We visited many ports of call. And, with time on my hands aboard the ship 1 start observing the different ports. Quite a few of them we've been to before but there was a lot of construction activity — upgrades as well as new ones. in summary, TOURISM BRINGS IN LOTS OF MONEY. As a travel agent for the past 25 years, 1 have been following the growth of the cruise industry which is still growing more than 10 +% annually. The East Coast has cruise ports in Boston; NYC; Philadelphia; Baltimore; Norfolk; Savannah; Orlando, Fort Lauderdale, Miami, etc. Many of the above ports were former Military bases. The West Coast is virtually untouched. Bayonne, New Jersey a small city across the Hudson River from New York City is the newest Cruise port in the New York Bay area. Demographically, Bayonne is very similar to Alameda. This presentation is a time -line of events that lead from what was once an Army Base and Military Ocean Terminal (MOTBY) to what has happened since September 23, 1999, when the United States Army lowered the Flag at MOTBY for the final time. Royal Caribbean Cruise Lines Ltd., a major cruise company, wanted a more cruiser friendly port for its passengers, a port with parking facilities, easy access from airports and public transportation. RCCL moved its ships from New York City piers to Cape Liberty in May, 2004. In a short three years, Cape Liberty Cruise Port located at The Peninsula at Bayonne Harbor is now ranked third among the East Coast ports -- right after Miami and New York City. The number of ship calls for 2005 totaled 67 and 301,300 passengers passed through Cape Liberty. In April, 2006, Bayonne Local Redevelopment Authority (BLRA) and Royal Caribbean Cruise Lines Ltd signed a 35 year agreement. This Tong --term agreement is valued at more than $140 million. And its all happened faster than anyone dreamed possible. When I think about the BLRA's accomplishments over the last year one word comes to mind — WOW! We've made tremendous strides in moving ahead with our plans to transform The Peninsula at Bayonne Harbor into a thriving mixed -use mecca. And its all happened faster than anyone dreamed possible. Our most high - profile tenant, Royal Caribbean Cruise Lines, has expanded its operations after just two full seasons in Bayonne. Our homeport has become so popular that Cape Liberty Cruise Port on The Peninsula is now ranked third among East Coast ports — right after Miami and New York . But that's just a small part of the BLRA's ongoing success story. Our careful planning process is now bearing fruit, as developers have come knocking seeking the rights to build within the six distinct districts that comprise The Peninsula. In fact, construction is about to begin on the first of these districts. When completed, Harbor Station North will boast a pedestrian friendly neighborhood and generate millions in new ratables for the city. At 160,000 tons and 1.112 feet long, the luxury Ilner can accommodate 3,034 passengers. 2 Royal Caribbean and Cape Liberty Cruise Port are cruising to new heights. Since Royal Caribbean established a homeport at The Peninsula at Bayonne Harbor two years ago, cruise passengers have flocked to Cape Liberty for its easy access, convenience and spectacular view of the Statue of Liberty and New York skyline. The inaugural season began with two passenger ships — the luxury liner Voyager of the Seas a 3,114- passenger luxury liner and Empress of the Seas. a 1,602- passenger vessel, which alternate itineraries to Bermuda and the Caribbean. Cruise passengers and the convenient Bayonne location proved such a good match, in 2005, the company expanded its operation with the Celebrity Cruise ship Zenith offering weekly cruises to Bermuda and Constellation, which takes alternate trips to New England and Canada during the fall. At the close of the second season, the number of ship calls totaled 67 and 301,300 passengers passed through Cape Liberty. Bringing the cruise industry to Bayonne also created 300 new jobs for the local economy. Royal Caribbean projects an estimated 70 ship calls for Bayonne and Freedom of the Seas, the largest cruise ship in the world will make its premier on May 1 1 . Cruise destinations for the third season include the Caribbean, Bermuda and a special transatlantic cruise to France and England aboard Celebrity Cruises' Constellation in April. Demolition of the complex was another sign of progress at The Peninsula at Bayonne Harbor. paving the -gay for the construction of Harbor Station. 