Mayor Johnson convened the Regular Meeting at 7:51 p.m.
Councilmember Kerr led the Pledge of Allegiance.
ROLL CALL - Present: Councilmembers Daysog, Kerr, Matarrese
and Mayor Johnson - 4.
Absent: None.
AGENDA CHANGES
(03 -399) Mayor Johnson announced that the Public hearing to
consider endorsing the City's participation in the Regional Bus
Shelter Advertising Program [paragraph no. 03 -4091 would be
continued to September 16, 2003, and Introduction of Ordinance
Approving a Purchase and Sale Agreement with Harbor Bay Storage LLC
[paragraph no. 03 -410] would be continued to October 7, 2003.
PROCLAMATIONS, SPECIAL ORDERS OF THE DAY AND ANNOUNCEMENTS
(03 -400) Presentation honoring Councilmember Al DeWitt.
Mosetta London read poems in memory of the late Councilmember Al
DeWitt. The Mayor and Council presented artwork to Virginia
DeWitt, widow of Al DeWitt. Councilmember Kerr presented Mrs.
DeWitt with a plaque from the Lead Poison Prevention Program.
(03 -401) Presentation by West Alameda Business Association
regarding the Peanut Butter Jam festival.
Ed Clarke, President of the West Alameda Business Association
Board, announced the upcoming Peanut Butter Jam festival on Webster
Street and invited everyone to attend.
(03 -402) Proclamation declaring September 7 -13 as "California
History Week."
Mayor Johnson read the proclamation and presented it to Pamela
Vandekamp, President of the local chapter of the Native Daughters
of the Golden West.
(03 -403) Proclamation declaring September 15 -21 as Pollution
Prevention Week in Alameda.
Mayor Johnson read the proclamation and presented it to Pamela
Evans, Coordinator of the Alameda County Green Business Program.
(03 -404) Presentation by Alameda County Industries on the Annual
Scheduled Residential Cleanup.

Lou Pellegrini, Vice President of Alameda County Industries, gave a
Power Point presentation outlining the Annual Residential Cleanup.
CONSENT CALENDAR
Mayor Johnson announced that the Ordinance Accepting a Quitclaim
Deed from East Bay Municipal Utility District [paragraph no. 03-
406] was removed from the Consent Calendar for discussion.
Vice Mayor Daysog moved approval of the remainder of the Consent
Calendar.
Councilmember Matarrese seconded the motion, which carried by
unanimous voice vote - 4. [Items so enacted or adopted are
indicated by an asterisk preceding the paragraph number.]
( *03 -405) Minutes of the Special and Regular City Council Meetings
held on August 19, 2003. Approved.
(03 -406) Introduction of Ordinance Accepting a Quitclaim Deed from
East Bay Municipal Utility District Relinquishing Previous
Easements for the Naval Air Station Alameda Replacement Wastewater
Interceptor System Project and Approving and Authorizing the
Execution of Revised Easements Between East Bay Municipal Utility
District, as Grantee, and the City of Alameda, as Grantor, for the
Naval Air Station Alameda Replacement Wastewater Interceptor System
Project. Introduced.
Len Grzanka, Alameda, discussed the former Navy Base and submitted
a copy of his comments to the City Clerk.
Councilmember Matarrese moved introduction of the ordinance.
Councilmember Kerr seconded the motion, which carried by unanimous
voice vote - 4.
Councilmember Kerr noted Mr. Grzanka's comments express an opinion
held in Washington D.C.
( *03 -407) Ratified bills in the amount of $7,527,867.04.
REGULAR AGENDA ITEMS
(03 -408) Resolution No. 13628, "Appointing Charles A. Bangert as a
Member of the City Public Utilities Board." Adopted.
Vice Mayor Daysog moved adoption of the Resolution.

Councilmember Matarrese seconded the motion, which carried by
unanimous voice vote - 4.
The City Clerk administrated the Oath of Office and presented Mr.
Bangert with a certificate of appointment.
(03 -409) Public hearing to consider endorsing the City's
participation in the Regional Bus Shelter Advertising Program and
to consider Zoning Text Amendment ZTA03 -0002 to amend Alameda
Municipal Code Subsection 30 -6.15 (Signs Exempt) of Section 30 -6
(Sign Regulations) to permit the display of advertising on bus
shelters; Final Passage of Ordinance Amending Alameda Municipal
Code Section (b) of Subsection 30 -6.15 (Signs Exempt) of Section
30 -6 (Sign Regulations) of Chapter XXX (Development Regulations)
to Permit the Display of Advertising on Bus Shelters; and Adoption
of Resolution Authorizing the City Manager to Execute the First
Amendment to the Joint Powers Agreement for Implementation of a
Transit Shelter Advertising Program. Continued to September 16.
(03 -410) Introduction of Ordinance Approving a Purchase and Sale
Agreement with Harbor Bay Storage LLC and Joint Escrow Instructions
for Sale of Parcels 109 -5 (Harbor Bay Storage Leased Fee Interest),
Parcel 109 -2 (Old Maitland Drive), and Parcel 109 -4 (a Remainder
Parcel), and Directing the City Manager to Execute all Necessary
Documents to Implement the Transaction; and Recommendation to
provide direction regarding deposit of a specified portion of the
Proceeds of Sale into a separate Fund whose use would be determined
by Council at a later time. Continued to October 7.
