Mayor Johnson convened the Special Meeting at 6:35 p.m. Vice Mayor
Daysog led the Pledge of Allegiance.
Roll Call - Present: Councilmembers Daysog, Kerr, Matarrese
and Mayor Johnson - 4.
Absent: None.

(03 -384) Study Session to address the Budget.
The Finance Director gave a brief PowerPoint presentation on the
status of the budget and State impacts.
Councilmember Kerr noted that if City Hall closes on Fridays,
offices should remain open after 5:00 p.m. Monday through Thursday;
that the amount of money which the City provides to the Alameda
Unified School District does not include the donation of money for
the Miller School playground; suggested that the calculations for
calls to the Harbor Isle Apartments be provided per dwelling unit;
stated the Alameda Collaborative landlord should be held to State
laws; stated in lieu of taxes, the Collaborative is only paying
$0.01 per square foot for City services; requested staff to review
the $0.01 per square foot charge; requested sales tax information
for the Chevron Station at 1802 Webster Street.
In response to Vice Mayor Daysog's comments about increasing the
number of police officers, the City Manager submitted information
on police department staffing levels.
Vice Mayor Daysog requested that the matter of increasing the
number of police officers return to Council for action.
Councilmember Matarrese requested information on a proposed bill,
which would reduce the percentage of votes required to pass a
public safety tax down to 550; suggested Council review placing a
measure on the ballot to raise revenues until the economy recovers.
The City Manager provided sales tax information to the Council.
In response to Mayor Johnson's inquiry whether the matter would be
placed on a regular meeting agenda for action, the City Manager
suggested that the Council review the fiscal policies adopted by
the City Council in 1997.

Councilmember Kerr requested an estimate of the amount of interest
the City would have to pay per year if the City's bond rating
dropped from AA- to A.
Mayor Johnson stated the Harbor Bay Isle Apartment's statistics on
the number of police calls should be monitored; if there is not a
substantial, immediate decline in the number of calls for service,
the Council should review requiring the property owner to pay for
the [police] service.
The City Manager stated that staff would provide monthly reports on
the number of calls.
Councilmember Kerr requested that the report also include the
number of calls at the Alameda Point Collaborative.
Adjournment
There being no further business, Mayor Johnson adjourned the
Special Meeting at 7:29 p.m.