4 Building a Model Community Bayonne is about to get a new neighborhood. After years of planning and infrastructure improvements, construction will soon begin on Harbor Station North, the first residential neighborhood to be built at The Peninsula at Bayonne Harbor. Harbor Station is the gateway to The Peninsula. The new district, located on 12.32 acres in the northwest corner, will be within a short walk of the 45th Street Hudson- Bergen Light Rail Station. Incorporating smart growth values and sound planning principles, Harbor Station North will contain 447 dwelling units and 10,00€ square feet of neighborhood space for cleaners, eateries and other retail services. The community will be pedestrian -- friendly with open space and a mews street that will connect it to the future Harbor Station South. "This is another step in the right direction toward redeveloping the property in a manner consistent with the community's vision," said Howard Fitch, chairman of the BLRA Board of Commissioners. "The Harbor Station development will create job opportunities and expand the tax base for the City of Bayonne. Fidelco Bayonne Realty is the designated developer for the district. Plans call for 371 multi- family units and 52 stacked town homes in four -story buildings. There will be 724 new parking spaces in single -level garages and 95 on- street spaces. When completed, the project is expected to generate millions in new tax revenues for the City of Bayonne. BLRA Selects Two National Leaders to Develop Bayonne Bay The BLRA has conditionally designated two of the nation's leading real estate developers to construct the Bayonne Bay district, the second phase of redevelopment at The Peninsula. Horton & Trammell Crow Residential submitted the winning proposal, which features 1,769 units of age - restricted and age - targeted for -sale and rental housing 1 planning principles, g units and Dsignated: for ,c eaners organized around a sweeping waterfront park and walkway that will be open and accessible to all Bayonne residents. Located on 32.7 acres along the southern side of The Peninsula, plans for age - targeted housing in Bayonne Bay will maximize the tax benefits generated by the project. D.R. Horton, the number one homebuilder in America, constructs and sells high quality single- and multi - family homes through divisions in 26 states and 77 metropolitan markets in the U.S. Trammel Crow is the nations premier multi - family real estate firm operating in more than 50 cities nationwide. "The D.R. Horton/Trammell Crow proposal pairs two of the nation's leading real estate companies," said Fitch. They met all of our criteria in terms of experience, financial strength arid willingness to build and market age - restricted housing.' The developers estimate that the total Bayonne Bay development might be valued in excess of half a billion dollars. A key to these costly improvements is finding funding sources to support these efforts. This year the BLRA received significant assistance through a $4 million Department of Defense grant for berth stabilization efforts to rebuild eastern shore bulkhead and platform structures that collapsed while the former Military Ocean Terminal was still under the con- trol of the federal government. Sen. Robert Menendez (D -NJ), who has been a strong supporter of Bayonne's efforts to redevelop The Peninsula, stepped up to the plate to ensure that the Department of Defense appropriations bill included the funding necessary for continuing stabilization efforts. A New Jersey congressman until his appointment to the Senate last fall, Menendez was also instrumental in securing $5 million toward berth stabilization last year. On The Peninsula's southern shore, the BLRA is moving forward with plans to reinforce existing steel bulkheads to prevent them from being damaged or destroyed in storms or accidents. Recently, a contract for $781,468 was awarded to Berto Construction to install more than 3,000 feet of concrete cap on the existing bulkheads. The contract also includes work on approximately 1.450 feet of shoreline to prevent erosion. In addition to protecting the bulkheads and shoreline, the improvements will create a clean, finished look to the south side that will complement the waterfront walkway that will one day wind through the area. Environme Remedia Complet A blear Path for Redevelopment The BLRA has received a thumbs up from the state Department of Environmental Protection certifying that its efforts to remediate contaminated areas of The Peninsula at Bayonne Harbor are complete. The DEP's "no further action" letter arrived earlier this year, clearing the way for redevelopment efforts to move ahead full throttle. This was no easy task, considering the broad scope of the project. When Bayonne took possession of the former Army base