COUTINTION pETWHEN arILAHD ArD ALAMEDA__
WHEREAS, traffic conditions existing in the Posey Tmbe have become
extremely congested as indicated. in a report prepared in January, 1940, en
titled "Report Oh A Proposed Additional Oakland-Alameda Tube" and which con-
gestion. has been further intensified by recent increases in the daily and
peak hour traffic loads as cated by the supplementary report amb blue
prints attached hemeto; and
WHEFFIES, the construction of the Naval Air Station Ln Alameda. is
increasing greatly the traffic using this tube and. it can only be contemplated
that much more traffic will be fbrced to use this roate as. tee personnel at
the Air Station is increased; and
WHEFEAS, the Naval Sumply Depot is siVuated in Oakland and in the
imterest of national defense it is believed teat a. speedy and uncongested
route of traffic must 31 naintadned between this Naval Supply Depot in Oakland
and. the Naval Air Station. in Alameda; and.
WELEEAS, major defense industries including ship-building are now
located in. Alameda and mpre industries pertainimg to defbnse aptly-rifles are
planned in said. city, and the incresseb activity will require larger personnel,
most of whom. will be forced to residb in. other pmrts of the Daot Day area
nboessitating the use of the tune for nreveling between their plade of resi-
dence and place of employrent; and.
WHEREAS, the City of' Oakland and the City of Alameda realising nee
importance of defense measurem have veimmtaridy contributed largb and valuable
tracts of land for the Naval Supply Depot in Oakland and for the Naval Air
Station and tee General Cmvernment Base in Alarbda; and
=PEAS, it is essential in. the interest of national defense that
the Facilities created be fully available for normal use atb patUdapalarly for
