SUBJECT: Adoption of Resolution Declaring Support for Measure A,
Alameda Unified School District Parcel Tax Measure
Background
This item is brought to you at the request of Mayor Appezzato and Councilmember Johnson.
Of the 18 school districts in Alameda County, Alameda Unified School District (AUSD) receives less funding
from the State per student than each of the other school districts. Annual educational spending in Alameda is
now almost $1,500 less per student than the national average and $1,000 less per student than nearby school
districts. AUSD reduced its budget by over a million dollars last year. This year, the district expects to
further reduce its budget resulting in the elimination of personnel and programs.
Discussion
Measure A, a parcel tax, has been placed on the November 6, 2001 ballot to provide local funding to AUSD
for a limited five year period. Proceeds from the parcel tax will be used only for the purposes of retaining and
recruiting quality teachers and staff, preventing further reductions in core educational programs, and
preventing further reductions in student services such as counseling and athletics. The measure provides an
exemption for persons 65 years or older. In addition, it establishes a Superintendent's Oversight and Advisory
Committee consisting of three community members to advise the Superintendent and the Board of Education
about the proper expenditure of the proceeds of the special tax.

None.
Recommendation
It is recommended that the Council, by motion, adopt a resolution declaring support for Measure A, the
Alameda Unified School District parcel tax measure.

WHEREAS, children need the support of schools and educational programs in order to
thrive ; and
WHEREAS, of the 18 school districts in Alameda County, Alameda Unified School
District (AUSD) receives less funding from the State per student than each of the other school
districts and annual educational spending in Alameda is now almost $1,500 less per student
than the national average and $1,000 less per student than nearby school districts; and
WHEREAS, a special tax is necessary to maintain quality education for the students of

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda,
in keeping with the principle of improving the quality of life for children and youth in Alameda,
does hereby endorse Measure A, the Alameda Unified School District parcel tax measure.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the
18th day of September, 2001, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, and
Mayor Appezzato - 4.
NOES: None.