in 2001 and 2002, experts determined that a whopping 130 acres — roughly one-third of the property — required environmental remediation. Over the course of 2 1/2 years, the BLRA worked closely with a leading environmental services firm to place soil and asphalt caps over contaminated areas, remove tons of contaminated soil and replace it with clean soil and close and cap a 28-acre landfill. Through a groundbreaking Environmental Services Agreement between the BLRA and the Army, the $11.0 million cleanup was completely funded by the federal government, but directed by the BLRA. The first -of -its -kind agreement was an acknowledgement that by taking control. the BLRA could finish the project more efficiently and economically. The BLRA lived up to the agreement's specifications — and then some. Remarkably, the roughly 30 -month cleanup carne in well ahead of the seven -year schedule projected by the Army Corps of Engineers. The centerpiece of the park will be the 100-foot-tall sculpture "To the Struggle Against World Terrorism" donated by noted Russian artist Zurab Tsereteli and presented to Bayonne last fall by Russian Federation President Vladimir Putin. Also called the "teardrop memori- al," the sculpture features a dramatic slash enclosing a 40 -foot teardrop with a granite base containing the names of those who perished on 9/11 and in the 1993 attack on the World Trade Center. Funded through grants from the Hudson County Open Space Trust Fund and a gift from Royal Caribbean Cruise Lines, the park will be completed by Sept. 11, the fifth anniversary of the attacks. New Video Markets Peninsula The BLRA recently unveiled its latest marketing tool to attract future investment to The Peninsula at Bayonne Harbor. A new video called "Unlocking Opportunity" presents a strong business case for prospective developers and investors to compete for a stake in the metropolitan area's largest redevelopment effort. The 10- minute film highlights Bayonne's rich history, including The Peninsula's uses as an industrial port and Army base and the city's hometown atmosphere and quality of life. It also describes the significant infrastructure improvements already completed to prepare for the transformation of the former military base into a dynamic mixed -use community. The video has aired on local cable channels. Dry Dock Wins Naval Contract The latest in a series of high - profile developments for The Peninsula and its tenants carne earlier this year, when the Naval vessel USNS Mendonca arrived in Bayonne from Iraq. Central Jersey Marine Industries, the BLRA's second largest lease tenant, won the contract for maintenance and painting of the ship before it returns to Iraq. The non - combat Mendonca transports helicopters, tanks and other vehicles and has a crew of 20. Dry dock operator Central Jersey Marine Industries recently signed a 10 -year lease with the BLRA. On September 23, 1999, the United States Army lowered the Flag at MOTBY for the final time at a dosing ceremony held at the facility. All civilian jobs were eliminated by September 30, 1999. on October 13, 1999, the BLRA executed a Master Lease Agreement with the United States Army that permitted the BLRA to sublease portions of MOTBY to interim tenants. These lease revenues have allowed the BLRA to pay for the maintenance and upkeep of the facility, capital projects, and planning for future redevelopment at MOTBY. In the 1st Quarter of 2000, the BLRA entered into interim lease agreements with Transit (for Hudson Bergen Light Rail Park and Ride Lots), Central Jersey Marine (for dry dock operations), and North East Auto Marine Terminal (for outdoor storage). Other leases soon followed. 2001 In July 2001 the BLRA entered into a Memorandum of Agreement with the U.S. Army setting forth the terms and conditions under which MOTBY would be transferred to the BLRA. In August 2001 the BLRA's proposed Redevelopment Plan for MOTBY was appro► by the Bayonne City Council. On September 7, 2001, the BLRA executed an Environmental Services Cooperat Agreement with the U.S. Army (a first for the Army). This Agreement obligates BLRA to conduct the Army's clean -up program, with Army and NJDEP oversight using federal money. This agreement has benefited the BLRA by allowing it to control the timing of cleanup to lessen the impact to its existing tenants and Ion term redevelopment plans. On September 28, 2001, ownership of 700/o of MOTBY was transferred to the http:// www .bayonnelra.com/milestones.htrn 2/3/2007 Bayonne Local Redevelopment Authority - Bayonne, NJ Page 2 of 5 Bayonne Local Redevelopment Authority. 