort.
(02 -591) Councilmember DeWitt stated that he received materials
regarding the City of Alameda's two sister cities; requested the
matter be placed on an upcoming agenda under Council Communications
to inform the public.
The City Manager stated the information would be placed on the
City's website.
ADJOURNMENT
There being no further business, Mayor Johnson adjourned the
Regular Meeting at 8:38 p.m.
