S.N., pursuant to instructions he had received fray the beeretary of the Navy, waited upon the Manor and other officials of the City of laneda to arcerta.. if the city would convey to the government, for a nominal consideration, approxirately X29.3 acres of those certain salt marsh, tide and submerged lands, filled and unfilled, here- i.nafter described, to be used by the United States as a naval air base; and, WHEREAS, in accordance with the provisions of Chapter 594 of the Statutes of 1917 under ,which chaster the City of Alameda acquired said lands from the State of California, it is provided that the city may grant, give, convey and alien sod lands, or any portion thereof, to the United States for ,public purposes, provided said grant is authorized and approved by a .majority vote of the electors of said city; and, 7d'i!REAS, the City Council has received assurances from members of Congress, officials of the Navy Department, and representatives of local commercial bidies, that either the United States, or the local bidies referred to will pay the costs and expenses of the necessary special election, and that e bill to include such costs and expenses will be introduced irithe Congress abort to converse at Washington; now, therefore, be it RESOLVED, by the council of the City of Alameda as Sc,' lows: Section 1. A special election is hereby called and ordered to be held in the City of Alameda, State of California, on Tuesday, the 26th day of January, 1936, for the pur- pose of submitting to the qualified electors of said city the proposition to gr.rnt, con- vey and alien forever to the united Stat =es of America ell. those certain salt marsh, tide and su.hirmerged lands, filled and unfilled, situate, lying and being in tnc City of Alameda, State of California, and more particularly described as follows, to rai.t: COMMENCING at a point on the United States Bulkhead Dine, sa:ici point being distant due south thereon 202.1 feet from Point "K" as said line and point are delineated. and no designated upon that certain Map entitled, "Harbor Line Survey, San Francisco Bay, 1910 " Sheet lo. 6 or file in the United States Engineer's Office, Oizsto;,s Hoise, San Francisco; and running thence North 73 deg. 58' West 409.05 feet to a point; said line being parallel with and distant southerly 122.7 feet measured at right angles from ceztor line of the Sou { Pacific 11 Coast Railway Company's right -of -way; thence forth 63 deg. 25' West 342.0 feet to a. ccint; thence north 76 deg;. 05' West 500 feet to a point; thence North 81 deg. 15° West 680.0 feet to u. point, thence North 59 deg, 50' West 16€37.83 feet to a point on the United States 1'i.erhead Line; thence South 47 deg. 50' 53" West 462.14 feat to a point, which point la the intersection of the United States 1?ier8eed Line with the southwesterly lire of the City of Alameda; (also easterly line of the City and County of San Frandsen) thence South 27 deg. 50' East 11529.0 feet along the southwesterly boundary line of the City of Alameda to e point which point is the 'intersection with the westerly line of Benton Field; 't;.e1aas North.. 16 deg. The City Clerk is hereby directed to procure all clerical labor and supplies that may be necessary tc properly and lawfull7 conduct said special election. The polls for said special election shall be opened at six o'clock A.M., of the day of said election, end Shall be kept open until seven o,clock p.n., of the same day when the polls shall be closed, except as otherwise provided in Section 1164 of the Political Cede of the State of California. See, 4. The special election hereby called. and ordered tc be held shall be held and nducted, aria the votes cast thereat, received and canvassed, at the returns thereof made, and the result thereof ascertained, determined, and declared es herein provided, and in all particulars not recited herein, according to the Charter of the City of Alameda, inc the laws of the State of California providing for and governing elections in. said city. The ballots to be used at said special election shall be such as nay be required by law to be used thereat and la addition to any other natter reouired by law to be printed thereon, stall appear thereon the following: PROPOSITION Shall the City of Alameda grant end convey to the United States of America, G29.3 acres, more or less, of the milt marsh, tide and submerged lands, filled and unfilled, be- _longing to, and lying in the western port cf said city for use as e navel air base for a nominal consideration, and on the condition that at least '41,000,000 be expended, or e • contracted to be expended on said landa in the actual. work of development of said naval air base by December 31, 1939, etherwiee said lands to revert automatically to said city'? e • n .7e tr .4 4, Sample ballots containing the above natter required to be printed thereon shall be railed to the registered electors of said City by the City Clerk at least ten whole days before the election, but a failure to receive such sample ballot shell not be held to invalidate said election or affect in any manner the legality of any grant that may. be authorized thereat. The City Clerk shall also enclose in the en- velope with each sanple ballot a card atating . the location of the precinct polling place of the elector to whom aunt smrae ballot is sent. See. 5. Any qualified elector of the City of Alameda may vote at said speaial election for or against the proposition herewith submitted. To vote in favor of, and thereby authorize and approve the granting of said salt marah, tide and submerged lands, filled and unfilled, to the United States for use ea a naval bane; as proposed, he or she shall stamp e arose (X) in the voting square to the right ef tte work printed orrosite said proposition- To vote against,and thereby refuse to authorize the granting of said lends to the tel States as propesed, he or he shall stamp e cross (I) in the voting square to the right of the word 'NO" printed opposite said preposition- A areas (I) stamped in the voting square to the right of the word "YES" shall be counted as a vote in favor cf, had to authorize and approve the granting of said salt marsh, tide and submerged lands, filled and unfilled, to the United States for the purpose aforesaid, whereas a cross (X) stamped in the voting square to the right of the word. "NO" shall be counted as a vote not in favor ot, and a, refusal to authorize, the granting of said lands to the United States for the purpose aforesaid. See. 6.