2002 on March 7, 2002, the BLRA awarded a contract to conduct groundwater monitoring at MOTBY, signifying the first step in undertaking environmental remediation at the facility. Later in the Spring of 2002, the BLRA officially renamed MOTBY "The Peninsula Bayonne Harbor." On December 8, 2002, over 400 guests, including local, county, state and feders officials, attended the Base Transfer Ceremony to celebrate the transfer of the remaining 30% of the property of The Peninsula at Bayonne Harbor officially un( the jurisdiction and ownership of the BLRA for the City of Bayonne. 2003 In January 2003 the BLRA awarded a contract for soil /sediment excavation and disposal to remediate scattered sites at the Peninsula to Clean Earth Services. T first phase was completed on time and under budget by the BLRA. In March 2003, the federally funded Transportation and Land Use Study commenced to further advance the redevelopment plan. Task 1, the Local Roads Connector Study, was completed in June and three traffic plan alternatives were presented to the BLRA commissioners and the public. This study is available for downloading on the BLRA's homepage. Also, during the Spring of 2003, the Bayonne MUA began the sewer integration project to link the Peninsula's sewer mains with those in the rest of the City of Bayonne. This project was funded through grants received from the US Departrr of Commerce Economic Development Administration of the State of NJ DEP Environmental Infrastructure Trust. This project will allow future development tc served by modern, reliable sewer infrastructure. In December 2003, the BLRA entered into an agreement with Royal Caribbean Cruise Ltd. to operate a cruise port at the Peninsula beginning in May 2004. Th( agreement signifies the first tangible step in transforming the Peninsula from a military/ industrial complex to a modern commercial port. Planning immediately commenced with Royal Caribbean and their team of contractors for renovating Building 14, a 120,000 square -foot former Army warehouse, into a cruise termir facility as well as berth repair and various roadway improvements. The rehabilitation of the terminal was completed within four months in order to accommodate the first scheduled sailing. 2004 ..9,.. On May 14, 2004, opening ceremonies were he for "Cape Liberty Cruise Port" and included dignitaries, such as the Royal Caribbean Chairn- Richard Fain, Governor James E. McGreevey, ar Congressman Robert Menendez. This marked tl first time in 40 years that a cruise line operatec out of New Jersey. More than 250,000 passeng+ passed through Cape Liberty Cruise Port during http:// www .bayonnelra.com/milestones.htm 2/3/2007 Bayonne Local Redevelopment Authority - Bayonne, NJ Page 3 of 5 inaugural season. The cruise operation has crez 100's of jobs and generated millions in revenue. During 2004, the BLRA also began its first Shoreline Stabilization project using redevelopment authority funds and grants administered by the US Department c Commerce Economic Development Administration. Phase I, a $2.5 million proje stabilized 1,500 feet of shoreline on the south side of the property. Later that y the BLRA secured additional funds from the US EDA for future shoreline stabilization including $4.2 million for the rehabilitation of Berth 3-1 and $5 milli for the north side of the Peninsula at Berth N -1. 2004 also saw substantial work to remediate contaminated areas at the former MOTBY with cleanup efforts undertaken at the drydock, parking areas used by Royal Caribbean, the Rail Classification Yard, and former landfill. On August 12, 2004, another sign of progress occurred with the demolition of th 160 -foot water tower located near the former sewage treatment plant. On December 15, 2004, the BLRA's amended Redevelopment Plan for The Peninsula at Bayonne Harbor, a product of the federally - funded Transportation Land Use Study, was approved by the Bayonne City Council. This Plan is availab for download on the BLRA homepage. 2005 On March 24, 2005, the BLRA entered into a Redevelopment Agreement with Fidelco Bayonne Realty LLC to develop the "Harbor Station" district, a 102 -acre area on the west side of the Peninsula. In the spring of 2005, Mayor Joseph V. Doria and the September 11 Bayonne Remembers Committee announced the acceptance of the 100 -foot monument "To the Struggle Against World Terrorism" donated by artist Zurab Tsereteli, President Vladimir Putin, and the people of Russia as a September 11 memorial and the plans to place it in the park planned for the northeast corner of the Peninsula. During the summer of 2005, substantial site work was underway with the delivery of thousands of cubic yards of dean fill material to cap the landfill