declare all sealed ProPoals or bids for doing certain street work in
said City, under nnd pursuant to the Improvement Ant of 1911, to wit,
the improvement of portions of Third Street, undnr Resolution of 11011011

tract for doing said street work to the lowest responsible biaacr, to wit:
