APPROVING A TEN-YEAR MASTER PROGRAMS FUNDING
AGREEMENT WITH THE ALAMEDA COUNTY
TRANSPORTATION COMMISSION FOR DISTRIBUTION
AND RECEIPT OF CURRENT MEASURE B TRANSPORTATION
SALES TAX REVENUES AND NEW VEHICLE
REGISTRATION FEE REVENUES
WHEREAS, voters approved the 20-year Measure B half-cent
transportation sales tax in 2000, and the funding agreement to the midpoint of
the measure, between the Alameda County Transportation Improvement
Authority (ACTIA) and City of Alameda needs renewal prior to March 31, 2012;
and
WHEREAS, voters approved the Vehicle Registration Fee (VRF) of $10 in
2010, which also authorizes entering into an agreement with City of Alameda
through June 30, 2022, for receipt and eligibility of funds; and
WHEREAS, the Alameda County Transportation Commission (ACTC) is a
joint powers authority resulting from the merger of the Alameda County
Congestion Management Agency and ACTIA, and is responsible for distributing
to local jurisdictions the Measure B and VRF revenues for bicycle and pedestrian
safety, local streets and roads, local transportation technology, mass transit,
paratransit, and transit center development programs; and
WHEREAS, the ACTC has developed a new Master Programs Funding
Agreement (MPFA) that specifies the Measure B and VRF funding distributions,
ACTC's responsibilities, and the recipient's responsibilities; and
WHEREAS, Implementation Guidelines for each program are incorporated
into the MPFA and guide fund eligibility and expenditures; and
NOW THEREFORE BE IT RESOLVED, that the City Council of City of
Alameda approves the MPFA attached to this resolution; and
BE IT FURTHER RESOLVED, that City of Alameda and its agents shall
comply with the ACTC MPFA; and be it further
BE IT FURTHER RESOLVED, that City of Alameda shall use these local
funds for local transportation programs.

and regularly adopted and passed by the Council of the City of Alameda in a
regular meeting assembled on the 20 day of March, 2012, by the following vote
to wit:
AYES: Councilmembers Bonta, deHaan, Tarn and
Mayor Gilmore - 4.
NOES: None.
ABSENT: Councilmember Johnson -
ABSTENTIONS: None.