and railyard, clean up of contaminated soil at the ma electrical substation and former gas station as well as building demolition to mal way for future redevelopment. Remembering victims of September 11th and the solidarity in the fight against world terrorism were two topics on Russian President Vladimir Putin's mind at th September 2005 dedication ceremony for the September 11th memorial on the Bayonne Waterfront. Designed by noted Russian artist Zurab Tsereteli, the 106 - bronze and steel sculpture titled, "To the Struggle Against World Terrorism," is z gift from Tsereteli, President Putin and the Russian people and the planned centerpiece of a two -acre park that will face the site of the World Trade Center. the dedication, a temporary monument of the memorial was unveiled. Weighing 170 tons, the permanent structure is currently being assembled. In the fall, the Bayonne Local Redevelopment Authority (BLRA) announced that environmental remediation at the former Military Ocean Terminal is complete an the next phase of redevelopment — building the infrastructure for the first of six districts at The Peninsula at Bayonne Harbor — is expected to begin in early 20C Cleanup of The Peninsula took 2 1/2 years, several years less than the Army Co of Engineers originally predicted, and under the direction of the BLRA, was completed on budget and ahead of schedule. When Bayonne took possession of former U.S. Army base in 2001 and 2002, roughly one third — 130 acres, or an area larger than Hudson County Park ----- required environmental remediation tha included placing soil and asphalt caps over contaminated areas, excavating and removing tons of contaminated soil and replacing it with dean soil, and closing i- capping a 28 -acre landfill. On December 15, 2005, the Bayonne Local Redevelopment Authority (BLRA) reached a major milestone that cleared the path towards long -term developmen the Peninsula at Bayonne Harbor when it received its Waterfront Development Permit and Water Quality certificate from the New Jersey Department of Environmental Protection. The permit is required by the state for any development within 500 feet of the waterfront. Specifically, the BLRA may now begin constructing, without additional authoriza1 or review by NIDEP the following items of infrastructure: 1. Potable Water Distribution System 2. Sanitary Sewer Collection 3. Electrical Power Distribution 4. Natural Gas Distribution 5. Data/Voice/Cable Distribution £ . Storm Water Collection and Treatment 7. The NFA letter is confirmation by NJDEP that no further action is necessary for environmental remediation of The Peninsula at Bayonne Harbor. The cleanup was completed in 2005. (RCL) have entered into a 35 -year agreement allowing RCL to berth cruise ships at Cape Liberty Cruise Port at The Peninsula at Bayonne Harbor. The long -term agreement is valued at more than $140 million and is expected to create an additional 250 port jobs. The deal was inked nearly two years after RCL established a homeport at The Peninsula at Bayonne Harbor. In that short time period, the BLRA -RCL relationship has proven to be a "win -win" situation for all involved, according to BLRA Executive Director Nancy Kist. Cape Liberty Cruise Port grew to become the third - ranking passenger port on the East Coast (after New York and Miami). RCL further strengthened its position as a preeminent cruise line. Earlier this year, Standard & Poor's Ratings Services raised its ratings on Royal Caribbean to investment -grade level. Bayonne Mayor Joseph V. Doria, Jr. describes the relationship with RCL as "a wonderful collaboration that is producing tax relief and jobs" and adds that "the capital investments Royal Caribbean has made so far and the long -term agreement are a testament to the company's commitment to Bayonne." The public- private partnership has worked so well that last fall the BLRA agreed to issue $16.5 million in revenue bonds backed by RCL pay for improvements to the Cape Liberty Cruise Port. Kist explained that the BLRA was issuing the bonds because "the cruise port is a public port facility owned by the BLRA and therefore qualifies for tax - exempt financing." RCL will be the "guarantor" in the transaction, so that neither the BLRA nor the city will be responsible for paying back the debt service in the event that cruise port tariffs are insufficient to cover the debt. About the Peninsula at Bayonne Harbor Since the U.S. Army transferred complete ownership of the former military base in 2002, the BLRA has raised more than $50 million in government grants and interim lease payments to make infrastructure improvements needed to attract development.
