RECOL1TNDING REJECTION OF BIDS HERETOFORE RECEIVED, MODIFICATION
OF PLANS AND SPECIFICATIONS, 1= THE RECEIPT OF NEW BIDS FOR THE
PROPOSED BRANCH LIBRARY BUILDING.
WHEREAS, on December 9, 1935, the Council of the City of Alameda passed
Resolution No. 2016 recommending the awarding of a contract to J.J.Grodem as low
bidder for the construction of a branch public library building in said city, pur-
suant to proceedings under and by virtue of which a grant of $13,117 was made to
the city by the Federal Emergency Administration of Public Works; and
WHEREAS, on account of numerous irregularities appearing in connection
with said bid, the matter was referred to a special committee for investigation and
report, which report is expressly referred to and made a part hereof; and,
WHEREAS, said Committee found that the check accompanying the bid of
said J. J. Grodem was not sufficient in amount; else that he did not furnish the
proper statement regarding the employment of labor; also that he did not submit e
proper financial report with his bid, or show financial responsibility; now,
therefore, be it
RESOLVED, by the Council of the City of Alameda, that all the bids here-
tofore received for constructing said branch library building be rejected, and
the bidders, checks returned, except that of said J. J. Grodem, which shall be
retained until he pay the expense of advertising and other expenses incurred by
the city resulting from his action;
RESOLVED further that the Board of Library Trustees be, and they are hereby
requested to have the plans and specifications for said library building modified
so as to bring the cost down within the limit of available funds; also that such
mcdified plans and specifications be prepared and submitted to the Federal Emergency
Administration of Public corks at the earliest possible moeent for approval, and
for authorization to advertise for new bids.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly introduced and adopted by the Council of the City of Alameda in regular
meeting assembled on the 17th day of December, 1935, by the following vote, to wit:
AYES: Councilmen Broyles, Munro and President Roebke, (3).
NOES: None. ABSENT: Councilmen Eschen and Morris, (2).
