Re: Joint Meeting of the City Council and Planning Board
BACKGROUND
The City of Alameda Planning Board, established by City Charter, has the important
responsibility of advising the City Council on all matters pertaining to the location,
design and modification of physical development in Alameda. Primary roles of the
Planning Board are to:
• Create and maintain the General Plan, which defines the City's future
development policies and goals
• Administer regulations related to physical development, including the
Zoning Ordinance,
Subdivision Ordinance, and
California Environmental Quality Act (CEQA).
• Hold public hearings on applications on a case -by -case basis and provide the
opportunity for public participation in land use decisions of the Planning Board
and in the development of Planning Board recommendations to the City Council.
Applications heard by the Planning Board may include planned developments,
conditional use permits, major design reviews, variances, zoning changes, zoning text
amendments, General Plan amendments and tentative subdivision maps.
PLANNING BOARD ACCOMPLISHMENTS: January 2006 — May 2007
The Planning Board and staff are committed to achieving Alameda's planning and land
use goals in the most effective and productive way possible for the community. The
Board held a Special Meeting in January to discuss the roles and responsibilities of both
the Board and staff, develop strategies to facilitate effective decision - making, give
feedback to staff regarding the level of information provided in reports and
presentations, and identify effective meeting management techniques and procedures.

appreciation for the opportunity to address the Board and staff in a more informal way
about public outreach and public meetings.
In order to provide opportunities for the community and Board members to ask
questions about proposed projects, and offer comments and suggestions about land
use issues early in the entitlement process, the Planning Board held public workshops
on several major projects, including Grand Marina Village, Alameda Landing, and
Alameda Towne Centre. The workshops proved successful in that the project
developers addressed many of the suggestions and issues raised with revised plans.
The Planning Board considered a number of land development proposals since January
2007. The projects that included General Plan amendments or changes in zoning were
referred to the City Council with a recommendation from the Planning Board. The
Board approved other projects involving Development Plans and Design. The following
significant projects reviewed by the Planning Board reflect the level of development
planning activity in Alameda for the last two years:

Alameda Landing (Catellus /Prologis)
Recommended City Council approval of a Supplemental Environmental Impact
Report (EIR), General Plan Amendment, Master Plan Amendment, and
Development Agreement Amendments to change the approved entitlements for
1,300,000 SF of office/research development, to a mixed use plan for 400,000 SF of
office space, 300,000 SF of retail space, a 20,000 SF health club and 300 residential
units. Development plans, building designs and a Tentative Map are now in the
entitlement process.
2. Target at Towne Centre (Harsch Investment Properties)
Conducted scoping and public comment meetings on the Draft EIR for the Planned
Development Amendment and Design Review to allow an approximate 140,000 SF
Target store.
3. Expansion of Alameda Towne Centre (Harsch Investment Properties)
Reviewed designs for reconstruction and exterior remodeling of the old Walgreen's,
Ross and Petco buildings.
4. Grand Marina Village (Warminiton Homes California)
Recommended City Council approval of a Mitigated Negative Declaration, General
Plan Amendment, Rezoning, Master Plan, Design Review and Tentative Map to
allow 40 single - family residences on 3.51 acres
5. Boatworks Residential Project (Francis Collins dba Boatworks LLC)
Recommended City Council denial of a General Plan Amendment and Rezoning to
allow 242 dwelling units; includes changing land use designation of a 4.6 -acre
portion of the 10 -acre planned Estuary Park from Open Space to Specified Mixed
Use to allow residential development.

6. Harbor Bay Village VI (The Doric Group),
Conducted a public comment hearing on the Draft EIR for a General Plan
Amendment and Rezoning to allow 104 single - family homes on 12 acres within and
near the southwestern edge of Harbor Bay Business Park.
7. 1900 -1980 North Loop Road, Harbor Bay Business Park (SRM Associates)
Approved a Final Development Plan and Design Review to allow five new buildings,
approximately 100,795 SF, on 77 acres.
8. 2275 Harbor Bay Parkway, Harbor Bay Business Park (Zephyr Corporation)
Approved a Final Development Plan and Design Review to allow a new 36,899 SF
building on 4.1 acres (Zephyr is a leading manufacturer of elegant, high -end
ventilating range hoods for home kitchens).
FUTURE PLANNING PROJECTS AND PROGRAMS
The level of planning activity is likely to remain fairly constant for the next year due in
large part to initiation of the Alameda Landing project, continued development at Harbor
Bay Business Park, the proposed Shipways Residences at Marina Village, and the
anticipated redevelopment at Alameda Point. In addition to development applications,
the Planning Board will be involved in updates to the Transportation and Housing
Elements of the General Plan, numerous amendments to the City's development
regulations, and implementation of the Local Action Plan for Climate Protection.
