AUTHORIZING OPEN MARKET PURCHASE OF
AN OPTICAL ARCHIVE SCANNING SYSTEM
WHEREAS, the jobs of the City Clerk and Central Permits
Division require the storage and retrieval of numerous documents;
and
WHEREAS, the present microfilm system of document storage
and retrieval is inefficient; and
WHEREAS, recent developments in technology have resulted in
optical scanning systems which are more efficient than microfilm
systems; and
WHEREAS, price information was sought from vendors; and
WHEREAS, Bay Area "Realtime" Systems offered the best price
in exchange for the City permitting the company to use the City's
system as a "showcase; and
WHEREAS, Bay Area "Realtime" Systems offer is a limited
time offer; and
WHEREAS, there does not appear to be any further advantage
to using a formal bid process;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that pursuant to Section 3-15 of the City Charter, the
City Purchasing Agent is hereby authorized to purchase an optical
archive scanning system from Bay Area "Realtime" Systems for the
amount of $61,853.65 and the ability to use the City's system as
a showcase, with the specific finding that the system can be
purchased at a lower price in the open market.
BE IT FURTHER RESOLVED that the financing of this purchase
shall be as follows:
1. The initial down payment shall be from the Central
Permits budget which had funds budgeted for new microfilm
equipment.
2. The City Clerk and the Central Permit Division shall
budget, based on the expected use ratio, the remaining funds for
he purchase over a three year period.
3. The Certificates of Participation issued during this
riscal year shall be utilized to facilitate the purchase.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 3rd day of
April , 1990, by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Thomas, Withrow and
President Corica - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
