SUPPORTING SB 2100 AND AB 3944 FOR BAY BRIDGE TOLL SURCHARGE
WHEREAS, the San Francisco-Oakland Bay Bridge Corridor and its
approaches are congested during many hours of the day and periods
of congestion continually increase; and
WHEREAS, various alternative transportation methods including
the Alameda/Oakland, ferry service, BART and AC Transit can provide
relief to this congestion; and
WHEREAS, the transportation planners and providers for the San
Francisco Bay Area are faced with difficult decisions in providing
the means to satisfy an increasing demand for travel while at the
same time improving air quality by reducing the dependence on
automobile travel; and
WHEREAS, satisfying travel demands and air quality can only
be achieved with new, innovative and often unpopular policies; and
WHEREAS, pricing policies are often the most effective and
efficient methods of altering or shifting demand; and
WHEREAS, the use of pricing strategy on the San Francisco-
Oakland Bay Bridge can be implemented through toll surcharges as
described in SB 2100 and AB 3944; and
WHEREAS, the toll surcharge can be used to reduce public
transit fares by providing operating subsidies to public transit
operator g thus increasing ridership and reducing auto travel
demand;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City ofc):
Alameda that said Council hereby supports SB 2100 and AB 3944 and

urges all State Legislators to support its passage;

BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Metropolitan Transportation Commission and to : 3
the State Legislature.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 15th day of
May , 1990, by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Withrow and
President Corica - 4.
NOES: Councilmember Thomas - 1.
