Resolution 14577CITY OF ALAMEDA RESOLUTION NO. 14577 APPROVING THE MEMORANDUM OF UNDERSTANDING AMONG THE CITY OF ALAMEDA, THE HUMANE SOCIETY OF ALAMEDA, AND THE FRIENDS OF THE ALAMEDA ANIMAL SHELTER REGARDING THE FUTURE OPERATION OF THE SHELTER WHEREAS, on May 31, 2011, the City Council received a presentation on the City's FYI 1 -12 budget; and WHEREAS, as part of the budget presentation, City staff recommended contracting out the Alameda Animal Shelter to a neighboring community as a way to community save approximately $735,000; and WHEREAS, the Humane Society of Alameda (HAS) and the Friends of the Alameda Animal Shelter (FAAS) have expressed strong interest in allowing a non- profit to take over the Shelter; and WHEREAS, the City's preferred alternative is to allow a non - profit to operate the Alameda Animal Shelter rather than contracting with another community; and WHEREAS, the Police Department has sufficient bridge fundin g through h donations and operating dollars to allow the HSA and FAAS until November 1, 2011, to form a new non - profit and develop a plan for operatin g the Shelter, including identifying sustainable funding sources; and WHEREAS, the City, HSA, and FAAS signed a Memorandum of Understanding on June 17, 2011, that provides that the parties "shall make a g ood faith effort to develop a mutually agreeable transitional plan that will be ready to implement by November 1, 2011," and WHEREAS, if the newly created non - profit is unable to take over the Shelter on November 1, 2011, the MOU provides that the City will outsource the Shelter to a yet- to -be- determined provider. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Alameda authorizes the City, HSA, and FAAS to work together to develo p and establish a new non - profit organization to undertake full operation of the Shelter on November 1, 2011; and BE IT FURTHER RESOLVED, that the City Council directs City staff to cease full operation of the Shelter on November 1, 2011, or as soon thereafter as is practicable, and to outsource the Shelter to either the new non-profit organization contemplated in this Resolution, or to a yet- to -be- determined provider designated by the City. 1, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the City Council of the City of Alameda in a regular meeting assembled on the 21st of June, 2011, by the following vote to wit: AYES: Councilmembers Bonta, deHaan, Johnson, Tam and Mayor Gilmore — 5.
