2004-07-06 Special CC MinutesMINUTES OF THE SPECIAL CITY COUNCIL MEETING TUESDAY- -JULY 6, 2004- -7:15 P.M. Mayor Johnson convened the Special Meeting at 8:05 p.m. Roll Call - Present: Councilmembers Daysog, Gilmore, Kerr, Matarrese and Mayor Johnson - 5. Absent: None. enda Item (04 -325) Request from Alameda Unified School District that the City Council place a ballot measure for voter consideration on the November 2, 2004 Election which would amend the City Charter by deleting Article XI and references to the Alameda Unified School District. The City Clerk stated that Council could place the ballot measure on the November 2, 2004 Election as late as August 6; suggested resolution be placed on the July 20 City Council agenda in order to allow for preparation of ballot arguments. Vice Mayor Daysog inquired whether the School District forwarded sample language for changing the charter, to which the City Attorney responded in the negative. Mayor Johnson inquired whether the drafted language would need to go back to the School Board, to which the City Attorney responded although it is not legally required, the School District would most likely appreciate input. Mayor Johnson stated that the language currently provided is inadequate to address charter issues; the City Attorney has offered to help the District draft the language and go through procedural issues. Vice Mayor Daysog stated that the School District would hopefully formalize their desire to work with the City Attorney in drafting the language; that a special School District meeting would need to be held. The President of the School Board concurred with Vice Mayor Daysog; stated that the District is up to the challenge. Councilmember Matarrese moved acceptance of the request and directed the City Attorney to work with the School District on drafting language and reviewing procedural steps. Special Meeting Alameda City Council 1 July 6, 2004 Vice Mayor Daysog seconded the motion, which carried by unanimous voice vote - 5.
