CITY OF ALAMEDA RESOLUTION NO.
SUPPORTING HR 5051, THE "SAN FRANCISCO BAY
IMPROVEMENT ACT OF 2010"
WHEREAS, Representative Jackie Speier introduced HR 5061, the "San
Francisco Bay Improvement Act of 2010" on April 23, 2010; and
WHEREAS, the bill has been cosponsored by ten members of the Bay
Area's Congressional delegation, including Representative Pete Stark; and
WHEREAS, HR 5061 would provide $100 million annually over ten years
to the Environmental Protection Agency to fund efforts to restore and improve
the environmental health of San Francisco Bay; and
WHEREAS, the bill would fund the restoration of thousands of acres of
bay marshes that were filled in or destroyed by levees and other projects in the
last century; and
WHEREAS, the bill also would provide money for storm -water filters to
keep toxic substances out of the bay, pay for the cleanup of mercury and other
toxic substances in bay waters, and pay for the removal of nonnative plans and
animals; and
WHEREAS, development and in -fill around the Bay have resulted in a
loss of more than 1 50,000 acres of wetlands over the years;
WHEREAS, restoration of the wetlands will help cleanse the Bay of
pollutants; rebuild native fish populations; provide critical habitat for millions of
migrating waterfowl and shorebirds; protect developed shoreline areas from
rising sea levels; and reduce winter flooding of shoreline areas; and
WHEREAS, funding provided by HR 5061 could restore approximately
100,000 public owned acres over the next 20 years.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City
of Alameda supports HR 5061, the "San Francisco Bay Improvement Act of
2010 ".

regularly adopted and passed by the Council of the City of Alameda during the Regular
Meeting of the City Council on the 4th day of May, 2010, by the following vote to wit:
AYES: Councilmembers deHaan, Gilmore, Matarrese, Tam
and Mayor Johnson - 5.
