ARRA Resolution 11ALAMEDA REUSE AND REDEVELOPMENT AUTHORITY RESOLUTION NO. Oil ADOPTING THE NAVAL AIR STATION ALAMEDA COMMUNITY REUSE PLAN WHEREAS, the Alameda Reuse and Redevelopment Authority is the Local Reuse Authority recognized by the Secretary of the Navy, Department of Defense as the responsible agency under the Federal Base Closure and Realignment Act for development of the Community Reuse Plan and the ultimate reuse and redevelopment of Naval Air Station Alameda; and WHEREAS, the City of Alameda, Alameda County and the San Francisco Bay Region have been severely impacted by base closure, including loss of jobs, economic and financial resources; and WHEREAS, the Alameda Reuse and Redevelopment Authority has conducted an extensive community participation process in conjunction with the reuse and redevelopment planning for Naval Air Station Alameda holding numerous public meetings, public hearings, community town hall meetings, and other community outreach efforts to gain public opinion and community consensus on the reuse and redevelopment of Naval Air Station Alameda; and WHEREAS, the Alameda Reuse and Redevelopment Authority has conducted an extensive planning process of identifying existing conditions, development and assessment of alternatives, and finalizing the Community Reuse Plan over an 18 -month planning period; and WHEREAS, the reuse and redevelopment of Naval Air Station Alameda is consistent with the President of the United State's Five Point Plan for base closure; and WHEREAS, the Naval Air Station Alameda Community Reuse Plan strives to balance a full range of community needs and desires including job creation, open space and recreation, housing and homeless assistance, reemployment of displaced base workers; and WHEREAS, the Alameda Reuse and Redevelopment Authority held a final public hearing on the Naval Air Station Alameda Community Reuse Plan on January 31, 1996 and examined pertinent maps, drawings, documents and considered written comments and testimony received during the public hearing; and WHEREAS, the Alameda Reuse and Redevelopment Authority has made the following findings: NOW, THEREFORE BE IT RESOLVED by the Alameda Reuse and Redevelopment Authority that the Alameda Reuse and Redevelopment Authority hereby adopts the Naval Air Station Alameda Community Reuse Plan to be transmitted to the Secretary of the Navy, U.S. Department of Defense and the Department of Housing and Urban Development, the Naval Air Station Alameda Community Reuse Plan as the legal authorized plan recommendations for the reuse and redevelopment, disposition and conveyance of all U.S. Government properties at Naval Air Station Alameda, California. AND, FURTHER BE IT RESOLVED by the Alameda Reuse and Redevelopment Authority that the Executive Director is hereby authorized to transmit the necessary documents, maps, and forms and appendices to the Department of the Navy and the Department of Housing and Urban Development as necessary to express the goals and objectives of the Alameda Reuse and Redevelopment Authority and the community for the disposal of Naval Air Station Alameda for reuse and redevelopment. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Alameda Reuse and Redevelopment Authority in its regular meeting, assembled on the 31 st day of January 1996, by the following vote to wit: AYES: 9 NOES: 0 ABSENT: 0 ABSTENTIONS: 0 Date January 31, 1996
