Resolution 02968RESOLUTION ND. 2968 URGING VOTERS OF THE CITY OF ALAMEDA TO VOTE IN FAVOR OF PROPOSED AMENDMENT TO SECTION 1, ARTICLE XIII, OF THE STATE CONSTITUTION. WHEREAS, upon recommendation of Gpvernor Earl Warren, the Legislature of this State, in special session in January, 1944, approved, without a dissent- ing vote, a proposed amendment to Section 1, of Article XIII, of the State Con- stitution which would remove the existing prohibition against taxing property owned by the United States Government; and WHEREAS, said proposed amendment will be submitted to the voters of California at the special State election to be held on May 16, 1944; and hbREAS, the purpose of this measure is to make it possible for the citizens of California to receive the benefits of legislation which the Congress has enacted, or may in the future enact, permitting states, counties and munici- palities to tax certain federally owned property; and. WHEREAS, large tracts of land have been removed from the tax roll of the City by reason of Federal ownership, with the result that the taxpayers of the City of Alameda are compelled to assume an unjust proportion of local taxes for the maintenance of municipal services and investments which enure to the benefit of lands owned by the Federal Government; and WHEREAS, the adoption of the proposed amendment would merely result in taxation by local governments of Government owned property in those instances in which Congress has expressly provided that such property may be taxed by local government; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that the voters of this City be, and they are hereby, urged to vote in favor of said :constitutional amendment. * * * * * * * * * * 1, the undersigned, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted by the Council of the City of Alameda in regular meeting assembled on the and day of May, 1944, by the following vote, to wit: AYES: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, L5).
