CITY OF ALAMEDA RESOLUTION NO. 13 6 71
AMENDING MASTER FEE RESOLUTION NO. 12191
BY INCREASING VARIOUS
CHUCK CORICA GOLF COMPLEX RATES
WHEREAS, the Alameda Municipal Code and the California Government Code
provide that the City Council may set fees for reasonable cost of providing various
services by resolution; and
WHEREAS, the City Council, at the August 27, 1991 Special City Council
meeting directed staff to amend the Alameda Municipal Code to reflect that City fees
shall be set by City Council resolution; and
WHEREAS, Resolution No. 12191 (Master Fee Resolution), as amended codifies
existing fees for various City Services and permits; and
c'• WHEREAS, at the November 19, 2003 meeting of the Golf Commission, fee
r_c increases were discussed and approved by the Golf Commission; and

WHEREAS, the fee increase will enable the Chuck Corica Golf Complex to
continue the current service level and ensure that Capital Improvement Projects stay on
schedule for the upcoming year.
NOW, THEREFORE, BE IT RESOLVED by the Council of the city of Alameda
that Master Fee Resolution No. 12191 be amended by increasing various Chuck Corica
Golf Complex Rates, attached hereto as Attachment A.
BE IT FURTHER RESOLVED that the increases shall become effective January
4, 2004.
BE IT FURTHER RESOLVED that all fees established by Master Fee Resolution
No. 12191 and amended by Resolution No. 12800, adopted July 2, 1996, Resolution No.
12942, adopted November 18, 1997, Resolution No. 13082, adopted January 5, 1999,
Resolution No. 13167, adopted January 4, 2000, Resolution No. 13298, adopted
December 19, 2000 and Resolution No. 13424, adopted November 19, 2003 which are
inconsistent with the fees established by this Resolution are hereby repealed.

Chuck Corica Golf Complex Rates
BACKGROUND
Each year the Golf Commission discusses and reviews possible fee changes for the Chuck Corica
Golf Complex. Revisions are made and approved by the Golf Commission before being presented to
City Council for final approval. Various fee changes were discussed at three public meetings for the
benefit of the Golf Commission and the citizens who are affected by these proposed increases. The
first meeting was the Regular Golf Commission meeting on October 15, 2003, followed by the Golf
Commission Work Session on November 13, 2003 and approved at the third meeting, the Regular
Meeting of the Golf Commission on November 19, 2003. The fee increases discussed and approved
by the Golf Commission are included as Attachment A to this report.
DISCUSSION
The Commission voted to increase various daily green fees on the Jack Clark, Earl Fry and Mif
Albright Golf Courses. In addition the Golf Commission increased the Golf Tournament rates and
monthly tickets. The proposed fee increases would be implemented in two phases if approved by
City Council. The first phase would go into effect January 1, 2004 and the second on June 1, 2004.
In November 2002, the Golf Commission voted not to increase any Golf Complex fees. There were
no fee increases for 2003. The Golf Commission agreed that the economy was in decline and the
newly renovated Metropolitan Golf Course in Oakland was scheduled to open in April 2003 and
therefore it would be prudent to keep the rates very competitive.

In past years the Golf Commission has used various economic indicators for fee increases. Golf
Complex fees have been calculated based on a formula of non - residents paying 100% of the base fee,
75% for resident and 60% for resident senior. Attachment B is a Fee Comparison Survey that
indicates that the fees at the Chuck Corica Golf Complex continue to be on the average the most
reasonable within the surrounding areas golfing market. It should also be noted that the Resident
Rates continue to be provided at a significant discount as well as the Junior Resident rate of $1.00,
perhaps the lowest in the country. Due to the elimination of an increase in 2003 and continued
escalating cost for operation, the Golf Commission decided a fee adjustment was in order for 2004.
The Bay Area golfing market has become increasingly more competitive due to a saturation of golf
courses. Attachment A is the proposed Golf Complex fee schedule representing an increase in
various fees. The increase will enable the Chuck Corica Golf Complex to continue the current
service level and ensure that Capital Improvement Projects (CIP' s) as noted in Attachment C, stay on
schedule for the upcoming year.
BUDGET/FINANCIAL IMPACT
The increases will become effective January 1, 2004. As a result, approximately $600,000.00 to
$700,000.00 in total revenue will be generated over the next fiscal year. This revenue will be used
for the funding of needed Capital Improvement Projects at the Chuck Corica Golf Complex such as
the Clubhouse Renovation Project and the Entryway Beautification Project.
RECOMMENDATION
The City Manager recommends that Council approve the resolution for various fee increases.
