Resolution 14748CITY OF ALAMEDA RESOLUTION NO. 14748 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALAMEDA DIRECTING STAFF TO DEVELOP TWO -YEAR BUDGETS FOR FISCAL YEARS 2013 -2015 AND ALL SUBSEQUENT TWO -YEAR PERIODS WHEREAS, for the past several years, the City Council of the City of Alameda has adopted an annual operating budget that also includes a second -year forecast; and WHEREAS, staff now recommends that the City Council adopt a two -year budget for the period FY 2013 -14 through FY 2014 -15 and all subsequent two -year periods; and WHEREAS, the advantages to a two -year budget include the time savings associated with producing a budget every other year, instead of every year; and WHEREAS, two -year budgets also provide the City Council, staff, and the community with an increased level of funding certainty for departments and programs; and WHEREAS, critical to the proper implementation of a two -year budget cycle is the development of sound policies that govern mid -cycle adjustments, including providing departments with the flexibility to roll over 50% of unused funds after the end of the second fiscal year for one -time capital or operating items, upon approval by the City Manager; and establishing policies that the budget will be amended in either fiscal year only if unforeseen circumstances arise due to emergencies or natural disasters, significant federal or state impacts that were unknown at the time of the adoption of the budget, or a 3% or greater decline in the net revenues of the City's major funds; and WHEREAS, City staff intends to take advantage of the time savings associated with producing a two -year budget by engaging a consultant during the second year to work with City departments to develop both qualitative and quantitative performance measures; and WHEREAS, these performance measures will be used to assess the quality of City programs, gauge progress in achieving key objectives, and align resources with the City Council's priorities; and WHEREAS, as part of the process of developing qualitative performance measures, staff will hold public meetings and develop a variety of survey tools in order to assess the needs and opinions of residents; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Alameda directs staff to develop two-year budgets for Fiscal Years 2013-2015 and all subsequent two-year periods. I, the undersigned, hereby certify that the forgoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda during a regular meeting of City Council on the 4th day of December, 2012, but the following vote to wit: AYES: Councilmembers deHaan, Johnson, Tam and Mayor Gilmore — 4.
