Ordinance 1735ORDINANCE 1735 AMENDING - THE ALAMEDA MUNICIPAL CODE BY AMENDING SECTIONS 5-251 THROUGH 5.2511; REPEALING SECTIONS 5-2512 AND 5- 2513; AND AMENDING SECTION 5 -241 THEREOF, RELATING TO CONSTRUCTION AND REPAIR OF PUBLIC SIDEWALKS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ALAMEDA: Section 1. Sections 5 -251 through 5 -2511 of the Alameda Municipal Code are hereby amended to read: Sec. 5.251. Concrete Sidewalk, Parkway, Curb, Gutter And Driveway. No person shall cons- truct any concrete sidewalk, park - way, curb, gutter or driveway in the City without conforming to the Provisions of this article. Seca 5 -252. Manner Of Construc- tion. No person shall construct or repair any concrete work within the street right- of -wav in the City of Alameda in any manner other than in accordance with the specifica- tions therefore adopted or which may from time to time be adopted by the City Council' Sec. 5 -253. Establishing Grade Of Sidewalks. The official surface grade of all public sidewalks in the City shall rise from the official curb grade at curb line at a uniform grade of one - quarter of an inch to the foot, to the private property lines. Sec. 5 -254. General Width And Location Of Sidewalks. The width of every sidewalk must be not less than five feet in width on each side of the street. The location shall be adjacent to the property line except where previously established alignment exists. Seca 5 -255. Width And Grade Of Concrete Sidewalks. Where the of- ficial width of sidewalk is greater than twelve feet the concrete sidewalk portion shall be not less than six feet in width except through special permission of the City Council. Where the official width of sidewalk is twelve feet or less, concrete sidewalk shall be not less than five feet in width. The sidewalk shall have a slope toward the top of the curb of one - fourth inch to one foot. Sec. 5 -256. Work To Be Cons- tructed According To The Lines And Grades Of Superintendent Of Streets. The entire work shall be laid and constructed to the lines and grades as set by the Superintendent of Streets. Sec. 5 -257. Kind Of Concrete. All concrete shall be Class "B" and shall meet the requirements of Section 90 of the Standard Specifications of the State of California. The combined aggregate grading shall be one and one -half inch maximum unless otherwise permitted by the Superintendent of Streets. If it is found necessary to increase the slump of the concrete at the site of the work, it shall be done only by the addition of 16 pounds of cement (1 /6 sack) per gal Ion of water. Such addition shall be made only with the Permission of a representative of the Superintendent of Streets and in his presence. All concrete with exposed sur- faces such as sidewalk,' parkway, curb; gutter and driveway shall be colored by adding to the mix a proportionate. : amount of lampblack, such proportion to be determined by the Superintendent of Streets. Sec. 5 -258. Saw Cutting Required. In areas where existing concrete is to be removed a power driven pavement saw shal l be used to cut existing concrete sidewalk, curb, and gutter where it is necessary. Kerf shall be a minimum of one and one -half inches and straight, and if two cuts are made they shall be parallel. The kerf shall be deep enough to permit 'complete breakage, of existing concrete without ragged edges. Sec. 5-259. Manner Of Construc- tion. All concrete shall be placed in accordance` with Section 73 of the Standard Specifications of the State of California, and in accordance with the Standard Plan for curb, gutter,, sidewalk and driveway as set forth; by the Engineering Department of the City of Alameda. All edges of concrete shall be edged with a cement edger of the size of 2 3 /4" in width and 3/16" radius. All joints or grooves that are required by the Superintendent of Streets shall be marked with cement_groovers or joiners 4" in width and having a groove 3A" wide at the top and a depth of 1 /4" to 1 /2 ". All new or previously existing concrete surfaces shall be left neat, clean, and free from concrete drip - pings. The person accomplishing the work shall be responsible for preventing vandals or others from disfiguring or defacing the finished surfaces. Any new concrete sur- faces disfigured shall be replaced. Sec. 5 -2510. Thickness Of Concrete. Sidewalk shall beat least three inches in thickness. Sections of sidewalk designated as residen- tial or commercial driveway shall be four inches or six inches respec- tively of Portland cement concrete. Sec. 5 -2511. Curing Of Concrete. All exposed surfaces shal I be cured to the satisfaction of the Superin- tendent of Streets by use of a clear or translucent curing compound applied to the fresh concrete by means of spray equipment. Section 2. Sections 5 -2512 and 5 -2513 of the Alameda Municipal Code are hereby repealed. Section 3. Section 5 -241 of the Alameda Municipal Code is hereby amended to read: Alameda City Ordinances Ordinance No, 1 7 ' 5 New Series Sec. 5.241. Permit To Construct Or Repair Concrete Sidewalk, Parkway, Curb, Gutter Or Driveway. No person shall cons- truct, alter, or repair any concrete sidewalk, parkway, curb, gutter or driveway in said City without hav- ing first obtained permission therefor from the Superintendent of Streets. Section 4. This ordinance shall be in full force and effect from and after the expiration of thirty (30) days from the date of its final passage. TERRY LA CROIX, JR.
