Resolution 01819RESOLUTIOO NO. 1819, RESOLUTION TEAT RAILROAD CO=13310777 THE STATE OF CALIFORNIA BE T,TESTED TO BRING CERTAIN ANALYSIS UP TO THE DATE OF DECEMBER 31, 1933. WHEREAS, there has been considerable agitation in the City of Alameda, and in other municipalities in Alameda County, and in the City and County of San Francisco, for more adequate and cheaper transportation between the City and County of San Francisco and said municipalities in the County of Alameda; and, WHEREAS, the Southern Pacific Company, a corporation, the Key System, Ltd., a corporation, and. Key Terminals Railway, Ltd., a corporation, are engaged in the operation of a transbay ferry and electric suburban line service for the transportation of passengers between the Oity and County of San Francisco and said municipalities in Alameda County; and, METIERS, in order that this problem may have intelligent consideration, it is necessary that a survey or analysis be made of past and existing financial and physical conditions of said Southern Pacific Company and said Kay System, Ltd., and Key Terminals Railway, Ltd., shaming the valuation and inventaxy of physical and other property used by each of said companies in said transbay ferry and electric suburban line service, and a survey or analysis of the rev- enues received and the operating expenses incurred by each of said conTaniez in their respective transbay and electric line services; and, WHEREAS, the Railroad Commission of the State of California is equipped for making such aurvey or analysis and represents, impartially, the whole people of the State of California; and, WHERaAS: in the matter of Application Ho. 11504 before the Railroad Comm- ission of the State of California, entitled, "In the Matter of the Application of Southern Pacific Company to increase One-Way and Individual Monthly Comm- utation and Other Fares Between San- Vraneisce and Points in the County of lameda, Californian and Related Points:" the said Railroad Commission caused its Engineering Department to make a report on the financial and physies1 conditions of the said Southern Pacific Company, Transbay Electric. Service for the ten year period from 1917 to L926, inclusive, which report is entitled: "Report on Analysis of Past and Exist- ing Financial and Physical Conditions of the Southern Pacific Company Trans, bay Electric Lines, including Estimates of Results of Operation for the year 1927", and bears date of "June 27, 1927, and was introduced in evidence in said proceed- ings as Exhibit No. 20; and, WHRFAS, in the matter of Application No. 11329 before the Railroad Comm- ission of the State of Califocnia, entitled: "In the Matter of the Application of Key System Transit Company, a corporation, for an Order Readjusting Rates and Establishing Just and Reasonable Rates . for the Transportation of Persons and Property Between Points on the Com, pany's Lines in the State of California," the Said Tiailroad Commission caused its Engineering Separtment to make a report on the financial and physical conditions of the Key System Transit Company, for the ten year period from 1917 to 1926, inclusive, which report is entitled: "Analysis of Past and Existing Financial and Physical Conditions of the Key System Transit Company, Including Estimate of Results of Operation for year 1927," and bears date of June 17, 1927, and was introduced in evidence in said proceedings. as Exhibit No, 16; and, WFEREAS, the Key System, Ltd., and said Key Terminals Railway, Ltd., have taken over and are now in control of and operate the physical properties and transportation system formerly operated by said Key System Transit Company in its Key Division, and have operated and do nor operate and conduct. the transbay ferry and interurban line service formerly operated by said Key. System Transit Company; now, therefore, PE IT RESOLVED by the Council of the City of Alameda that the Railroad. Commission of the State of Califwnia be, and it is hereby, requested to make a survey or analysis of past and existing financial and physical conditions of said Southern Pacific Company, showing the valuation and inventory of the physical and other property used by said company in its said Transbay Ferry and Electric Suburban Line Service, and a survey or analysis of the revenues received and the operating expenses incurred by said company in its said Transbay Ferry and Electric Suburban Line Service for the six year period from January 1, 1927 to December 31, 1933, and to bring the aforesaid "Report on Analysis of Past and Existing Financial and Physical Conditions of the Sou- thern Pacific Company Transbay Electric Lines," of June 27, 1927, and all accounts, schedules, tabulations and analyses- therein contained, and each and every part thereof, down to the date of December 31, 1933, 2E IT FURTHER RESOLVED that the Railroad Commission of the State of Calif- ornia. be, and it is hereby requested to make a survey or analysis of past and existing financial and physical conditions of said Key System, Ltd., and said Key Terminals Railway, Ltd., showing the valuation and inventory of the physical and other property used by each of said companies ih their said respective Transbay Ferry and Electric Service, and a survey or analysis of the revenues received and the operating expenses incurred by each of said companies in their said Transbay and -laeotric Service during the six year period from Jar- uary 1, 1927 to December 31, 1933, and to bring the aforesaid "Report an Analysis of Past and Existing Financial and Physical Conditions of the Key System Transit Company", of June 17, 1927, and all accounts, schedules, tab- ulations and analyses therein contained, and each and every part thereof, in- sofar as the same relate to or affect the Key Division of said Key System Transit Company, or the Ferry and Electric Service of said Key System, Ltd., and Key Terminals Railway, Ltd., down to the date of December 31, 1933. * the undersigned, hereby certify that the foregoing Resolution was duly and regularly, introduced and adopted by the Council of the City. of Alameda in regular meeting assembled on the 16th day of January, 1934, by the following vote, to wit: AYES: Councilmen Bruzzone, Eschen, Morris and President Murray, (4).
