OPPOSING THE DRAFT PROJECTIONS 2003: A SMART GROWTH FORECASTDEVELOPED
BY THE ASSOCIATION OF BAY AREA GOVERNMENTS THROUGH THE SMART
GROWTH STRATEGY/REGIONAL LIVABILITY FOOTPRINT PROJECT
WHEREAS, integrated solutions on a local and regional level are required for the interrelated
problems in the Bay Area such as rapid growth, traffic congestion, overburdened transit systems, air
and water pollution, and the loss of open space; and
WHEREAS, the City of Alameda Planning Board adopted a resolution in April, 2001 to
endorse and join in building a consensus on a new shared smart growth vision through the
development and adoption of the Bay Area Alliance draft Compact presented by the Bay Area
Alliance for Sustainable Development; and
WHEREAS, the City of Alameda supports smart growth principles and has actively
participated in ABAG sponsored Smart Growth Strategy/Regional Livability Footprint Project events
relating to the discussion of smart growth strategies and objectives; and
WHEREAS, the housing and jobs projections developed by the Association of Bay Area
Governments through the Smart Growth Strategy/Regional Livability Footprint Project, dated
December 20, 2002, would require the City of Alameda to add 12,944 households and 24,300 jobs
over a thirty year period; and
WHEREAS, on January 21, 2003, the City of Alameda City Council reviewed all pertinent
material and public comments relevant to the Draft Projections 2003: A Smart Growth Forecast
housing and jobs scenario projected by the Association of Bay Area Governments; and
WHEREAS, the City of Alameda City Council finds:
1. Alameda is not served by Bay Area Rapid Transit and is naturally constrained by its finite
connections to the mainland.
2. Alameda Point has limited amount of land that can be devoted to residential uses.
3. The densities of development proposed in the Draft Projections contradict the City Charter.
WHEREAS, the implementation of these Draft Projections could have a negative effect on
both regional transportation projects and future housing elements for Alameda; and _
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alameda
opposes theDraft Projections 2003: A Smart Growth Forecast housing and jobs scenario developed
by the Association of Bay Area Governments through the Smart Growth Strategy/Regional Livability
Footprint Project.
BE IT FURTHER RESOLVED that the City Council of the City of Alameda recommends
that the Smart Growth Strategy/Regional Livability Footprint Project be set aside and the process
should be restructured to create estimates that more realistically reflect the future growth of
Alameda.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 21St
day of January, 2003, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Kerr, and Matarrese - 4.
NOES: None.
ABSENT: Mayor Johnson - 1.
ABSTENTIONS: None.
