UPDATING THE CITY OF ALAMEDA EMERGENCY OPERATIONS PLAN BY
ADDING THE REQUIRED NATIONAL INCIDENT MANAGEMENT SYSTEM
(NIMS) COMPONENTS AND INCLUDING FUNCTIONAL ANNEXES AND
SUPPORTING APPENDICES
WHEREAS, the City of Alameda Emergency Operations Plan ("EOP")
was developed in the early 1980's; and
WHEREAS, in 1993, the City of Alameda EOP was revised to follow a
new format designed by the California Office of Emergency Services (OES),
utilizing the Standardized Emergency Management System (SEMS) which
incorporates the Incident Command System (ICS) and the Multi Agency
Coordination System (MACS); and
WHEREAS, the City of Alameda's EOP is in compliance with the State of
California law that advises, but does not require, local governments to develop,
use and train pursuant to an EOP; and
WHEREAS, revisions to the EOP have been ongoing to reflect current
needs; and
WHEREAS, it is necessary to revise the City of Alameda Emergency
Operations Plan to add the required National Incident Management System
(NIMS) Components and expand the EOP to include functional annexes and
supporting appendices; and
WHEREAS, Section 2-15.8 (Emergency Plan) of the Alameda Municipal
Code states that the City of Alameda Emergency Plan shall take effect upon
adoption by resolution of the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Alameda that the City of Alameda Emergency Operations Plan is hereby
amended to include the required integration of the National Incident
Management System (NIMS) components, and the additions of functional
annexes and supporting appendices.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda during the Regular
Meeting of the City Council on the 1st day of July, 2008, by the following vote to wit:
AYES: Councilmembers deHaan, Gilmore, Matarrese, Tam
and Mayor Johnson 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
