Resolution 12591 and Staff ReportCITY OF ALAMEDA RESOLUTION NO. 12591 SUPPORTING THE TRANSPORTATION ADVISORY COMMITTEE'S (TAC) RECOMMENDATION REGARDING DIAGONAL PARKING ON THE SOUTH SIDE OF CENTRAL AVENUE BETWEEN WILLOW STREET AND OAK STREET, EXTENDING THE PREFERENTIAL PARKING PERMIT PROGRAM AND AMENDING THE PREFERENTIAL PARKING PERMIT ZONE MAP WHEREAS, diagonal parking was installed on Central Avenue as a temporary measure to offset parking disruption during the construction of the Alameda Unified School District (AUSD) gymnasium and adult school relocation; and and WHEREAS, AUSD has requested that it be permanently retained; WHEREAS, the completed AUSD project has resulted in an AUSD parking deficit of 140 spaces; and WHEREAS, diagonal parking has helped to offset the AUSD parking deficit by increasing on- street parking from 36 parallel to 59 diagonal stalls; and WHEREAS, the existing diagonal parking is an integral part of the school district's Transportation Systems Management Program; and WHEREAS, AUSD has not met the Average Vehicle Ridership goals required by the City's TSM ordinance; and WHEREAS, the relocated adult school classes warrant a three - hour time limit. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Alameda hereby supports the TAC's recommendations regarding diagonal parking on the south side of Central Avenue between Willow Street and Oak Street as follows: (1) Diagonal parking be made permanent, but that the accident history be periodically monitored and if a safety concern arises the matter be returned to the TAC for action; (2) A three -hour signed time limit, from 7:00 a.m. to 6:00 p.m. be installed; (3) Require AUSD's TSM Program to issue free permits to adult school students and staff who carpool; and (4) Amend the Preferential Permit Parking Zone map to include the area bounded by Central Avenue to the north, Willow Street to the west, Oak Street the east, and Alameda Avenue to the south and extend the trial period for Preferential Permit Parking until December 31, 1995 and authorize AUSD to implement and administer a Residential Parking Permit Program adjacent to Alameda Historical High School for a one year trial period. A maximum of 10 permits shall be sold for a fee of $20 /month. Warnick Public Works Director Re: Resolution Supporting the Transportation Advisory Committee's (TAC) Recommendation Regarding Diagonal Parking on the South Side of Central Avenue Between Willow Street and Oak Street, Extending the Preferential Parking Permit Program and Amending the Preferential Parking Permit Zone Map Background: Diagonal parking was installed on Central Avenue as a temporary measure to offset parking disruption during the construction of the Alameda Unified School District (AUSD) gymnasium and adult school relocation. In order to discourage student drive alones, and to help the City meet the State - mandated clean air rules, the school district was required to implement a preferential permit program for carpoolers and to limit parking to two hours. The permit program is a part of AUSD's Transportation Systems Management (TSM) Program which was approved by the Mayor's TSM Committee. Construction is now completed. The AUSD is responsible for converting the parking back to its original parallel layout. AUSD has requested that the diagonal parking be allowed to remain and the two -hour restriction be modified. Discussion /Analysis: The Historic Alameda High School and the district office site has a net parking deficit of 140 spaces. Diagonal parking has helped to offset this deficit by increasing on- street parking from 36 parallel to 59 diagonal stalls. Staff has reviewed the accident history in this block and determined that there has been no net increase in accidents as a result of diagonal parking. The two -hour time limit has helped to discourage unnecessary drive alone trips by students and faculty, and to encourage alternative transportation by employees. There is a proposed Alameda Theatre Revitalization Project which would benefit from the additional parking provided by diagonal parking during non - school peak hours. Re: Resolutions #4 -C CC 12 -6 -94 Honorable Mayor and Page #2 Councilmembers November 17, 1994 The existing diagonal parking is an integral part of the school district's TSM Program. AUSD uses this parking to promote carpooling and sells staff parking permits. These permits exempt employees who carpool from the two -hour parking restriction. If the preferential carpool parking is eliminated, the school district would be required to submit a revised TSM Program to the Mayor's Committee for approval. Since the school district is currently not meeting the City's TSM ordinance's required Average Vehicle Ridership (AVR) goals, a reduction in AUSD's already modest program is not advisable. Modification of the existing two -hour time restriction to a three -hour time limit would help alleviate the new parking demand caused by the adult school. Area residents have expressed opposition to time limited parking and have requested residential parking permits be established in•the area which would exempt residents from the three -hour time limit. The TAC recommended that in conjunction with increasing the parking time limit to three hours, the AUSD be required to maintain their ongoing TSM Program including the sale of free parking permits for carpoolers. Municipal Code: Alameda Municipal Code Reference: Section 12 -17. Budget Consideration /Financial Impact: There is no fiscal impact to the City associated with this project.
